Compounding capacitor use per cycle.
Example- 100, 150, 200, 250, 300, 350, 400, 450 cap use
Now you ask what about ships who are supposed to use cloaks? Add in a bonus, either flat or per t2 skill. But at the same time, balance it out so a ship that is SUPPOSED to cloak can do so for about an 1.5 hours with out specialized fitting.

Perhaps start a new alt, go run missions in jita. You'll get used to seeing neutrals in local. You'll get used to how to deal when people you don't know are even trying to, probe you down and warp to you. You'll realize the people you never see, and never interact with you, really don't change your play one little bit.

AFK Cloaking is great, it's the only mechanic in the game that makes PVE possible in hostile space without spending hours warping from safespot to safespot to save ship. Meaning we still have ninja-explorers / ninja-ratters and wormhole ninjas in the game.

No, we most certainly not all agree that AFK cloakers are a problem.
AFK cloakers cant do **** to you, they can't even actively report intel on you.

How about something easier and less detrimental to regular cloak users? Add a tachyon probe for probe launchers that lets you scan down cloaked ships. Long scan time and low signature strength so people on the move are fine, but those at rest for long periods are sitting ducks...

Nah, what the heck is the problem with letting people operate solo in 0.0? Because this is basically what the cloak lets you do, and it's the only kind of defense, other then spending hours jumping from safespot to safespot, that lets you do this.
If you remove cloaking, 0.0 becomes nothing but a pure bruteforce arena. If you get a solo explorer in one of your systems you just grab 15-20 guys, set up gatecamps at all gates, Tachyon probe him down and kill him. And the only alternative left for him is to log off and pray he doesn't get killed before his minute is over.
I mean, the 15-20 guys rushing in to hunt down a lone explorer is the damn reason people feel forced to fit cloaks right now. And dealing with a lone cloaker is ******* easy already.
1. Stop soloing, make a 3 man ratting group where one person fits tackle, rat in 2-3 systems instead of sticking to a single one. 2. If you wanna do complexes, do it with a 5 man group and have at least on Logi with you. 3. If you wanna kill him, try bait him in with an "easy" kill.
I mean if you can instant-field a 15 man group to hunt down a single cloaker for 3 ******* hours, you could actually take that same group and do some PVE while waiting. It's not rocket science. |

I don't believe AFK cloaking is a problem at all, hell, it's a necessary tactic. Anybody can simply cloak in a system, but it loses its effectiveness when everyone realizes that your presence is benign. Actually decloaking once in a while to ruin somebody's day is what's needed to keep your presence from being ignored.

It's quite surprising how CCP keeps modifying every game mechanic to have more interaction, i.e. the sleeper and incursion AI, the latest iteration of the probing system, the ideas they are mentioning for future mining changes, the (somewhat failed) planetary interaction, etc.
But when it comes to the local vs direction scan, there's never any discussion from CCP's side to make it more of an active mechanic. It always is the /shrugs "ok the passive intel tool is not great, but we have no alternative". Can't help but wonder if CCP has just given up on this and don't want to fix it at all. shiptoastin' liek a baws |

It can be fixed quite easily, put a 15-20min timer, and if you do not perform any action in that time, cloak goes offline. Active spies wont have any problem staying all day long cloaked providing intel, as long as they are there playing. And if they need to take a break, they just log off, like anyone else would if not in a safe location. |

I HATE when people do this, and by this I mean complain about AFK cloaking. It makes null sec people look like high sec whiney cry cry carebears and I just hate it.
AFK cloaking (which I dislike but is a part of the game) is a counter to upgraded systems, the counter to afk cloaking is to fit a cloak, pick one of the HUNDREDS of unclaimed null sec system (teeming with the anomalies, plexes and, roids, and profession sites people don't do because they have upgraded systems) and go do them. I call it "ass displacement" because you displace said ass from easily deniable upgraded system to less easily deniable non-upgraded system, and the isk keeps flowing

This is the best argument for perpetual cloaking that exists. I agree that local is overpowered. It is an instantaneous intelligence tool that is never wrong and allows someone to flee at the merest sight of danger.
First, we really need to define what the purpose of cloaking is. Limited to this context, it is a harassment tool. Thus defined, we need to ask, is that really what it should be used for?
While the argument for perpetual cloaking is the existance of Local, it logically follows that if Local is removed, so too must cloaking also change. The next question would be, if Local is removed, what then is the purpose of cloaking?
Cloaking now is a harassment tool. If Local is removed, I would like cloaking become an ambush tool. However, as with the potential for ambushes, there is the potential for escape. Cloakers would have to be detectable in some fashion. This would mean that while cloakers would have greatly increased chance of catching vulerable ships, new tools would also need to be developed to allow potential victims the chance to escape.
This would make for a more dynamic and exciting game play. Cloakers stop becoming street thugs, handing around the local corner, harassing the locals, and instead become the hunters, ambushing the unwary, while keeping their potential victims vigiant.

