No, that's not clear at all.
You are assuming balcony view = automatic exiting from ship. It's more likely that the balcony view doesn't even load the Incarna graphics at first and that it simply replaces our current station spinning environment. If so, it won't be much more graphically intense than the current stations.
If the balcony view is just part of your quarters, why would they point it out as a seperate feature? Why point out that it was made specifically to replace the current station view?

Balcony view can also = station environment where the camera is just lower than usual - but anyway, I've got bigger **** to fry than join a flamewar about the definition of a graphic gizmo.

Yes, that word in the quote does give some hope. Unfortunately it appears to be a misnomer since the first sentence clearly states that the current hangar view will be replaced by a balcony/avatar view; as in the current hangar view will no longer be available.

Oh believe me, I've read that blog many times. I think what you are seeing is a case of poor wording and a little bit of hyperbole. Your character = your POV while in balcony view. Not your new avatar. It simply makes no sense that they would load the Incarna environment and eject you from your ship every time you dock.
That doesn't even mesh with what we've seen from Incarna demos. There was docked, and there was exited from the ship. They were kept seperate in the demos. Is it possible it's changed and you exit your pod every time you dock now? Sure. For sake of quick station loading and a seamless transition, as promised, would that make any sense at all to do it that way? No.
Either way whatever they've done is done. All of us are arguing in ignorance here. Day after tomorrow, we will know.

I agree. In the Incarna videos it was quite clear that all the hanger buttons were still there, there was an EXTRA one that allowed you to leave your ship. Not everyone will want to leave their ship if they're just docking to drop off something for a courier mission, do a quick sell, or what not. I think this is a case of some people ignoring the evidence we've already seen in favor of having something to complain about.

Incarna had been on the CCP road map for years. It's not some new tangent. I want fixed space ships too but I also want CCP to push EVE in new directions so it does not just become a dinosaur MMO.
Incarna sounds like it will have some mandatory part to it. I imagine this will be minor in the extreme. In other words you see some guy onthe screen instead of just sitting there for 30 secs while you wait out your session timer.
There are hugs areas of EVE that players probably never use but you don't hear someone say "bawww I can't play because CCP force us into using Science and Industry to invent stuff".
I hereby call shenanigans on the Incarna haters. Yep that's right. I called it.
(hmm I wonder if he means CQ will be out SoonTM *cough*never*cough*)

Near as I have been able to tell, it looks like CCP is simply planning to change the perspective from a top-down camera drone to a bottom-up person on a balcony. Nowhere did they say that the balcony was going to be a part of Captain's Quarters, or that there would even be an actual person standing on said balcony. Most likely nothing will change in the docked view; odds are that we will simply have an option to move to the Captain's Quarters when docked on the station panel, much as we will get an option to re-customize certain aspects of a docked character's appearance. Either way, we'll have more details at Fanfest, no doubt.
On a related note, I doubt that even mandatory loading of CQ instead of the current in-station view would cause any problems, or add any significant load times. My four-year-old notebook was able to render the station environment with no troubles on low shader settings, and chugged along at a playable frame rate on high shader settings, even though it had a low-level GPU and at the end was running on 2GB of shared RAM. My current notebook cost about $600 including next-day shipping, and can run EVE with most settings maxed out (I don't bother with HDR or AA above 2x since I don't notice any real improvement in graphics quality on this screen); a video card which would allow any computer made in the past five years to do the same would probably cost less than $50.

Many people say it'll be a useless feature, I think it's not going to be useless, after all EVE is a si-fi space SIM, not a spaceship game only. Can't wait to get it to play with!

Oh, for the person bitterly complaining about all the delays over the years with Incarna... perhaps you should rethink that.
This is the first time in the history of the project (under whatever name) that an offical date has not been met... and this is only dealing with a short delay getting it on the test server.
People pulling release dates out of their behinds and creating threadnaughts about them in the past does not equal CCP actually releasing a firm (or even tentative) release date.
They "have" given us a very rough, tentative timeline as of just a few of months ago. So far, with the exception of the exact date it would hit the test server, they appear to be on track.

Perhaps you failed to understand what I was saying, even though I tried very hard to be as clear as possible. Is there or is there not the option to turn off station environment in the client as it stands right now? The answer is yes. When turned off it merely displays a static image of your ship and nothing more.
How is it that you cannot seem to wrap your head around the very, very, very simple idea that this exact procedure will be just as easily implemented in the new system? Instead of a grand, moving view of your ship from the balcony followed by walking indoors, you will be presented with a static image of either your ship as seen from the balcony, or possibly even a static view of the inside of your quarters.
I hope that this makes things a little clearer for you.

You've got X million dollars. You can spend that X million dollars on A or B. If you spend it on B, you can't spend it on A. The X million dollars doesn't come from magic fairies. They chose to spend it on B, I would have preferred that they spend it on A. (psst, A = Eve, B = WiS).
More simply put, the same number of people that they added and have spent 5 years working on WiS, they could have added to EVE and made it even better.
There's no such thing as free. Really, there isn't.
Now, I've accepted the fact that CCP have decided that Incarna is the bees knees and are going forward damn the torpedoes! In that case, this no game effect decision is a terrible idea. Embrace the barbie. Make it mean something, otherwise it's going to be tacked on crap. Didn't nearly everyone hate it in Earth & Beyond? Didn't it seem pointless? Great visuals last for maybe 5 weeks. Great gameplay lasts for 5 years or more.
