In an effort to reduce the amount of character scams, GM workload and player frustration, the following changes are being made to the announcements concerning character sales or auctions for ISK. No other form of payment is sanctioned or supported.
- The 'For Sale/Auction' post must be made by the character being offered. This is being added to prevent scams for characters that have been misrepresented, banned, non-existent, etc.
- You must disclose whether or not the character being sold has a negative balance in its wallet and the amount.
- The character being sold must receive the ISK for the purchase.
- The sell post must reflect the character correctly, posting that the character you're selling has more skillpoints or ISK than it actually has is a bannable offence.
- Items cannot be listed among the character's valuable assets, only skills, implants and reputation. You are buying/selling the character ONLY and nothing else. Ships and items can be readily bought on the market for ISK.
- You may only bump threads ONCE Per day. Date is determined by the date on the forum, not the date where you live. See this guide for more information on bumping.
- The new owner of the character may NOT pass himself off as the original owner.
- The character for sale must be from an active account, you cannot trade characters from inactive accounts.
- The character being sold must be in an NPC corporation.
- The character being sold must be older than 14 days old to avoid accidental transfers.
- The selling of accounts is prohibited, characters may only be sold individually.
- The owner of the character being sold is responsible for the character transfer fee paid to CCP.
- Prior to leaving a corporation, the character to be sold MUST send a corp-wide EVE mail stating that they are going to be sold and will be leaving for an NPC corporation.
- When a character is sold, please modify the topic title to reflect this to help other forum patrons know what characters are still available.
- Lottery style sales are not permitted. Auctions and buyouts are the appropriate method for selling a character.
- All scams involving character transfers are prohibited.
- Whenever a character is transferred before the seller has moved the ISK received from the sale to another one of their characters, the Customer Support team will return that ISK to the rightful owner. The buyer cannot expect to receive both the character and the ISK that they paid to purchase it.
- CCP Fallout talks about the 10 hour character transfer delay.
- Down-payment plans are not supported by CCP Customer Support. As a seller, you are agreeing to a certain amount of ISK only, which is to be paid in one payment. Once again, any forms of scams regarding character sales is prohibited.
These changes are effective immediately. Posts made after this announcement will be edited with a link to this thread or deleted without notification.
Please post below with any rule change, new rule submission or resource you feel useful for fellow players or something you want to bring to our attention.
Agreements on the forums or in game, or winning an auction does not guarantee a character will be transferred to you. The seller may choose to renege on a deal at any time, prior to the transaction being completed |

FAQ
Q. HELP there is a scammer, hacker, or other issue with this thread. What do I do? A. For all issues with character transfers please file a petition under billing-character transfers. You can also use the "report" function located on the top right of each post so the thread can be removed.
Q. If the character transferred to me is training a skill what happens? A. The character transferred will stop skill training. You will need to log into it and restart the skill training like it was a normal secondary character on your account. [yellow]This answer has been updated. Zymurgist[/yellow]
Q. Can I transfer my new character to a new account? A. Of course! As long as an account activated, not a trial account, then it can receive a bought character.
Q. I keep getting the error that my old character is still logged in and won't let me transfer. What do I do? A. Zorvoz found a work around that should fix your problem. Hopefully this will be fixed in the near future.
Q. "Is there any repercussions for sellers who post an auction and then do not follow up on it?" -Amor Loricatus A. Character scams are not allowed, just file a petition and GMs will look into it and transfer your ISK back.
Q. Can I get a Price Quote? A. Yes! Please use the Price Check forums though. Browsing for similar characters and how much they sold is also a great way to find a starting price.
Q. Is ISK the only currency for buying a Character? A. Yes
Q. My character has ships and ISK still in their hangar and wallet. Can I put it up for sale still? A. Of course, just please remove these items before transfer and do not calculate them into the price of the character. Be careful because all items will remain with the character upon transfer.
Q. Can I sell my Damnation, Navy Raven, Nyx, etc with my character? A. Nope, but you can sell them in the Sell Order forums.
Q. That character scammed my corp why did you delete my post informing everyone they were a scammer? A. Crime & Punishment was the appropriate place for these kind of discussions. You can see this post by CCP Spitfire for more information.
Q. Will misrepresenting available skill points in the free skill point pool be considered a scam? A. Yes it is. Please do not do this as it is a petitionable offense.
Q. My post in this thread just got deleted! Do you hate me? A. No! I love all of you! This thread has been cleaned up of posts and this FAQ posted mostly in the interest of keeping the thread small and information easy to access. If you feel your question has not been addressed post again and it can be answered and or added to this FAQ. Just remember, the right place to discuss any hacking, scamming, or other shenanagans is through the petition system.
You can also find a small FAQ on the account services page detailing some transfer questions.
Update: Rule 5 was modified on January 27, 2011. The requirement to remove all assets of value from the character was removed. Just remember that you are only selling the character. Assets should be sold in-game or on the Sell Oder forum but you are welcome to transfer them to the new owner via the Character Transfer. |

