I thought this would be an interesting post for two reason. One is to see how many there are, and the second is to see how many everyone agrees on.
I'll go first:
Capacitor batteries: LoL fitting Shield Flux Coils: Ok? Reinforced Bulkheads: They would make sense with a decent hull repper Bombs: 20 mil isk for pretty fireworks that might kill something

i dissagree with cap batterys, i use them a fair bit, but not on BS.
the rest are pretty shabby, tho all hav very niche uses - the reason they arnt used is that similar setups can be alot more effective with other mods. simple as, at least we hav the choice :)

I also went out my way to get T2 flux modules over priced so there is a use. Mind you I still vote T2 flux are one of the most useless modules ever. I dont think anyone else but me even wants them.

Auto Targeting System - If this turned turrets into Friend-or-Foe type weapons, then maybe. Tracking Link - Same bonus as the far-easier-to-use tracking computer? Stacking nerf? Remote Sensor Booster - Combat doesn't last long enough to use these effectively.
If only they would improve those, logistics/support would have a pivotal role in fleet combat.

Cap batteries are useful in some cases. Tricky to fit, true, but useful.
Auto-targeting modules are useless as the moment. If they actually worked in some useful fashion, instead of a semi-random and broken one, they might be worthwhile.

Wouldn't call bulkheads pointless, just very very situational. Domi's are pretty much it.

i was about to say... my alt's guardian uses 2 batteries (of the 600 and 700 cap type) to be able to free up its lows for a tank. of course, they are hell on CPU useage, but that's only because his fitting skills are so low.

are cap flux coils still rubbish? ie. reduction in total cap decreases cap recharge as the time to recharge remains constant, counteracting the stated cap recharge rate...
I'm not a spreadsheet kinda guy but i'm sure someone's done the math.

They really need either their fitting requirments to drop, or to get a bigger bonus. Since right now their fitting requirements are on-par with cap-boosters, how about having them compete with cap boosters on some level. No I am not saying give them ammo or anything, just a bigger boost (like double or % based and only where appropriate) to the capacitor.

According to www.evegeek.com Thermal drones do about 11.3% more damage at 60% thermal resist, than EM drones do at 50% EM resist (Same for lights/mediums/heavies and Tech I/Tech II)

Information Warfare Link - Sensor Integrity Least useful (or most situational) of the ganglinks.
Automated Targeting Systems Great if you were looking to shoot at the scenery, and not much else.
The Flux Coils seem pretty close to useless as well, but I'll defer to Pottesy on that one.

Currently an LCB adds about 40% or more cap to a cruiser, that should be about what an MCB adds. An LCB should hit probably 40% of a battleships cap, but be at least as hard to fit as a 1600 rt.

You can always, always, get more effective HP through the use of hardeners, eanm, HP-plates(ofc not for cap ship), dc and rig combos. If you have a regenerative fitted, you have not maximized your effective HP. ("effective" HP is all that matters... And this is true for cap ships as well, even though they don't have HP-plates) Am I forced to have any regret? Cap flux coils have their uses. See: Any ship on which you want to have both a shield booster and a cap that won't run out.
Although I do admit some trouble figuring out a situation in which a *Shield* flux coil would actually be a decent addition...

I have a passively shield-tanked machariel for my main to use.
I slap some tracking links and a remote sensor booster on my alt to give her increased range, tracking (yeah, I know, on top of a 22.5% (at the time, now 30%) tracking boost from her skills, but she uses artillery), and targetting/aggro-plinky range.
It's a fairly nasty combination, honestly.

75mm rails: I use these on my cormorant to great effect. They're ammo killers but they do okay DPS with okay range on destroyers and they have such low fitting costs I can fit a medium T2 extender on my cormorant for a good HP sump. If I were so inclined I could go BC (executor class feroxes at least) ratting with one so long as the fights were one-on-one. Not the most effective guns, but for me fun is not always effective.
Capacitor batteries: Only reason I've ever used one was to keep a condor from capping out jumping across systems like Oipo. Otherwise they're about useless. Maybe if they were low-slot items that provided 50-150% more cap than they do now I'd consider using them.

regen membranes give you passive HP bonus WITHOUT the huge mass increase of plates, or the active cap consumption of hardeners. try them on a ship you use a MWD with.
75mm guns not only fire faster, they take much less cap to fire, track better, and will eventually do equal damage to a 125-150mm over time, even then, if you're in combat with a smart enemy that tries to keep you out of your optimal range, if you stqay in optimal 75% of tjhe time with 75s, you'll shoot more often at optimal than with 125s-150s, because of their rate of fire. add onto that the extremely low PG and CPU requirements, and you can put some high power modules onto the other slots. my personal preference is all lows fitted with weapon upgrades, to make them even faster and more damaging, while I AB around my target hitting them all the while because my cap can handle the guns and AB at once.

The Energized Regenerative Membranes are almost always better than the Regenerative Membranes (better bonus in return for a whole 20tf). Apart from capitals, I've heard of people using them for comedy Navy Augoror setups with ~120k effective armour hp.
There is one situation where an Omni ECCM might be useful - suppose you're in a Jovian ship with multiple sensor types, and people are trying to jam you on all of them at once. Also, if (for goodness knows what reason) you wanted to supply a lot of people with ECCM, it would be simpler to give everyone Omnis than to produce a well-proportioned mix of the 4 types.
I'm tempted to add all non-large smartbombs to the list, because their area of effect is so small.

Sorry, I meant more towards the battleship end of the specturm.

too lazy to see if its been emtnioned or not allready, but this thing!definetly needs to be mentioned.
for starters, only modules that need electronics upgrades are signal amplifires and sensor backup arrays. Firstly, how often are those modules used, adn secondly how often are they NOT used because there's not enough cpu available?(and would you really rig your ship just so you can fit those modules? saves a around 2 cpu for t2 sensor backup aray with lvl4)
then there's teh multispectrum ECCM modules, only difference between racial eccm and multi spec eccm is cap use, doulbe cap use on the multispec, you know what sensors your ship use so why use mutli spec O.O if it was projected eccm I could imagine them being usefull if you dont know what ship you'll be boosting(but then there's only 1 type of that, and it boosts all sensors), but for your own ship? t2 small cap batteries are useful on any small fast ship that doesn't need to fit guns. they provide a larger cap pool to start with and higher peak recharge than a CR II.
i'm looking at you, ewar frigs.

I agree on capacitor flux coils, reactor diagnostic gives better recharge rate bonus, plus the addition of PG and shield bonus.Same goes for shield flux coils.

the MAPC is an ESSENTIAL module for many frigate class vessels. Even with max skills there are situations where only a MAPC would allow a fitting you want.

Large cap batteries are not used very often, there is a good reason for that.
There are a junkload of rigs that are more or less pointless