The OP is 100% wrong on this. I see AFK cloaking not as a problem, but as something very beneficial to the game.
People complain about how powerful local is, and AFK cloaking blunts it at least a little. It's also a good way to discourage botters and nullsec carebears. AFK cloaking is one element of EVE that stands the test of time.

If I tried to make a type of coffee that made all of you happy, and you rated it, the group score for it would be about 60 out of 100. Break into 3 or 4 coffee clusters, and made coffee just for each cluster, the scores would go from 60 to 78. The difference between coffee at 60 and coffee at 78 is a difference between coffee that makes you wince or makes you happy. |

I'd say that threats, intel and harrasing enemy units are all valid parts of a war.
Esp if it wasn't even your side that started that war in the first place.

If so you can have a resupply source in your home.
What your 'cloak fuel' does nerf is the person stalking you in your WH (great advantage for you there), or spending weeks 'behind enemy lines' gathering intel.

Once again we have the loud minority (GD forum warriors) dictating policy for the majority of people who do not read or post in GD.
What's wrong with being able to scan down a cloaker? What's wrong with saying that once someone has been in a system for one hour without launching probes, or running a d-scan, or warping to various locations (all of course identified activities while looking for WH's and the like) that they can't be scanned down.
In essence, a truly afk cloaker becomes a bot. CCP does not want we the players using bots to gain an advantage while not at their computers. An afk cloaker is no longer actively involved in the game, but he or his corp/alliance gains an advantage while said player is no longer at his computer. No matter what you may say after reading this, it is a truth that cannot be denied.
The easiest fix for this is a simple log off mechanic like that found in other MMO's. When the client detects no input after a set amount of time the game simply disconnects. Bingo, problem solved. Yes, I am an alt.

AFK clockers have just one specific function, and its that someone who is not playing at that time, can **** up the game experience of someone who is. Remember, this is a GAME, GAMEs are meant to be FUN.

Solo frigate is roaming near the gate hunting for wrecks. There is some ships was killed here so wrecks are full of tasty loot. I see him and try to engage in my Enyo. Occasionally i see 2+ reds close to me and trying to attack. Yes they were in Local but nothing was on D-Scan.
Fight finished by occasionally bomber dropped bomb on us so we got out (just in case....).
However i guess this is answer to your honest question. Cause you never know if that "AFK_cloaker" is AFK or not. |

Also the cap/fuel idea is honestly one of the most pants-on-head ******** things to ever be suggested, the people who keep bringing it up either don't know a god damn thing about EVE or are being dishonest with their "complaint" or "concern" about afk players.
Requiring cap usage will nerf active players infinitely more than it would AFK players, as warping around eats up cap a lot too.
Requiring some other kind of fuel will ruin deep/longer-term reconnaissance.
Both of these facts support the notion that complainers are being completely dishonest, imo. They don't care about afk players (and why would they, someone who is afk can't do anything) but are in fact desperately trying to make the game easier for themselves, and harder for their enemies. |

If they want to spend account after account trying to deny me my ratting, that's perfect although no one has ever gone that far.
The difference between someone like you Victoria, and someone like me, is that I adapt to my situation, where as you let yourself get shut down by some afk dude in a kestral..... |

No fuel doesn't ruin it at all, just makes it more interesting. Covopses could get a bonus to fuel consumption, and Cloaking skill could also decrease consumption. Cloaking huge ships like Orcas would gobble up fuel.
I don't care a bit about nullbears and their AFK cloaking issues, I just see the cloak as a very powerful module, and being able to use such a tool forever counterintuitive and lame.

You could just as well say that opposing any changes to forevercloaking is trying to keep the game easy for themselves and harder for their enemies, but my motivation is to make it more interesting and dynamic for all. WH space is infested with cloaky alts, would it really be worse for the game, if there would be a small window in time where they would be exposed?
Think about, what is cooler: being able to spy without any chance of ever getting caught, or spying knowing that in two days your corpie needs to bring you more fuel, and your targets might guesstimate when your fuel runs out and are prepared? Or trying to get into a hostile system to save that cloaker?

