considering it's in terms of isk, wormholes being so low is reasonably surprising since they tend to fly around in reasonably blingy ships in comparison to other areas of the game.

if it's just hull cost then this graph is almost totally meaningless.
no **** null is at the top since they have capitals etc where as high sec hull costs seldom exceed what, 200m? with the exception of orcas/freighters. |

Yeah, this graph isn't exactly good.
It doesn't take into account population densities. It doesn't take into account expenses of the total ship+fit. It doesn't take into account the amounts of ships lost, merely the costs.
Actually to be honest this needs at least two graphs, one of ship+fit cost per capita lost to PVP per week, and one of total ship hulls per capita lost to PVP per week. Module activation timers are buggy. CCP please fix. |

I've never seen such arguments despite reading over a few threadnaughts.
What I did see is that the complaint was that Nullsec has to rely on hi-sec for its manufacturing capabilities as Nullsec could never possibly supply itself with current manufacturing capability.
Seeing this graph proves that Nullsec has plenty of manufacturing capability to promote such losses.
Overall, I would suspect hi-sec has a much higher total numbers of ships lost, but the ships lost are of much lesser value as no one is strutting around in Titans, dreadnaughts, and carriers whereas Nullsec has ships of much higher value.
Seeing that Nullsec can produce such goods, maybe its not as bad off as people make it out to be. "Entitlement" is a euphemism for "I hate the way you play and it makes me cry like a baby". If you fantasize about being immoral it means you enjoy being immoral deep down. |

Yeah. What's that line? Lies, damn lies, and statistics?
We'd need to see this information in a lot of different ways to get a proper sense of it: average hull and module value per kill, number of kills, and so on. This is a good starting point, but normalization for value would help. My guess is that in WH, heavy use of BCs, T2/T3 cruisers and so on depresses the presented value, while module value is high. In null, capital losses elevate this, and module value may vary from utilitarian to shiny. Low-sec is probably more of a ghetto, really -- whatever passes through can get snagged, and FW tends to favor lighter ships.
Still, I'd love to see break-downs per region with additional information. Specifically, what proportion of HS kills are during wars, and what proportion are indy/freighter ganks? |

at a guess i'm going to say things like RvB systematically throwing away multitudes of cheap disposable ships, where as null leans towards t2 ships, capital ships, and such like.

There were a few people trying to say "Hit F10 and look at pilots in space, null is dead everyone is in high, so high needs the production capacity".
While null certainly has the caps, I would presume they are not lost all that often relative to roaming fleets of smaller ships. High also has similarly infrequent losses of Vindicators and Machs and such driving up their value. Finally, ship hulls are not the only concern when it comes to slots. You also have to produce modules, rigs and ammo.
And by "Seeing that Nullsec can produce such goods" you mean Null has enough jump freighter pilots flying to Jita and back. One of the main arguments presented was that Null does not even have the production capacity to make its own ammo. |

I mean the carriers, dreadnaughts, and titans which cannot be made in high sec.
The graphs don't tell use values versus hi and null in terms of ammo and modules.
I am assuming the high values for nullsec are because of these high value ships being lost and has nothing to do with ammunition and modules.
If they want to show graphs on ammunition spent I suppose that could determine the other argument.
My main guess for PVP ships lost in hi-sec is from the Red versus Blue engagements. Those alone probaly have pretty high numbers, but I suppose I have no hard proof to show you other than the massive ship losses I see on the map every now and then. Just means that most highseccers run around and pew in the Eve equivalent of Yugos while the nullsec crowd goes and pews with their Lamborghinis and Bugattis.
Also, that graph would look different if lets say...capitals were allowed in highsec. 1 titan kill is the equivalent of how many millions of rifter kills?
Actual hulls destroyed in numbers vs ISK would have been the goto graph. Since the cessation of their usefulness is imminent, may I appropriate your belongings? |

