Guys here's a few facts about norman that may startle you a little:
1) He's chinese
2) He doesn't speak much english
3) Doomsday Corp is his alt project corp, thus "The Gabriel" is a director, and his alt runs the corp.
4) He has over 600 medium shield booster I's in A-1CON m2 station from rat loot, and over 800 stasis webifier I's....he picks up EVERYTHING and reporcesses it to make domis.
5) He wont be changing corps anytime soon :P

the POS comes out of reinforced with 100% shields and refueled. The Xelas guy in the POS admits he refueled as soon as it came out of reinforced but refuses to explain how. He also refused to say how the shields were recharged instantly. He was also managing to offline a Hanger array as it came out of reinforced.
Now would you say that was in the intended game mechanics?

Ive been running around fountain lately as well...and my experiences are the same, lotsa ppl that stink so bad of iskfarmer that you need to hold your breath to not faint. They log, wear stabs and cloaks and are aligned when ratting. Its rediculous. Im quite amazed that Xelas let in suspected iskfarmers..let alone an entire corp of em. Someone must be getting a cut or something..
I did manage to catch me 2 ratters in 4 days. One apparently forgot to cloak in his safe. And the other..this Yeshiu guy mentioned earlier. He just kept safespotting/logging like all the others, so I went ratting in his sys, he didnt like that and attacked me. Scrammed him and took out his raven.
Sadly its not just these doomsday ppl..but theres literally dozens of suspicious nublars ratting in fountain 23/7, trying to catch em is very unfruitfull and frustrating...the only way to get rid of em atm is rat in their sys and spank em when they get frisky.
I hope ccp puts in some changes..like more scrambling frigs in the spawns (ahh the good old days)..atm theyre as rare as factionspawns :S Plus give em -2 strenght. That should make ratting a wee bit more interesting but not terribly dangerous to the more skilled ppl. It will however weed out the iskfarming-2-month-old-nubchars in ravens.

I'm dubious about it being intentional/exploitable/repeatable though still, otherwise I imagine ALL our POSes would be doing the same thing, all the time.
And I'd have thought other people would also have worked it out now and we'd be seeing it all over EVE, like the "Jump through one gate to remove 15m timer, then log" stupidity.
Not that it will give you any satisfaction, but we'll look into it.

On a separate matter, we've investigated the actions of Stephen, our corp member mentioned by the original poster that logged out to save his ratting raven. It appears he panicked because at the moment it's pretty much his only significant possession (he just moved out to U-S the day before).
While we appreciate his position, it would be un-Caldari and a black mark on the name of the Hakata Family if we allowed the financial impact to remain unanswered.
We have fined Stephen 25m isk (an arbitrary but non-trivial amount that should be somewhere in the right tournament arena) to cover the opportunity cost to the attackers of not getting a chance to loot his wreck.
I've transferred the compensation to the leader of the gang "Farscape Fw". I'll leave it to him to allocate the isk as he sees fit.
With financial compensation rendered, we consider this incident to now be closed.

Why is this thread here?
Farscape HW you could have mailed a xelas director and asked if this was normal in there alliance. If you didn't get any answer or a very impolite one, you could have gone to the forums and post it then.
Really don't get the posts from a goon, d2 and mm complaining about tacktics that in there alliance also happens. If you don't like it, mail it to the director or make a thread in eve general with a good solution so you can help ccp making this game a bit better. This is only bashing

The C-C pos did indeed come out of reinforced at 100%. It had three and a half days of stront in it. The POS manager says he, quote, "Has no idea why it did it" and I trust him on that point (he's ex-military and a straight shooter).
I know there was a dread gang that jumped in on a BYXF POS and found it at 100%, dropped it to 92% shield, then gave up and left. That one is a different story. From what it sounded like to me, your dreads turned up about an hour or so after downtime, but the POS had come out of reinforced an half hour (or something like that) BEFORE downtime, so the owners had plenty of time to get it back up.
But there does seem to be something weird going on with POS reinforcing, that's for sure.
Current speculation (and we'd like to know this as much as you) is that it might be an undocumented change to the way POSes in reinforced work. As I understand it, it used to be the case that with max stront (3-4 days) it came out above 50% shields, then on a patch it got changed so that didn't happen.
In any case, our best idea at the moment is that maybe CCP have tweaked that mechanism again and POS shields are going back up something like they used to when the amount of stront in the tower is very high.
And the amount in the tower that came out at 100% was the absolute maximum that could fit, so if anything was going to come out with a lot of shields, it was that POS.
I'd say it's still a bit soon to tell, so we haven't petitioned it yet.
But that same POS got put back into reinforced today with less than the max stront (2-3 days only). If it comes out AGAIN at 100% then it's most certainly not a one-off glitch and something is ****** up, possibly just with that tower.
If I can bring myself to wake up at 6am local time when it comes out, I'll take the cov ops over and watch it happen.
And yes, if it happens again, I'll personally file bug reports for it.
This might also be a good time to ask if anyone else is seeing changes with POS shields with long stront periods when they come out of reinforced.

EVERY alliance has people with varying levels of morals (Xelas, Goons, everyone). And EVERY Alliance that *****es about some other Alliance running exploits from some perceived moral high ground is guilty of hypocracy.
I can't count on both hands and feet how many goons I've had log off on me. In high sec and 0.0 alike. And I have fraps of the majority of it. Do you see me stomping my feet and crying foul on the forums? No, grow up.
Have I seen axe members log off too? Sure have, and I've never let them hear the end of it.
The moral of the story is, **** happens, deal with it and save us all the pain of reading asinine threads like this.

From what it sounded like to me, your dreads turned up about an hour or so after downtime, but the POS had come out of reinforced an half hour (or something like that) BEFORE downtime, so the owners had plenty of time to get it back up.
The PoS we're referring to left reinforced at 5:22am eve time and had dreads waiting for it. When it left reinforced it was at 100% shields and online.
If the quantity of stront assures max shields when it comes out, then yeah, welcome to permanent PoSes Online, good job CCP.