Nah, what the heck is the problem with letting people operate solo in 0.0? Because this is basically what the cloak lets you do, and it's the only kind of defense, other then spending hours jumping from safespot to safespot, that lets you do this. If you remove cloaking, 0.0 becomes nothing but a pure bruteforce arena. If you get a solo explorer in one of your systems you just grab 15-20 guys, set up gatecamps at all gates, Tachyon probe him down and kill him. And the only alternative left for him is to log off and pray he doesn't get killed before his minute is over.
I don't think you get what was suggested at all. Long scan time means they will never find him unless he is actually afk for hours (in which case he should have just logged off which you can do 100% safe unless you do something really stupid like logging on grid with a prober). If he changes position they will not find him and you have this gang sitting around twiddling their thumbs while one of them is probing down a guy who isn't there any more. No one will do that.
The real problem with it is that it won't make the carebears any safer seeing as the guys they are scared of are not really afk cloakers, they are guys who come back periodically to check for targets and thus could easily change position. This sounds good to me but won't stop thetears. This thread is not a moan about afk cloakers, its a moan about might not be afk cloakers.

Fuel for cloaks would render extended recon operations useless and tedious on the level of POS fueling. We don't need more of that just to make you feel better while you solo AFK mine. You are paying attention to the wrong things.
Cloaks and the ship configurations that can warp with them active (covert/black/recon) are limited and vulnerable without backup. T3 cruisers probably being the most threatening. But even then their target selection for a solo cloak kill is limited to something quick. So you only need to be worried if you YOURSELF like being AFK, or if you are a solo operator as well, in which case, the cloaker is not the issues, your comfort zone is
If not - they are recon and you got bigger problems to worry about than them being AFK. if they ARE recon, what good is it for them to waste a toon doing nothing just to prevent you from doing whatever it is you are doing solo or afk. They need to be watching you, and while they are doing it, they cannot shoot or hurt you... just scare you. At that point, you better keep your Dscan open and pay attention to the 5 other ships warping in to gank you.
The only real counter I am for when it comes to cloaks is in some active module for ships or SOV systems that can "PING" the location of a covert ship.
For the ships - Maybe a mod that has a chance of revealing (not decloaking) the general direction of cloaked ships on grid. Or maybe you need to deploy special (expensive/highskill/limited) probes and pin them down like any other sig/anom. Only to be used on a limited type of ships with penalties.
For SOV system - maybe a big anchorable structure than pings every hour, with a chance to do a system wide decloak for 1 minute. Then you need to have playing members on hand to quickly use regular probe/scan methods to work for the kill.

You claim "no risk for reward" for the AFK cloaker, but that is not true. He is AFK. He cannot kill you. There is no reward. There is no activity, no gain, no loss, no anything for the AFK cloaker. If he hotdrops you then he clearly wasn't AFK, and its a case of "working as intended" and HTFU

None of this changes the fact there are ways to deal with any cloaker in your system.
Even the simple step of having all of your ratters (and other personel) in the target system and surrounding systems be in the same gang goes a looong way towards making a swift and decisive retaliation possible against any attack from the cloaker or a covert hot drop group. In fact, in this case the more people you have in system actively ratting (or whatever) the better.
An alternative (or additional for that matter) tactic is to simply move most of your people out of system when you suspect he is active, bubble the other side of all exits, and wait for him to leave with decloaking teams ready. If he actually is active, he won't stay by himself in there long as a general rule. Lets face it, despite what if's and protestations otherwise, you will rarely have more than one or two of your key systems tied up in this manner. If you do your decloaking teams and perimeter defenses have been very, very sloppy. To carve a successful niche for yourself in EVE you need to be able to out sell, out produce, out fight,-á out run, or out wit your competitors. If you can do none of the above, your only option is to complain on the forums that somehow you are at a disadvantage using the exact same tool set-áas the rest of the player base. |

Totally disagree with your premise... but this is the kind of dishonest discourse we get from nerfherders whose agenda is not addressing any real problem but instead nerfing a feature they don't want to deal with.
If you are honest about it you will agree that you don't care about the AFK cloaked.. if you are afk you can do nothing; you are no threat .. on the other hand, if you are not afk you might be a threat.
1.5 hours is too short a period for legitamate recon work in WH's or null sec. If you are having to fly your paper thin covert ops 30 jumps into position for recon.. you will have to turn around and leave as soon as you get there or die. I would argue that there is nothing wrong with a cloaker cloaked for many hours writing down names, collecting chat logs, collecting descriptions, names, and location of facilities.
So no.. 100% disagree.. if you want to address the "AFK" remove the cloaked from local and stop worrying about people who aren't there.