I didn't say anything about the graphs regarding ammo, modules, etc. You did by referring to total manufacturing capability. You said that the graphs obviously show that "nullsec can produce such goods" which is completely untrue.
You're also making unfounded assumptions that the graphs are higher for nullsec simply because our ship costs are higher. Not all of the ships we use are particularly expensive, and for those ships we use that are expensive we lose far less of them. Graph doesn't say a whole lot tbh. Kills vs population density would have been a better metric. Or Isk destroyed v # of kills.
Some regions of lowsec are extremely active (e.g. black rise) while other regions have barley any kills e.g. tash murkon which has a near-empty lowsec. Same goes for 0.0, compare delve to omist. |

Well we could argue back and forth, but neither of us has statistical data to back outselves up other than what CCP provides and what they did provide doesn't show us whether or not what type of ships were lost. I suppose I was the one to assume that Null sec losses are higher because they have more expensive ships.
I suppose the data is all there on the kill boards but I don't have the technical know how to compile the data.

- Freighter ganks in hisec are more common than supers blown up in null (Titan kills are so rare than even one kill would pop up on blogs/eve news sites).
- Bling PVE ship ganks/kills are more common than carrier/dread kills.
- While T3s are very common doctrine in nullsec, expensive/faction battleships are a lot less than your average T1 BS, BC, Cruiser and frigs.

Can you post a link with imperical data proving to me that the majority of goods in null sec were manufactured in hi-sec? It's been empirically demonstrated several times in threads regarding nullsec vs. highsec manufacturing capability that even if all of our slots were used to produce ammunition it still wouldn't be enough to cover our needs. Then there's also the fact that many systems in highsec are capable of outproducing entire well-developed regions in nullsec (there were some systems in The Forge for example that are capable of outproducing Tribute, for example). These are just some of many facts uncovered and supported by empiric data in such threads. It's not my responsibility to dig them out for you.

If there were a thousand threadnaughts of EVE players saying that the earth is 6000 years old, it doesn't make it true.
At this point its hard to say if I am trolling.... Maybe. Maybe not.
Even if were true, why so mad that you have to import stuff? Why not use a high-sec alt to make all your goods? If that isn't feasible, surely the CSM owned mostly by the Null sec alliances would have raised this issue by now? Why hasn't CCP addressed the lack of manufacturing in POS setups then?
Then again as I support WH manufacturing I see no problem in increasing POS manufacturing output in general. "Entitlement" is a euphemism for "I hate the way you play and it makes me cry like a baby". If you fantasize about being immoral it means you enjoy being immoral deep down. |

Because players who identify themselves as a Null Player dread the fact they have to create a High Sec alt to do industry and then haul the stuff in. Why shouldn't they be able to play where they want to live?
If the increased manufacturing capacity was added to the POS, why would Null residents put this POS where it can be easily attacked, instead of throwing it up in a high sec alt corp under CONCORD's protection?
Why is CONCORD protecting the NULL industrial backbone from attack not only at no charge, but with benefits? |

I mean there are inclinations to update how POS setups function, but if there was such a great burdern of proof that there is this great and unholy imbalance of industries, why hasn't CCP addressed it yet?
Surely POS output could be increased across the board for everyone, but I've seen little information to suggest this will happen.

I mean no offense to anyone but If I were looking at it from a simple world design perspective, EVE as a whole, shouldn't null sec have to import goods to satisfy many of their needs? It's a lawless frontier ruled by warring player clans away from the civilized faction space and the acquisition of resources and commodities is part of the challenge in living there. You are not the mighty Amarr Empire nor even the lowly Minmatar in the grand scheme of things no matter how big and powerful you think you are. Hubris can run rampant but null secGÇÖs designed niche remains. It's a shame you can use "alts" so easily for transport rather than needing to contract outside with other players and form better networks. I say that out of a sense of involving more players in the jobs of EVE rather than a reliance on bots and alts so much internally. Why should null ever be entirely self sufficient? This isn't a MOBA it's a galactic sim and its not your role to be so... |

