This announcement has been cross-posted to the forums: EVE General Discussion, Sell Orders, and Want Ads.
What is it? EVEbay is an auction site designed to integrate with EVE-Online. It's sole purpose is to facilitate the buying and selling (specifically through auctions, although they can be ended with "Buy it now") of virtual items within the EVE universe. No real money is involved in this -- all bids are in ISK and the items auctioned are sold for ISK.
EVEbay is a completely free service. No currency (whether it be dollars or ISK) is required from either sellers or buyers for using it.
OK, that's all I need to hear. Where is it? http://www.eve-bay.biz/ (IGB-friendly)
How do I use it to sell? How do I use it to bid/buy? The full instructions/suggestions-for-use are a little long for here, but they can be found on the EVEbay About Page.

In short: escrow is annoying. I wanted to be able to search it. I wanted to be able to have history and a record of transactions. I was sick of looking for an Amarr Navy Slicer, only to find it filed under ' Amarr Navy Slicer' (there is a space at the beginning of that one), or 'BPC - Amarr Navy Slicer' or ' 1123@$(&*@$ Amarr Navy Slicer' or 'OMG AMARR NAVIE SLICER'. Escrow is slow. How many of us have opened the mission section in a station to "check something real quick", only to immediately feel like smacking ourselves because the game freezes for a while while it loads the escrow? Wouldn't it be nice to have "Show All"/"Show Only Escrow Located In Current Station" as our default at all times? Wouldn't CCP even like us more for keeping some load off of their servers? 
The really rare and expensive items are rarely on escrow, anyway -- they are in auctions, on these very forums or other EVE forums out there. I thought -- why not formalize the process? Why not try to just have *one* place to check, rather than various boards? Thus EVEbay was born.
How stable and reliable is it? My hope is -- very! I've done my best with it, but there is "always one more bug". If you encounter any problems in using it, please feel free to contact me.
Is it absolutely done? Is all the functionality that you want in-place? Absolutely not. The basic auction functionality (create an auction, bid on an auction, buyout an auction, leave feedback, etc.) is there -- but the more advanced things that I would like are not yet in-place. EVEbay should currently be considered a "Beta" product -- however, to my knowledge it is a workable beta product, and many of the more advanced things that I would like to do depend on a bit of history of auctions/prices/etc. EVEbay will be being enhanced for the foreseeable future -- I want to give it a few weeks to stabilize with (hopefully ) people using it and to iron out any kinks in what is already there, and after that I hope to slowly build more advanced features into the site.
Who is responsible for this site? Who do I send comments and/or suggestions and/or bug-reports to? Me! Sorai. I will also be monitoring these threads, if you wish to post to them; but I'd prefer if you contacted me directly through EVEmail so that I don't miss anything in forum-thread-clutter.

The same problem that is faced by all the non CCP run auction/sales sites, what guarantees that the auctions will be honored and not scams. E.g. Reserve is met, but seller doesn't sell item. There is nothing in the EULA to protect users. Another auction site, www.eve-auction.com faced a similar problem.

I didn't realize that there was another one -- I looked around a little while ago and couldn't find it. 
Ah well... that is a concern Thelxiepia, definitely. That is what feedback is for -- if you have good/highly-rated sellers you can be fairly sure that it will work out well.
Even if it doesn't; you haven't really lost anything by being the high bidder in an auction that is not honoured -- you certainly haven't sent any ISK. You can give the seller a "Not Satisfactorily Resolved" rating, which admittedly doesn't cost them anything -- but may help to protect the next person from bothering with their auctions.
It is a problem; but one that cannot be readily addressed (as you say)... and one that I hope is mitigated by feedback. -- Sorai Carbide Industries --

You lose earning potential by having isk tied up for an auction. Regardless, I will wish you the same luck that I wished eve-auction.com. Anything would be better than using the forums with the lack of useful searching and constant bumping.

I like the idea, and it seems to be implimented better than it's predicessor. The rating system will definately kick in if there are enough people using it. I think this deserves a bump, and possibly a sticky.
This would be a lot better than wading through 7 pages of forums looking for the items you want. If you get enough people using the service, it would become a lot easier and ultimately safer than using the forums (feedback is key).
If not implimented already, I think an eve-mail (or email) notification of items won/lost would be awsome. That's my biggest problem with the forums here is knowing if I won something and wasn't eve-mailed about the escrow (happened twice ).

I cannot do automated EVEmail, as CCP hasn't exposed any functionality for that, unfortunately (at least none that I know of -- and perhaps rightly so as conceivably it could do a lot of damage). I can (and have) done e-mail notification, however. You can have EVEbay alert you when you win an auction (or when you are a seller and one of your auctions completes) or when you are outbid (through e-mail)... and I promise not to spam you. Just register for an account and check your preferences to allow/disallow e-mails to yourself (they are enabled by default).
I agree that the feedback would be useful; but you are right that there needs to be a critical point hit where the auctions see enough traffic that it is worthwhile. A friend of mine (Vilaris) had an idea that could help with the traffic and help achieve that critical mass -- and honestly I was going to put it off for a little; but perhaps I will hurry it along now and see if it doesn't help achieve that break-out point.
Unfortunately, ISD has closed my other threads -- although that is my own fault, perhaps. Should not have cross-posted! I didn't realize... it seemed like such a reasonable thing to do. 
One idea that I might have for people wanting to try the system and yet keep the forums involved: make an EVEbay auction and then create a forum post pointing at it (announce the auction as normal and then include a link that bidders can follow to bid). That way you keep the forum-way of doing things that people are used to, and you garner many of the advantages of an EVEbay auction (i.e. outbid notifications, completion notifications, history, etc.) If there's any way that I can make this easier for any of you sellers, just let me know. -- Sorai Carbide Industries --

This is not true.
I have specifically asked CCP--they do not protect against scam auctions.
They only do two things:
1. Possibly warn the forum user if he has violated the rules in the creation of his scam auction. 2. Lock the thread when it becomes obvious that it is a scam.

Well, when/if I ever get a delicious goody, I'll be using EVEBay for it :) Wish I knew about it before escrowing that Dark Blood kinetic deflector amp though, might've got more isk for it.

Sorai, do T2 BPOs show up on the main page or even when browsing through blueprints? I have an auction set up, and the only way to access it is to actually search for the item.

good luck with this, but I doubt it will work It's going to turn out to be a lot of hassle and little reward.
The big thing this needs is for isk to be IGB Transferrable (That will not happen).
If ccp ever do allow isk to be moved through the IGB then things like this (there have been quite a few) will take off and really dominate eves market system for high end items.
When/If ccp allow these type of things to happen then I think it will be great.
ofc the other problem is who will pay for your time. If 20k users decide to list 3 items.. ur sites going to take a big hit and then it's your time to deal with it.

Can you setup a sniper rule for your auctions or is it a hard deadline?
I'm very interest in using this in the future. I'm new to auctions (only run 1 personally) so having a service that can run my auction is awesome. I wonder how feedback will affect the repeated bid retractions so forth.
Here's to hoping it catches on!

A coded sniper rule would be nice, as it would prevent jerks from outbidding at the last possible second. Good thinking. EVEBay

I believe the true benifit will be a nice item bid on the site with realistic auction. I have a question.
Do you have to be ingame to bid only?
You should charge for the auction like ebay so there is some incentive not for scamming. I dont know how this could be done but I would love to have a broker fee soo I know people can trust my auctions. -------------------------- After being cloned over forty times I found that my looks get better and better.
