No, the people who are afraid of risk would be the people asking CCP to protect them from any uncertainty caused by other players.

It's a null sum.
What you lot are asking is to be free from any uncertainty, free from having to make the call and accept risk.
And that kind of spineless risk aversion is not something supported by CCP, thankfully. "Verily, I have often laughed at the weaklings who thought themselves good because they had no claws."

No, because they aren't having any effect on the game. It's pretty much being docked. Someone who is docked can't kill you from the station, either, but you can't kill them, I guess we better nerf that. Quote:1. OP posts a post with a new (lol) idea that always boils down to some variation of the following: - "There's a big meanie who is sitting in my system and not doing anything, but I don't know where he is and I can't ever just go next door. I can't find said meanie and even though I know that he's probably at work and poses no threat at all, I wont do anything in my system that I absolutely can't leave ever because he might not be at work and I might lose a ship. CCP please stop the meanie from being able to do nothing to me because he's probably at work"
2. Thread gets trolled because its been done literally to death. This horse has been beaten so hard and so often that it's little more than a memory of a memory of a red smear on the grass, and yet it STILL WONT DIE! In fact it's been done so many times that this particular horse is now undead; even if it does die, it will still be remembered and parodied.
3. Someone comes along and suggests that AFK cloakers can't hurt you, because they are, by their very definition, AFK. No one ever lost a ship to someone who ISN'T PLAYING THE GAME.
4. Someone else comes along and points out that while the cloaker might be AFK, he might not be, and so we have Schrodinger's Hot Dropper. The cyno pilot who might be AFK... but he might not be as well, and you will only know for sure when he decloaks, points and lights his candle. (Yes, I know this isn't how the cat works)
5. Someone else comes along and suggests that you use bait and setup a TARP. Or have a defence fleet on standby. Heaven forbid you have to actually fight to defend your space.
6. A further person comes along and suggests that the problem isn't cloaking AFK in your system that you can't possibly leave ever, but that you KNOW that the person is AFK in your system... and perhaps local should be removed because free 100% accurate intel is probably not the best thing in the game and if you didn't know that the big meanie was in your system, you wouldn't be worried about leaving the undock/POS.
7. Then another person pokes their head in and complains that local is 100% NEEDED because D-Scan and probing are such bad mechanics, and IF YOU TAKE MY LOCAL AWAY IM QUITTING FOREVER AND NO YOU CAN'T HAVE MY STUFF!
8. Someone asks if they can have 7's stuff.
We end up with another thread which goes on for pages and pages between complains about local, defence fleets, inability to just go next door, people who aren't playing the game but are playing the meta, lots of bickering and in the end nothing gets solved. CCP wont remove cloaking because it would mess with waaay too many things and it creates content (which is a good thing) by removing content (which is a bad thing) but they can't really think of any way to do it without a complete overhaul of the local and scanning systems.
Now that I've had this entire thread's conversation, can we just let it die? Please?
now can we please get back to finding a solution for Kains Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼a«£¦¬¦P¦¬a«£Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼ -á-á-á-á-á-á-á-á-á The Best Quote EVER Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼a«£¦¬¦P¦¬a«£Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼Gû¼

One could be broadcasting their point of view to their corpmates while they're away at work. Giving their corp mates private, uninterruptable information in real time, with zero risk.
This is EvE guys, if you want to play a game that shelters you from taking risks, you need to go play another game.
EvE is not meant for the risk averse.
Ok let me make it simpler if you are going to argue semantics Visual intel is worthless. A DScan gives you exactly the same info. And you dont have to be AFK to do the things you are complaining about either You can gather visual intel (for what its worth) by flying around cloaked and active So again, what makes AFK cloaking so rewarding?
Check this out.
My corporation is at war with you. I'm cloaked outside of your corporation's station, it's the station you all base out of. There's like 80 of you, and you are fairly active. You live in Null Sec, so you can see when someone comes into your system. You even know I'm there, but you regard me as an AFK cloaker because you can't find me on scan and I've been there for a long time.
I'm at work, but my character is still logged in, cloaked, afk. He's broadcasting what he sees. While I'm gone, my AFK cloaker sees 40 members of your corporation undock and sit outside of station. One of my corporation mates sees this on the stream I am providing while cloaked and AFK, he then notifies my corporation, and they form up.
Now maybe what you were doing is something you wanted to rely on the element of surprise.
That surprise is gone. While AFK, I just had a huge impact in your game play, all because I'm allowed to do it while AFK with no real risk of being stopped.
Times are changing. 7, 8 years ago, streaming game play wasn't a big deal. It was so inconsequential, that taking into consideration the possibilities it could have on game play weren't worth considering.
Fast forward to today, and the situation is very different. Twitch has even been embedded into the EvE client. Which means someone wishing to use another broadcasting option would most likely be more than supported.
The game is changing, it has changed, and will continue to change, and because of this, the game needs to adapt. Proof of lying in thread.

The guy AFk in his freighter worth 10 billion isn't hurting anyone while he's afk, he isn't having "any effect on the game" while he's AFK yet you don't mind him being destroyed while he's AFK. So why don't you extend that same feeling to an AFK cloaker floating in space? Proof of lying in thread.

Which, ala docking, is fine so long as they are having no mechanical effect on the game.

Yup, but now we know you've mobilized and are actively doing something, and according to my friend Joe, knowing is half the battle. Even if you go somewhere else, knowing where you are not is beneficial as well.
There is no tactic to combat an AFK cloaker. So since I can't adapt to stop it, a change needs to be made to give me the tools/opportunity to begin employing and adapting tactics. There are several. Just because you can't be asked to google them or think them up yourself is no reason for CCP to change anything about the game.