Of course, ISK value is not an accurate metric to show this, since that's not exactly related to production slots. I've never seen such arguments despite reading over a few threadnaughts. What I did see is that the complaint was that Nullsec has to rely on hi-sec for its manufacturing capabilities as Nullsec could never possibly supply itself with current manufacturing capability.
Thats where you tend to fall of the rails. You make the assumption that capital and super capital kills are somehow the driving force behind the numbers and because those things CAN be produced in null, there is no problem.
A cursory look at EVE kill or any other general killboard will show you that it's tech2 ship (crusiers and frigs mostly) kills followed by tech1 battleship and battlecruiser kills (and a generous sprinking of tech3 kills) that drives the higher isk vaule numbers of null sec. With 3% of high sec's overall industrial capacity (despite 10 years of development by null sec player alliances), null sec litterally CAN'T supply the numbers of ships needed for null warfare, and this in turn keeps null sec player groups enslaved to High Sec industrialists.
Capital ships are an element, but only a small one. Sub-caps truly rule null sec pvp, caps are jsut the flashy glory hounds. The vast majority of null sec characters can't even fly super capital ships. |

The graph is a measure of how valuable the ship hulls are that are lost in high sec, low sec, null sec, and wormhole space.
The graph is NOT a measure of how much ISK is destroyed in player versus player combat in each respective region.
The graph is NOT a measure of how much ship combat takes place in each respective region.
The graph may not be a measure of the industrial capacity of null, but it sure IS a measure (if incomplete) of null's ability to acquire ships for PVP. (Looks like it's not a problem for them.)
The graph is NOT a measure of how much player versus player interaction takes place that is not direct ship combat.
The graph says absolutely nothing about WHY or HOW it is that null, despite being a veritable wasteland according to certain null sec players, has mountains of ISK to throw away on PVP.
The graph says absolutely nothing about WHY or HOW ships tend to die in each region. (Do they get stuck in bubbles? Do they get locked out of stations? Do they get tackled in belts or anomalies? Or do pilots just sit there and die because their fleet commander said so and, because, well, it ain't like they paid for the ship anyway?)
The graph says absolutely nothing about the socialization process that players are subjected to from very early on in the game whereby they are led to believe that null=PVP and high-sec=PVE.
It's hard to draw conclusions about such things without more than just 4 squiggly lines on a gray background. |

No, its not my choice, I'd rather PVE in null, but (as has been demonstrated time and again), it's just easier to do it in high sec uninterupted. Hell, my Machariel can make 105 to 120 mil per hour in null anoms, but I have to take lots of percautions, watch local and intel etc.
Or I can fly the exact same mach in a high sec incursion fleet, the FC does the "driving", a fleet of logi reps me if I get shot, I don't have to wath local or intel, and NO ONE can take sov from the Amarr Empire (where many high sec incursions happen because it's so big). And make the exact same 105-120+ mil an hour NOT counting Concord LP......
So my "choice" is be where I want to be and deal with all different kinds of danger or be totally safe and make the EXACT same amount of isk.
Some "choice". |

Well, you could also more safely PVP in high sec, but you choose to do that in null. Whatever your reason, that might have something to do with why ISK is being spent on ship hulls that die in null than in any other place in game. |

There aren't many of those, tbh. I like to claim null sec is fairly safe for a ratter / miner, which it is, as 1. you have people protecting your borders and 2. there are usually region-wide intel channels and 3. anyone entering your system that's not blue is a threat by default (exception being Providence). Note that neither of those has anything to do with the amount of pvp in null, as there will still be constant border clashes and pvp roams.
That said, I'm a bit surprised that WH isk destroyed is that low. I know it has by far the least population, but still, I'd expect it would be fairly popular with gankers because local doesn't reveal them. |