An active player wont have any problem staying cloaked for 23hs that way, as long as he is there reactivating the cloak. But an AFK will lose the cloak in 1 cycle.
Its even good if you need to step away for a few minutes and dont want to log off.
No fuel, no cap, no detecting cloak. It just screws AFK players. |

Actually, if they do change it in the way i proposed, you can still AFK cloak, by using a 3rd party software. But then you WOULD be risking getting banned for using a 3rd party app to automate gameplay. And that IS against EULA/TOS.
BTW, read the news, recent action taken against AFK complex farming ... its work as intented, and still action is being taken against it.
AFK = Not playing. CCP should work so that there is no activity that could be done AFK, even cloaking. |

No, you can narrow it down to "any AFK ship related activity" if you prefer. That's not a gain for the cloaker, it's a lose for the guy deciding not to rat/mine etc. Not the same thing.

one thing is the Psychological Warfare. I may not have a lot of firepower, but if I want to be annoying, I'll go put a cloaky in the system of people who annoy me as well. I may not be able to blow up a ship, but I can temporarily make those ratters and miners paranoid enough that they will just stay docked up. Because, you know, some of those nullbears are equally risk adverse as the high-sec carebears. And it's fun to mess with their heads.
Additionally, I have 5 accounts and can run them all at once on 4 monitors. these recon alts I have are very useful for surveillance while I goof around with my other toons. So while one account may be not flying around or chatting. It certainly is "doing something" for me and doing something to those it impacts mentally. So technically, since the cloaky is providing a role and service to me, that character IS playing the game. Just because you think they are NOT doing something doesn't make it necessarily true.
Anything that a cloaky can do to you, if you know who it belongs to, you can equally do it to them. AND why should SOV holding power-blocs feel completely safe? What you are suggesting would just make their lives easier and less risky. You might feel differently someday when your perspective changes and you might actually say "geez, this is very useful. i cannot believe I was trying to change this"
the #1 reason why this should stay the way it is. RECON, is boring as all get out. It is a role that should be reserved to an active alt that you can run along with your main. I cannot imagine a player, who only has one account, that would actually want to sit around and watch gates and stations for hours on end, while their buddies make isk and have fun. It's a mobile camera. It's there to observe. now if that cloaky is part of a fleet.....that changes the whole scenario and makes things quite deadly.

Being AFK on a ship has an activity, check the cloak cycle reactivating. Thats an activity. And that person is using the local to show up, and generate a response on the players. If there is a player on that ship, thats cool. But if someone is doing that, not being there, then thats not cool.

Its not the cloaking the problem, cloaking is cool. I like cloaky ships, i like to recon and ****. AFK activities, even projecting the psycological warfare on the enemy is the problem. Want to scare the **** out of ratters/miners, do it, but be there, play the game.

Dude, the reason for posting on this thread is that i been flying through 15 systems, all of them have the same guys cloaked for the last couple days almost 23hrs a day. Not a kill done by a guy i saw blue several weeks ago, they were just a roaming gang not an AFK cloaker. Try to have some synapsis between your ****** neurons, will ya?

Have you ever seen a kill board before? If he is going to tackle you then he tackled the last guy for someone to kill so then you track that guy, where does he live? who does he fly with? How does he fit what he dies in? where does he kill people? does he have other afk cloaker looking kills on his KB? Use Dotlan see where that guys corp lives, if no corp then look at his kills see where he tends to "live" and figure out how to use a locator agent. If you stopped coming up with reasons you can't fight back you might accidentally find a way to fight back.

With an afk cloaker they don't know when to run like cockroaches with the light turned on.
So yeah this thread is yet another good reason to just let cloakers not appear on local. They can't see him they, therefore they don't know he is there. The upside is of course more PvP in Null and that will cause mineral prices to rise as the macks get destroyed in Null.
Then we wouldn't have one of these forum posts every month and it would get rid of the threads whining about the price of null minerals as well.. Any Spelling, gramatical and literary errors made by me are included free of charge.

