This is not a Nurf on Cearbears, Alot of Pirates use just as many wcs as the cearbears and if we have a penalts such as locking time increase and decrease in locking range it would mean that Pirates sniping at the gates would not be able to have lows full of wcs.
In the end, pirates will be happy that ppl are not wcs'ed up and pirate hunters might actualy be able to catch pirates that are wcs up'ed.
Just an Idear to a growing Problem.

I m a 3 month old newbie but I'm not noobish enough to take your risk vs. reward thing seriously. You want gankage guaranteed by CCP, without having to alter your ship or your setup. I find it highly unlikely that CCP will do you that favour. But lets for a moment assume they did and made WCS worthless - what next ? People would stop using them and would instead use the slots for tanking and for damage mods - and then the "solo pirates" would come wheeping because suddenly every damn BC comes loaded for bear and every Indy wil NOS/ecm the hell out of them ?

Using mutliple scrams needs to be penalized, using multiple webbers needs to be penalized, bla bla bla....see any semblance ?
Prepare better for your hunting, hit faster and harder or whatever, but STOP whining about WCS. The penalty for using WCS is a completely gimped setup. Period.

*Sigh* Honestly, if you want to come up with a decent penalty for WCS, you would have to incorporate SOME amount of roleplay effort.
Think about what a WCS does... It stabilizes the warp core. Now use your imagination... how would a module designed for such a specific task, stack with a negative effect. This is what CCP does for a living. Perhaps too much focus upon the stablization of the warp core diverts power away from the warping capabilities, this would, in turn, cause the ship longer to warp. Now this penalty seems to make sense to me, as a sniping Tempest with a full rack of WCS already takes ages to align, imagine if there was a warp-speed penalty.
We already know that the speed needed for attaining warp is based upon the ships max speed, if you have an AB activated - that just adds to the problem. Well, imagine if multiple WCS boosted the needed speed to attain warp. This is the kind of penalty CCP would employ to balance out WCS. Not targetting penalties which have no relation to the warp core...
Think like a game developer and you will get what you want, their job is to please everyone, ya know...

Well, stacking penalities nerfed our gank setups, nerf the ***** setups too! After the third WCS no matter how many wcs you fit, it wont make a difference :-)

I dont see what your problem is. You set out to scramble them and they had the setup to get away, I see it as all part and parcel of the game. How many others did you catch in between these 8, i bet more than the 8 you lost. The end of the day you lost out to a better setup at thta time.

As an anti-pirate I completely agree with the idea of making WCS useless for those who engage in combat.
There should be a 30 minute 'combat' timer similar in operation (but not in duration) to that which you get when trying to jump through a gate (or logging) after some PvP.
This timer would prevent the warpcore stabilisers from operating for the set period.
I dont mind if people use WCS simply for travelling - as others have said if you want to catch them use more scramblers.
What I do mind is pirates indulging in consequence free ganking with a very low risk of punishment due to racks of stabilsers.
I come across stabbed up pirates on a daily basis and its mildly annoying when you get into a position to deliver some Amarrian justice and they just warp off after ganking a hauler.
Similarly gate camps at 150km. You spend time getting a cov-ops on them - warp some ships in and then the fuggers just warp off...
Another example: Two days ago I was in 0.0. Local looked safe. Was heading to the next system and saw two 800,000 isk Sansha BS on the gate so decided to pop them.
Killed the first and started on the second when a pirate in an Eagle appeared and joined in on the Sansha's side. I guess he thought he had an easy NPCer kill and started orbiting and blasting my Geddon at 4km...
Unfortunately, for him I was actually in a PvP setup and got my drones, some EW and a scramble on him. This pirate suddenly realised that from being hunter he had become hunted and then warped off using at least 1 WCS.
I had not been looking for PvP at that precise minute. This pirate had forced it upon me... but as soon as he realised 'oh **** I am going to die' he legged it...
That is consequence free piracy and it should be stopped... If you initiate combat you should then faces the consequences of initiating combat!

Just as pirates pick their fights, so do your prey You wouldn't attack a group of 3 ships if it is just you in a t1 frigate or t1 cruiser. Why should a lone ship "fight" against a group that out numbers them 3 to 1 (cyclones suck at shield tanking btw)
how do you know that that cyclone wasn't transporting some valueable cargo to sell somewhere and didn't want to haul it in a hauler which die very easy.
out of all the nerf the wcs ideas i have read the only good and fair ones i read were , lowers warp speed and make it an active module

any change to wcs would have to be followed by a equal change to warp jammers.
no matter what everyone thinks the 2 modules are propably a few of the best balanced modules ingame. im not saying that they are perfect, but very balanced against eachother.
yes amarr and gallente ships usually have more low slots to fit wcs in, but caldari got most midslots to fit warp jammers.
utilize the different races strenght and weaknesses to achieve your goals. there is no solo pwn mobile when it comes to holding ppl in place if you want a maxed out shield tank at the same time. there is no maxx dmg setup if you want to be able to get away if it gets to hot.
use the tools there is.