Problem with WH pvp is that you cant have short roams due to not knowing where a WH will spit you out and the targets tend to on the ball. |

That's not going to support your assertion, since there aren't "lowsec regions" and "highsec regions" so you can't separate highsec pvp ship losses out from nullsec ones just from the data he shows there. Module activation timers are buggy. CCP please fix. |

However this info shows that most high+low regions gives more kills that 0.0 regions. Sometimes with >2x difference. Which means that difference between high, low and 0.0 is not as big as you want it to be |

Null-sec PvE is more profitable than high-sec PvE if you are willing to put in lots of effort or dedicate multiple accounts. The problem is you don't have a million accounts or tons of SP then the base minimum of PvE in null-sec is similarly profitable to running incursions or missions in high-sec while assuming lots more effort and risk. I don't think anyone seriously advocates nerfing high-sec but instead asks for an increase in the rewards of null-sec PvE. This would have the added benefit of bringing more people into null. |

CCP cant offer even more isk for 0.0 pve activities so that leaves nerfing high as the only viable option. Unlike many highsecers, we are willing to see past our own greed to see through balance needs. |

Most serious isk makers in nullsec do it with highsec alts, either farming Incursions or FW, or doing high level industry or trading in the big highsec hubs. The rats in nullsec can be pretty decent isk for basic line members. You can keep yourself in PvP subcaps by doing anomalies, or even belt ratting in good space. Trying to rat up enough in nullsec for a carrier or dread is a serious grind. At battleship rats with a bounty of about 1.5mil each, you would need to kill over a thousand BS rats to buy a carrier hull.
They aren't stupid about wanting to nerf highsec PvE because most of us realize that this is basically unbalanced situation that needs to be fixed, even if it means hurting some of our personal cash cows. It also means that ccp can ignore nullsec problems by just sugar coating other areas of the game. You end up with nullsec being funded by nullsec players logging out and logging in their Incursion or wormhole alts, or their T2 production team 5 jumps from Jita. Then people complain that nullsec is virtually empty but all the good and easy isk is made logging in almost anywhere else. |

Depends on metrics used. For example, are 3 great hi-sec frigate free-for-alls all happened in the span of the graph posted. In the first event, about 10k ships were blown up, 12k in the 2nd, and 28k in the 3rd. That amounts to 50000 hulls destroyed. However, at .5 mil per hull, that only amounts to 14 billion in hull costs.
Now for one individual, 14 bil is a large pile if isk, but it's about 5 freighter hulls or 10 carrier hulls. Even assuming one million isk per ship, it would only be 50 bil in losses, and since they were all t1 fit ships, no rigs, 1 million each is high. So right there, RvB may have the most kills in high sec, but the actual isk lost is very low.
And even when using more expensive fits, you have: T2 fitted T1 frig costs about 10 mil. (low here I think) T2 fitted T1 dessie about 20 mil. (high estimate here) T2 fitted T1 cruiser about 35 mil. (about right here)
If it is a 15 vs 15, frig fit, with 5 people surviving, it's a 200 mil isk fight and that us about the cost of 1 battleship t2 fit. Yes, we may have several such fights a day, and the number of hulls destroyed are high, we really don't amount to much isk lost, nor would we show a large spike on the graph because of how cheap the smalker ships are.
So yes, RvB may contribute a high number of hulls lost in hi sec PvP, isk wise, one day of good flights barely equals the isk lossed in a freighter gank or pimp maurauder kill. |

Whatever your reason, that might have something to do with why more ISK is being spent on ship hulls that die in null than in any other place in game.
"Pvp more safely"? Do you actually think about what you post or are you just used to arguing for the sake of argument? Because that's nonsense.
You cannot get the same kinds of pvp in high sec as you get in null (yea, try to catch a guy as he jumps through his high sec jump bridge lol, or catch a high sec ratter ratting with his carrier). You CAN make the same kind of PVE isk in high as you can in null in near perfect safety, if not incursions then by farming 4/10s in a Tengu with a probe launcher and deep sapce probes.

heh Not really.
The only high price hulls getting blown up are the odd Archon/Moros/Bhaal/Orca. Keep in mind that graph is Hull price. The hull price of a 1 Bil isk T3 is 200 mil. Command ships are not far off that mark, Guardians just over half. So when you welp 20 bil in T3's, 5 Guards + a Moros, that's a whole 7 bil for the graph. Or about 35 Maelstroms.