The solution to cloaks is to have cloak busters
Just like the subs of the first two world wars. Specialized ships were created to hunt down these unseen enemies.
Give me depth charges (well a space version) or some form of ASDIC and let me ping for them.
Give them limited weaponry other than the charges and the extensive electronic gear to anti cloak hunt and bobs yer uncle.
I can see roving gangs of anti croakers roaming eve.

ok afk cloaker is not the problem - because afk is afk
permacloaker are a problem with 0 risk, just to **** off other ppl playing eve and 99% of the time they even are afk and should be kickt from the server after 5 minutes. other thing would be a tool (ship, modul, structure) to detect them if they dont move

The trade-off for them being invincible and invisible is the fact that they literally cannot do anything to anyone while cloaked. The only reason you want the ability to decloak them, or for them to be kicked off the server, or whatever stupid nerfs you propose is because you're a coward. Admit that you're a coward and you want the rewards of nullsec while also having a guarantee of your own safety, because any other crap you say is simply dishonest, and we all see right through it. |

They cannot kill you. They cannot shut down a system. They cannot even wave in local and laugh at your tears.
If you choose to dock/pos up because there is a single neutral in system, that is a decision you made. You have no right to complain about that cloaked/afk/whatever player. You made your choice (to sit there crying in a corner instead of doing one of the dozen different things you could have done instead), now live with it.

Just make special probes that take a high skill, something V to use that can pick up cloaky ships that are NOT MOVING. Meaning if a cloaky is truely AFK and hiding in a safe they'll be picked up pretty fast. If they are on the move the chances of catching them is much harder.
It should be a more of a strategic setup to catch a cloak. Like T3 ship or some advanced Logi with some V skill. Not a noob in a Probe with a launcher and probes. |

Bubbling the gates is one option, but you can do a few other things too. You can move system to rat. You can rat in your own system anyway but be prepared (pvp fit, stay aligned, have friends in pvp/logistics ships ready and waiting), etc.
You have a lot of things you can do that will make him much less of a threat. Tears aren't one of them, so dry your eyes mate and man up.
And again, having a way to find/kill cloaking ships is a terrible idea and destroys the roles those ships are meant to fill. It also destroys all of wormhole space, which is funnily enough the area in which cloaky ships are the most dangerous. Yet the manly men who live in wormholes manage just fine. No local? No problem.

- Have the enemy waste time trying to counter you while virtually 100% safe wears down the enemy = reward
Patience is a huge factor in Eve but an afk cloaker doesn't have a time factor against him like people being cut off from activity. Yes the afk cloaker might not get isk and kills while actually afk, but the more he is afk the easier it is when he is actively chasing targets...

It isn't a broken game mechanic that gives him those "advantages" though, it's the "so stupid I can't believe they manage to breathe unassisted" nullbears handing them it on a silver platter. The mechanics are fine, and there is no need to adjust them (and every proposal so far has been atrocious and would break huge parts of the game). The thing that is broken is the pathetic psyches of the nullbears. CCP can't be expected to fix that though.

I think we should have a search drone that does a regular pattern sweep of the area, with the idea of being withing 2500m of every unit of space within a 250k range (at level 5), with the idea that it will uncloak cloakies. It should be reasonably slow, so that those who are really cloaky and not afk can avoid them. Only 1 drone active per ship. |

I just find this kind of defeatist/entitled thinking to be so sad. My corp has an upgraded -0.81 system, its great, i love it, it has a station. It gets camped, I take my 2 ratting toons refit at pos or in station and leave to empty systems my alliance hasn't rented out, no biggy.
I could stay in my ratting system, fit cyno to my ship and have my boys on alert for the fun to pop off, and I've done that, but it's easier to just leave and allow the "afk cloaker" to spend part of his $15 a month claoked in a no empty system while i keep having fun. If he's awake and follows me, all good, its a chance to pop him at a gate (and my mates can go back to ratting/mining).
It's so easy it just takes a SMALL amount of effort (lol, jumping through a gate lol, some effort) and yet renter after renter (it's always you rent-bears) complains about afk cloakers.....

Cloaking kickbans you from all chats for duration of cloak+some time modifiable by skill. Oh and disable their ability to use probes as well(I think this still exists)
Meanwhile I will be making all the rats scurry in low with my fearsome Imicus of Trolling and its Sister's Combat probes of failed spot checks.
Also why are there so many cynos being lit in Caldari lowsec? Seems like every system has one. |

Wow. How on earth can you lose an orca to a single stealthbomber when you have two sets of combat drones right there... it's not as if you wouldn't have had ample time to realise whats happening and deploy them. A single sb picking away at the structure on an orca...

The problem there was obvious: Afk orca'ing while someone was not afk cloaking. -Death is nothing, but to live defeated and inglorious is to die daily. |
