Cause we all know space ninjas kick pirate ass, so I prupose a skill called "Space Ninjaing"
It can only be trained by people with a Sec status 0f 9.9 and does the following.
%10 reduction per lvl of signature radius per lvl against pirates %10 Increase in weapon damage, range, firring speed per lvl against pirates %10 increase in sheild and armor resists per lvl against pirates The ability to equip 1 doomsday weapon per lvl (Only able to activate when in a system where pirates are or have recently been, need to keep this balanced ;)
Pirates are classified as anyone who attacks you, that are not NPC's , and that you are not in war against.
I think this is a well thought out and balanced option to help the more honest players deal with the pirate threat.
Or we could just stop selling there oranges and they will eventually die of blood poisoning due to space scurvy.

You forgot pirates should not be able to leave stations without a T2 Eye Patch implant installed, Reduces there ability to target more than one ship at a time lol

The only people that have a sec status like that are mission/npc farmers, and they couldnt care less about pvp

Surely you jest when you say its a balanced skillset.
I suggest you *train* properly to deal with pirates. We use the same ships, skills and weaponry you non-pirates use. If that scares you, stay in carebear space.

I think we should also add a Zombie skill path, to go with the Pirates and Ninjas.
That way, with enough skill points, you could be a zombie-pirate-ninja.
And, come on, who can withstand a Zombie-Pirate-Ninja? No one, that's who.

LOL You mean like Jason? (the hocky mask wearing machette toting ninja Zombie? I mean come on, the dude is like 8 feet tall, but manages to sneak around all stealthy, and BAM he jumps out and ninja-capitates some young couple having sex... Thats a Ninja if I ever seen one.)
In fact the only thing he's lacking is the pirate part... But I'm sure we could stick a Tech II peg leg on him if we really felt it was nescessary.

Don't be so sure of yourself. Some of us are just temporarily lining our wallets so that we might eventually bring the hammer down on the lawlessness that is lowsec or was that join noob hunters in lowsec.. I can't remember; I get so confused.

I actually have YARRRRRR trained to level 5. Need to get Advanced YARRRRRR trained up now, I'm told at level 5 you can YARRRRR so fearsomely that it scares CONCORD away!

Jump in. F1-F8. Boom. Wait for smartbombs to cycle. Boom some more.
EDIT: We need some smartbomb-specialised ships, too. Tech II "Anti-Interdiction Cruisers" with lots of highs and smartbomb related bonuses. Jump in, pwn everything close to you and bust bubbles, get sniped to death, have a good laugh.

Well the OP is right, EVE badly needs a outlaw hunter profession, which means providing proper tools to make ganking a pirate as easy as a pirate can gank a guy running missions or mining. That is what eVE is currntly lacking big time.

I agree with the suggestions, however I do believe they are a tad bit over powered.
To balance this pirates should get a bonus to multiple ninja opponents, to simulate the inverse ninja law. Something like +4% damage for every ninja in system would probably be about right.

I suggest this skill, btw : Ninja's Wisdom : -20% per lvl to all doomsday devices shooted by ninjas.

Odd, I've seen one player with a security status over 7.0. There might be the possibility of getting up to 10.0 but maybe the gain of security status is exponential, the higher it gets the less status you get per kill or it could be in levels of point gains; 0-1 is x opints per kill, 1-2 is x/2 per kill, 2-3 is x/3 per kill up to 9-10 being x points divided by 10. I'm not sure, there are other ways to slow down the amount of points gained the higher your points get but I don't believe 5.0 is the highest you can get in security status.
To concede the OP's opinion, if the point gain was that hard to get (seeing as there are probably only a handful of people over 5.0 in 3 years of game activity), at 9.9-10.0 having a reward similiar to that would be quite impressive seeing as you spent that much effort getting there.

I want to see these things crashing chokes and gates, absorbing whole belts of minerals, attacking systems and gaining soverignty.

A lot of these new skills obviously fit under the Leadership category.
However, it's just a bit too "poncey" for pirates to be fleet commanders, so may I suggest pirate equivalents:
Gang Member = Mate Wing Commander = Bosun Squadron Commander = Privateer

Actually iirc after +5.0 you wont get any sec stat increase from normal belt rats. you need to kill officers and faction spawns to get above +5 ---------------------------------------------
