Armoured warfare link goes in high slot.
EANMs will stack with the Reactive membranes and with the explosive rigs. That means you lose a large part of their benefits, costing you slots for benefits that can be achieved much more efficiently.
Perhaps try also a DCU instead of one of the EANMs. Drop the explosive rig and the reactive membranes for an active explosive hardener.
You might be better off fitting a second repper and making sure you have the cap to run it.
Also you may find chasing round and trying to catch anything with an afterburner somewhat frustrating (or is this a PVE/deadspace fit?).
It seems a shame not to look at fitting at least 1 mag field stab (damage mod), especially for PvP. You can have the slots.
There are very much more more efficient ways to fit this, whether PVP or PVE...

the fittign above is fitted with an Ab and most of em are with MWD. isnt the MWD neccecary?

this is a bad, very very bad setup imho...basically everything here except for the 7 neutrons went wrong here...dont wanna repeat what that guy above me said...he got it all...no web no scram no mwd...what kind of setup is that? wasted 3 slots on cap rechargers...low slots went wrong too...noobish tbh
this is what i use and think is prolly the best way to fit astarte properly:
7 neutrons II MWD II, fleeting web, warp disruptor II, electrochem/dark blood cap injector 2x ss MAR, explo hardener II, DC II, 1/2 Magstab II...if you go with one EANM II...i even tried 3 magstabs...then the DPS with drones goes over a thousand thats what i call beast...the tank suffers though
aux nanopump and PG rig
hammerheads II/ ecm drones
caldary navy AM/null in cargo
you can switch to T2 reppers but then you need AWU V to fit full rack of neutrons...

i sense a disturbance in the stacking penalties, % of resist just turned to thing little bits and a poor alone repper started crying.

7x Neutron II 1x y-t8 mwd (t2 don't fit grid wise) 1x med electrochemical booster 1x stasis webifier II 1x warp disruptor II 2x med armor repper II 1x eanm II 1x explo harder / another eanm II 1x damage control II 1x mag field stab II 1x ancillary router 1x auxiliary nanopump
The damage is not so bad, 600 or so dps with fed navy am, with command ship 4, the falloff bonus obviously is great on this ship.
The tank is pretty good, there is just to chose between having more balanced resist (75 75 85 75) or lose the balance on explo and gain on others.
The reppers pump out 500 or so hp/cycle each, it means 1000 or so hp repped every 9 sec, dps wise it goes from 700 dps tanked on kin/ther and a bit less on the others.
Tank is pretty solid, damage is pretty solid, agility is "decent" the range is very good due to neutron falloff + ship bonus, hitting at 10+ with normal Fed Navy AM is not hard at all, and with hull u can scratch something 20ish ....

please note i am not flaming your setup but trying to help you here:-
1. As said before afterburner + blasters just doesnt work. ab + rails or blasters + mwd. you simply wont get into range in time with an afterburner in time. 2. You can fit 2 med reps on an astarte easily enough, your better of doing this. 3. For an astarte your better off fitting cap booster than rechargers. 4. Gang mods are high slots not medium slots.
i would suggest you look at the eos if you want to fit a ship with gang mods.
i have a gang eos setup and i can fit- 3 gang mods rest rails mwd cap rechargers (needed with gang mods) 2x med reps nice tank with 9000 armour.
the eos i feel would work better for you than the astarte you currently fly + it costs half the price.
the advantage of the eos is you have a decent sized drone bay so you can take out logistic drones and combat drones.

2 mfs is a solid setup. i dont use 2 as i have lvl 5 cs, lvl 5 med hybrid specialisation and a +5 med hybrid damage implant so i have good enough damage.

Fits with AWU 5 only I guess, but if you use a 3% pg IMP you can swap the ION for another Neutron. The Corpum rep gives you 740 armor every 7.5 seconds, using less cap than a Dual-MAR. You might want to switch a Magstab for a 3rd EANM, which gives you a little more overall resist, but thats up to you. Drones I usually go with are Valkyrie II. If you dont like the active hardener you can fit a passive, but I like the fact that it gives me a little more resists when overloaded. ----------------------

For Gank: High: 7 x Neutron T2 Meds: T2 10MWD, T2 Web, T2 Distruptor, T2 Cap booster Medium Lows: 2 MAGSTABS T2, DCU T2, rest of the tank.
Rigs: 1 +10 PG Rig, and 1 other fancy rig of choice.
Dont take it to fleet battles, all targets will be dead before you will arrive. Dont build tank ship, if it comes to die it will die despite tanking attempts ;) It is just overgrown thorax

Should fit with a YT8 MWD. Get rid of the AB. And a aux. nanopump rig would be better than the exp resist rig. And probably change the DC to an exp. hardener.

It is crazy setup it is really crazy :) Ancillary Current Router II will cost more than fitted Astarte itself.
Probably i will be flamed to death but imho just swap second MAR to Exp Hardener T2 so you will be able to downgrade ACR rig to T1 version and it will allow you to be barely cap-stable while you have cap charges (800).
edit: It seems that you did something wrong with MWD in your previous post. named MWD takes 150 pg and T2 one takes 165 as i remember.

how about you simply swap your T2 reppers for shadow serpentis(or any other faction) ones...that will give you needed PG and will cost you 1/4 of the T2 rig? also elektrochem or faction cap injector are necessary...but dark blood cap injector is not more than 10-15 mil if you wanna go uber:D
btw- there is already exp hardener...why two?