I don't know... That whole Juche ideology seems to apply. You know, the whole self sufficiency. I suppose it work for places like North Korea where they want everything produced locally.
So is that what null sec wants? Isolationism. It kind of smacks against the interaction of the playerbase that is so often spoke of by everyone including the higher ups in CCP.
Inter-sec trade brings about player interaction. It forces you to deal with people outside your "comfort zone". I suppose if CCP doesn't want that, then its all cool. Juche seems to work for North Korea, so it should work for you. "Entitlement" is a euphemism for "I hate the way you play and it makes me cry like a baby". No, it means a lot more ships are DYING. I would readily concede that more ships are purposed for PVP in null sec than in high sec, low sec, and wormhole space. Just show me a graph that actually says that. The real question is WHY? Is it that null is a great place to PVP? Is it that high sec is a terrible place for PVP? Or, is it that players are almost systematically told to PVP in null and told NOT to PVP in high sec? Could it be that most players are just too lazy (or dumb) to learn about aggression mechanics in high and low sec? The more self-sufficient Null becomes, the stronger the large alliances will become, and the poorer Highsec becomes. Also it means less hauler/freighter traffic through low- and high-sec, and thus less opportunities for ganking of such.
Modest boosts to Nullsec industry seem fine to me, but too much will not be healthy for the game as a whole.

Immediate, guaranteed and deadly police intervention is not "normal" PvP. It's a lot of dicking around, because the aggressor "always looses". Shooting a criminal is also a gimmick, since they can't engage unless engaged without the above. Bribing the cops to look the other way with pocket change to let you commit otherwise criminal offenses - after giving your targets 24 hours notice - is not "normal" PvP. Duels are not "normal" PvP. Shooting suspects might be at the surface. But more often than not it's the suspect using gimmicks to engage gullible people in non-normal PvP.
So the only "normal" PvP available in High Sec is Free Market PvP. |

if the endgame is bad touching them they should report the incident to a GM or an ISD they can trust. otherwise they should just tell the endgame they're not that kind of capsuleer and join a nice, wholesome PvP corp. freelance space bum |

Then again as I support WH manufacturing I see no problem in increasing POS manufacturing output in general.
Edit: If you read the threadnaught in question as you claim, how come any of this is news to you?
Because the whole point is to NOT use an alt to do industry. The point is to NOT do the industry in nullsec.
The point is to have someone else be a part of your activities.
Otherwise might as well ask for sectors of space be split into servers.

Let me offer you MY "narrative", Georgina Parmala.
Null sec players like Andski (and pirates) use alts in high sec TO AVOID PVP. If they try to enter high sec in their PVE bling-mobile or in a freighter full of null sec goods wearing a GoonSwarm or TEST or RAZOR or whatever-nullsec-alliance ticker (or with -5 CONCORD standing), they will get ganked. They will get ganked by war dec'ers. They will get ganked by suicide gankers. They will get ganked by the alts of alliances they are at war with in null. They will get ganked for ISK. They will get ganked for lols. They will get ganked for tears. Otherwise, why WOULDN'T they use their high skillpoint uber-elite PVP mains? They can't. It's not safe for them.
Burn Jita is a prime example of how ridiculous it is to say that PVP doesn't happen in high sec. If a freighter is not safe from non-consensual PVP in 1.0 space, then what are people talking about when they say that "CONCORD prevents PVP.". CONCORD doesn't prevent PVP any more than lack of skillpoints prevents PVP or lack of ISK prevents PVP. CONCORD is a feature of the game, just like warp disruptor bubbles, just like gate/station aggression lockout timers, just like super capitals. If you're going to complain about one, be consistent and complain about EVERYTHING that hinders direct, indiscriminant hostilities. CONCORD may save a lot of ships, but you know what saves more ships? Space stations that allow you to dock your ship and store it completely out of harms way.
"Normal PVP" is a great example of the socialization and subliminal messaging that goes on in this game. If you can't do "normal PVP" in high sec, then maybe you should go to where you CAN do "normal PVP". Right? Georgina, you and null bears are no more qualified to tell the rest of us what PVP is "normal" than we are qualified to tell you what is "normal" mining or "acceptable" trading or "good" ship fitting. Your way of doing PVP is no more "normal" or "acceptable" or "fair" or "skillful" than a high or low sec or wormhole player's way of doing it. |

