Schneider is just another bitter carebear who's been schooled by ISS a few times, and has been stalking them for months and months. Go ahead and blow some money on mercs or market pvp or whatever though. ISS will come out it well ahead of you -- as they always have. They'll beat you in market pvp, as they have been for a long, long time.
Hell, they'll probably end up paying dividends using YOUR money.

That said, the best way to go about destroying ISS would be to come up with a complete and integraded strategy combining Empire mercs, 0.0 mercs, and spies. With between 15-20 bil you could hire the best of all three.
Many ISS members run missions and trade in Empire, aside from the usual logistics which are a requirement for any 0.0 entity, and they are all vulnerable to Empire mercs. I am willing to bet that many people would leave ISS if they could not do their Empire carebearing in peace.
Near ISS space, there are a large number of coalition stations which 0.0 mercs could stage out of with minimal diplomatic effort. Even a simple harassment strategy, ala Burn Eden, would weaken ISS to a great extent. As in Empire, there are quite a number of 'carebear' operations which are required to maintain ISS' profitability.
For the third, spies, any group based on greed is entirely too easy to infiltrate. Many Alliances and people already maintain spies in ISS. It would not be difficult to get Coalition Alliances to assist your effort with intelligence-gathering. There are a number of 'mercenary' intelligence services availible, as well.

i still think the best idea would be to "bribe some people" to recreate priory. at least it would be a fun idea <_< rather then "hire mercs", fun is over in 2 weeks. or give it to the coalition, bye isk.

Crime and Punishment forum is where to find mercs.
I definitely think you should offer to pay for empire wardecs for any non-sham alliance that wants it. May not hurt ISS much but at least they risk getting ganked when hitting empire for skillbooks.

I don't have an over all solution for you but if you give me 3B isk I'll buy a Dread, skills and fit with it. Then every time we siege an ISS POS/outpost I'll say "This one is from Roemy Schneider" in local. I'm sure we will kill them at some point if they don't completely fall apart before we get there.

This is the most well thought out solution I've read yet. The only flaw in this plan is that it relies on significance of member corporations for the ISSO. The team size required to generate a profit for ISSO shareholders is going to be very small and NOT reliant on the number of people in the alliance.
However, Executing the vision of the ISS (whatever that is today) does rely heavily on the ISS member corporations.

roemy, if you want to kill ISS then forget mercs and sh*t... they will take your ISK and do nothing. also, use brains and forget about aliances like fallen souls and mpire. not cos they suck, but cos they fight on SAME side with ISS. you really think they will start attacking ISS all of a sudden only cos you gave them ISK? lol
bob would crush them in no time for that... or they wouldnt and demand a big part of the ISK. then there would be some fake fights, fake killmails and forum drama. in the end you will be with no ISK and ISS will still stand.
so your only way is to join a aliance that is fighting against bobitses and ISS..

I'm going to assume you're serious about this one.
No, don't give it to IAC/-A-. Use it to start a corp of maybe 20 or so really good PvP players, who take the game seriously and enjoy team operation.

okay... again - i'll be off college in 1 month's time. i'm not sure if i'll be able to play eve for another (full) month after that.
and, frankly, with devs giving t2 bpos to themselves, balancing mining upgrades with a cpu rig that doesn't exist, come up with macro-mining-supporting ideas to nerf compression without actually stopping it or bring the oneiros "in line" without considering powergrid and med slots, i don't intend to put pressure on my future ISP so i can play eve asap - buuut that's another story -.-

Hmm .. guess you're better off putting the 60bn isk into 12 months GTC, set Titan V training and deposit the 60bn into an investment fund ... like erm .. ISSO. Then when you get back you'll have 90+Bn isk.

To be honest, donating your money to a major Alliance on the off chance that they might use it to fight against ISS would be moronic, although I'm sure you're well aware of that.
Mercenaries are your best bet, they provide a service for ISK, and if they don't provide the service they don't get paid. If you 'donate' money to someone, they'll likely say "thanks, now **** off."

Whilst trying to be unbias as possible, I don't speak for KIA or do contract negotiations, but I figured i'd answer the question.
There used to be one in crime and punishment, I just took a quick look it appears to have lost its sticky you may however be able to dig it out.
The two larger merc forces in the game MC and KIA Alliance. MC are great at large capital fleet warfare, fighting your wars for you end to end, but are diplomaticly tied to BoB and co, ISS is I believe a BoB renter. I cannot talk for MC, but I don't know if its a contract they would consider but its worth approching them. However they are a little tied up in the McFIX / IAAAC war atm
KIA, we have a smaller capital fleet, and specialise in harrasment, demoalisation and making large areas of space uninhabitable for people for periods of time, great support for another hiring fleet or generally making life unpleasent for people and ruining peoples day to day operations and causing mass disruption, but not really going to take ISS space single handed. However if you wanted a Empire war we haven't had one in a while ;) we have no major political ties or loyaltys, if your isks good you can hire us.
Burn Eden were also mentioned, they are a lot smaller than the above two but are very effective at what they do, they are currently tied up attacking Ka Tet over a hundred million bet they misplaced (lolz)... But they generally do cloaking raven gangs causing pain to people in small groups.
There are a number of smaller merc corps/alliances especially who have poked their head up recently.
Two that spring to mind are Mercenary Services and Coalition of Buccaneers, however I really don't know much about them or their track record.
My advice is if your looking for serious, effective larger scale merc operations to contract the first 3 (KIAeddz for KIA alliance contact, i'm unsure for MC and BE, he's in iceland atm so don't expect a instant response).
And just some general advice, when contacting mercs try to have some goal and contract objectives in mind that you expect in return for your isk, it manages your expectations better and enables them to serve you better.