Isn't the whole idea of WCS to prevent you from being scrambled at the sacrifice of cargo space, armor, and speed?
If so, I guess maybe the pirates that compain about them should tack on a ton of scrams or get used to not having a viable profession, some people like to haul cargo, and since they have no weapons, why the hell would they not want something to help them get away?
I find the whole WCS argument tiresome, if someone wants a chance at escape, that's their option, don't like it? get more scrams and gimp your ship like they had to so they could be protected from people like you. It's all about choice, they lowered their profit margin by gimping their ship so they could make it past your Iwin button, and your angry you can't extort more money. I havent bothered reading the complete thread. By the end of the first page I kinda got the idea of what people are saying...
yes it is annoying to have that raven fit 5 wcs and warp away from you and deny you of the kill.. yes everyone and his grandmother fits wcs to break through gate camps.
But, imho this is fair. If someone is going to fit a device to their ship that stops their enemy from being able to enter warp, the enemy has every right to fit a unit that allows him to evade being scrambled. I do believe the two devices (scramblers/disruptors and stabs) to be fairly well balanced. I have only one suggestion. Perhaps there should be a slight compounding time added to the fitted ship from entering warp as more and more stabs are fitted.
For example, a rax takes x amount of time to enter warp without any wcs fitted. Add one wcs and the time it takes to enter warp is multiplied by a certain amount. Add another wcs, and just like other stacking mods the time it takes to enter warp is slightly increased. Adding mass or less agility could be other ways off applying a nerf as well.
I believe this will bring a little bit more balance to the issue, as heavily stabbed ships will have a bit longer to enter warp, and be open to attack for that little bit longer (more chance for someone to say bump the ship off its trajectory).
Before i post this, I would like to point out I sit on the pirate/pvp side of the fence. It is annoying to have a target get away but seriously now... thats life, we dont always get what we want and whining about it because your viewpoint doesnt fit within a balanced system is not going to get you anywhere.

That's probably the best idea that I've heard yet. Make WCS exclusively for travel and the only way to do that is to make it so your WCS don't affect your ship if you get into combat where you are the aggressor. Sounds great ;)

Heh, nothing new here...ive either heard or had this same argument/conversation with almost everyone that ive flown with. My honest opinion, it's not the wcs that need too change, it's the overall attitude of the people in this game that go out pvping.
In the end the quality of the player experience in this game depends on how each person uses the mechanics and items in this game too make it fun. As ive played this game ive watched it regress further and further too more blobbing/wcs/cloaked snipers/logons/whatever other cheap crap that can be pulled. So in order too adapt the people that WEREN'T using this kind of garbage start to use it as well, group A brings out 15 guys too face your 5...next time u bring out 30 too face thier 15, then they bring out 45, then u can't field more numbers and don't fight. People send more sniping alts into enemy territory with cloaks, every starts fitting wcs....

One of the things I like about this game is the versatility of play. No two people have to play the game exactly the same way.
What about those of us who prefer PvE (which is, last time I checked, a combat option) and don't want to hang around to get slapped silly by a pirate?
Just because I fly a battlecruiser doesn't automatically make me a PvP'er, and if this labels me a carebear then whatever..
Kudos to the pirate that tried to pin me last night (can't remember your name, sorry..) was fun, even though I didn't stick around to duke it out, and for what its worth, this is *not* an alt.
(Edit: Meant to say though, that if you PvP *and* run with more than 4 WCS, then its pretty weak, live by the sword, die by the sword and all that. Just please don't lump us PvE'ers in with that crowd please )

Here's a thought. Why not eliminate WCS altogether, and make the warp scrambler/jammer a niche mod? By this I mean let Interceptors only use them. This way, you'd have to bring specialized tacklers to prevent prey from warping away, if not using bubble or interdictors. Would let those who want to PVP do it, and those in haulers etc. able to run away from some wanna-be PVPer in a cruiser looking for an easy gank. In addition to this, the webifier could be given an inertia bonus to cause those being webbed to get into warp slower. Just a couple of thoughts off the top of my head.

it would be fun, but this would kill solo piracy.
reduce sensor strenght by 50% per each WCS and the problem is solved. this would make scanning almost impossible and locking time too long even for npc'ing.