Its like when dad catches you smoking cigarettes when you are a kid. The only true punishment is to buy a whole carton and make you smoke it all. The only way to punish the goons is to make them go to high sec and play miners and mission runners for weeks on end. You make some sweeping generalizations that are not necessarily true and in some cases contradict themselves. First off, as I recall, Marmite has killed several "goon" freighters rather recently in their war. Null blocks already do blow up each other's freighters, be they in or out of corp. Most are simply targeted because it is a profitable gank thanks to a greedy pilot.
Then we get to the high sec alts. You claim sec status is the problem they are circumventing. Yet so many of their alts are gank alts with the same -10 sec standing. The superior skills of the main are simply not needed or worth the travel time.
You say they would get ganked coming to high sec. Why would you train production efficiency and mass production on a combat character, no matter where you live? It makes far more sense to simply make a new one(s) for that, who will sit in the station with the production slots rather than traveling back and forth. Why move that alt to null, when you have better capacity in high and would have to bring in larger m3 of materials from high than bringing in the finished product?
Who doesn't use an out of corp hauler alt? I learned that while still in an NPC corp as a noob, and made one the day the first corp I joined was Wardeced for the first time. It's merely a fact of life in EvE and nothing to do with "bears". It's no more "manly" to say "I fly my freighter on my main under wardec with online war targets" than "I autopilot through Rancer".
Mayhaw Morgan wrote:Burn Jita is a prime example of how ridiculous it is to say that PVP doesn't happen in high sec. Who said PvP doesn't happen in High Sec? PvP happens EVERYWHERE in EvE, all the time. Even the AFK Ice miners are engaging in PvP, trying to look like a less vulnerable gank target than the barge next to him. I merely agreed that what I would consider as "Normal" PvP does not happen in High Sec.

I never said it's direct indiscriminate hostilities for that matter. I also never claimed to be qualified to tell you what you should think is normal or acceptable. Nowhere did I mention fairness or skill. Nowhere did I tell you where you can or should PvP. Nor did I say I PvP in null, in fact I do it in all three of the alternatives you listed instead . I find it amusing how deeply you tie my views into the Nullbear Big Lie.
I think we'll agree most people would consider this game split into four or five distinct areas with their own rule set. High Sec, Low Sec, NPC Null, Sov Null, W-Space.
I claim high sec PvP is not "normal", because the restrictions mentioned in my post are only present in that one specific area of space. Nowhere else do I have to fit out a special minimalist ship to destroy an unarmed vessel, because "the unarmed ship is guaranteed to kill me". I'm considering an NPC response, as opposed to player response as consequence of my actions. As a counter example, stations and docking games are prevalent throughout the game. Even in W-space and systems with no stations, you have POS shields that are used in very similar fashion. So it becomes "normal" in my mind, simply because it's present somewhat consistently throughout the entire game.
High Sec PvP is not "Normal" PvP, because in almost all cases it relies on gimmick mechanics, unique to that one area, in order to engage.
I hope that provides some better context for you. |

6.I never said [x]. I never said [y] for that matter. I also never claimed [z]. Nowhere did I mention [a]. Nowhere did I tell you [b]. Nor did I say [c]. I find it amusing how deeply you tie my views into [n].
7.I think we'll agree most people would consider this game split into four or five distinct areas with their own rule set. High Sec, Low Sec, NPC Null, Sov Null, W-Space.
8.I claim high sec PvP is not "normal", because the restrictions mentioned in my post are only present in that one specific area of space. 1. So, what you seem to be saying is that null alliance players fly around in high sec casually . . . presumably because CONCORD protects them . . . but then their ships get exploded. I think we are on the same page so far.
2. I never claimed sec status or the faction navies were null sec players'/pirates' problem. I claimed they would die horribly to other players if they flew around casually in high sec. They will. (Please see #1 above.)
3. Not everyone uses alts. Not everyone wants to do just one thing on their character. Not every skill in a line of training is worth leveling to V. Sometimes, you actually benefit more in a specific task by training a skill that is technically "outside" that task. Drones V, for example, beats damn near any other "support" skill at V, even though it may not be strictly related to "mining" or "gunnery" or whatever you're doing.
So, if you have just one character, you kind of have to travel. Spaceships are actually travelling devices, so, it seems kind of crazy to me to play an internet space-travel-devices game and not travel . . . through space. That's just me, though. I wouldn't try to dictate to you how to play. It's just that most of my tactics and strategies revolve around travelling . . . through space . . . in my space-travelling-device . . . in this internet space-travelling-devices game. I guess travelling through space is just one small aspect of this much larger, broader game, though. Warp Drive Inactive! Yeehaw!
4. I don't use out-of-corp hauler alts, and not just because SWA can't be war dec'ed or because I don't use alts. I have used courier contracts to move stuff around, on occasion, and have moved stuff around on courier contract for others. If I recall correctly, there are even entire corporations dedicated to the task of moving other people's stuff around.
5. Yeah? Well, "wholesome" PVP doesn't happen in null sec. Your move!
6. You're not the only one who can play that game. Check this out: I never said that you said x, y, z, a, b, or c. And, what makes you think I tie your views into [n]?
7. No, I don't think we would agree on that. I haven't asked a lot of people about it.
8. Consider that if there was no CONCORD, there would be no "unarmed" vessels. Every ship would have some means of self-defense. And, to say that you have to fit minimally is another way of saying that you fit your ship for the task at hand, and don't risk more than you need to. In high sec, it would be stupid to suicide a lightly tanked industrial or a shuttle in a faction battleship. Well, that goes for ALL areas of the game. You don't camp a gate in low sec or null in a faction battleship, either, unless you are ready to lose it. In either case, there are ways to engage without losing your ship, but there are just no guarantees in this game, not of success or survival. CONCORD doesn't let you survive indiscriminantly firing on ships, but CONCORD does provide the environment where not everyone is prepared to be fired on without warning. If CONCORD disappeared, so would all those juicy targets. It's cuts both ways.
I see your point about high sec PVP being an abnormal case. I just don't see a reason for making that point, especially since CONCORD can be so easily circumvented or the result of a CONCORD response mitigated. And, by that same reasoning, anyone who engages in PVP via jump bridge is engaging in abnormal PVP. Anyone who is engaging in PVP under wormhole effects is engaging in abnormal PVP. Anyone who uses a doomsday device is engaging in abnormal PVP. The list can go on, but what value is there in saying "PVP in space_x is normal. PVP in space_y is abnormal."? |

Only reason null sec has such a high average of kills compared to other space is because your land lords move you about like cattle and get you into no skill blob fests.
Stop large blob fleets in null sec for a few months and watch those stats change a lot. If you are just looking at the isk value, people don't lose caps in high sec like they do null sec, that automatically skews the graph if you are looking at just the isk value of it.