1. From what I understand, yes, as it is a technical requirement. 2. Yes 3. Since you are trading with yourself the "owner" really isn't changing so there is really no reason to. 4. For a flat fee of 20 Euros/USD or 2 PLEX you can transfer one character off your active account to another account.
If you need any additional information you can always file a billing petition for a GM to answer. Zymurgist Community Representative CCP NA, EVE Online Contact Us at http://support.eveonline.com/pages/petitions/createpetition.aspx |

i'm seeking information about WTT threads, and how CCP would like to handle the issue of a direct character trade or perhaps, trade one character for another plus isk
is it possible to allow a 3rd party (like chribba) to hold the balance(s) of character trading, during progress? rather than direct player to player trade?
i'll give an example: a person would like to trade me his nyx and character, at the cost of my higher sp character. would the following be supported by CCP; 1) he gives his ship temporarily to a 3rd party (chribba) to be used as payment, when the character transfer is successful 2) we swap directly characters, make a thread WTT one for the other in a pre-arranged manner, and wait 10h for processing 3) I, with my new lower sp character, return to chribba to obtain my nyx
we've just direct traded this way without me having to just pay him outright for both, and buy a pilot just to hold the ship while characters swap, this would be very beneficial to myself, a supercapital and character trader, and would allow me not to need to have 30b+ on hand just to facilitate and straight across trade.
thanks in advance, and cheers |

CCP Spitfire wrote: character sales or auctions for ISK. No other form of payment is sanctioned or supported.
So in otherwords, no - you aren't allowed to swap a character for another character+Nyx. You are only allowed to use ISK to purchase characters with. The character + Nyx would need to be sold and the ISK used to purchase the other character. |

Would you define reputation?
There is a disussion in the Assembly Hall Thread about changing a character's name. I would say reputation is kept by sec status and kill rights, but some argue that a corp thief should always be a corp thief. I argue that a corp thief is the player NOT the character, so this is not part of the reputation. |

does this mean when someone offers me say 14b isk now then confirms in the thread they will pay u another 1b in 2 days.
if they don;t can i complain about and get my char back.
or does it mean even though they might have confirmed they would pay more later that ccp won't hold it up if they don't |

It should be no more than 72 hours from the date the account becomes a paid account. If you have any further issues, please submit a petition under the 'Billing' category.

Can we get an official definition for the usage of the wrd "buyout" (Or BO or B/O)?
A buyout price is a price set by the seller, at which he will cancel the auction and give the sale to the person willing to pay the price. Like the "Buy It Now" price on eBay.
Too many people use it to mean "This is my offer, and I can pay you right now for the character" and it's caused confusion to me and people I know in the past. |

To my understanding you pay regular transfer fees. Both toons need to be in NPC corp. Trade the first one to the account with the open slot. After that trade is completed, you can start the second transfer.
MB you would need to open a slot on one of the accounts for you to start transfering. |

As you can see I've not created the avatar for this character. I would like to sell him and use this fact as an added bonus so the new owner can create their own image.
In this case, can I ask that the ISK be sent to a character on the SAME account so that CCP can verifiy if needed?

1 - Buyer sends account info/name and ISK 2 - I get isk and transfer to another character of mine 3 - I transfer char to buyer's acct... |

why not, the seller wants the most isk he can get, so unless the char itself is sold and transfer is done, the seller should have the right to accept a higher offer than expected.

I did not find answer to my problem, sent petition already to confirm this. Still going to ask it tho.
Im selling this character (you can find it on my latest forum posts) and I get bids.
one of the bidders goes rampage, sends account name and isk right away without being a) highest bidder b) accepted as bidder by me.
I did not accept his bid in mail / forum thread, I did not indicate his bid would be highest nor considered as buyout.
Still this happened, Im obviously richer than yesterday.
Should I consider this poor attempt to force me into selling as donation?
Obviously I will get true answer in ticket but I just dont want to risk myself with bans.

PROTECT THE TRANSACTION by enforcing the Agreement l!!!!!
There really needs to be a rule that protects buyers of characters. As it stands it seems the seller can accept the buy out, receive the ISK and then if a sniper comes in after that fact and bids higher, the seller can then just return the ISk and sell to the higher bidder!! This happens often, where the seller will stall the transaction to see if higher bidders come in. Say there are errors, etc.
Although great for the buyer as he gets more ISk, a sad situation for the transaction and the Bazarr in general. Since we don't know the name of the account holder or another character they might be using as a main, there is absolutely no recourse for fairness.
We are completely reliant on the honor of the person who is selling, and when the game in general promotes tricks or scams as part of the Mechanics,, there is a different line being crossed. Perhaps the buyer bought GTC's to purchase the charcter, or sold assets at much lower than value to get a character purchase done.
A deals a deal and it should be enforcable.

I have not seen any rules about this, so figured I would ask for claification.
Is it OK, or is it not OK, to post/advertise about a character you are selling, in another characters WTA/WTS thread?
Recent example I came across, myself and another player were bidding on character 1, as the auction was nearing it's close time, character 2 posts in the thread something to the effect of;
"Hey people bidding on character 1, if you do not win the auction for this character, check out my guy, character 2, maybe mine will be suitable as he is broadly similar but with much better capital and jump drive skills!"
As I said I haven't seen any rules preventing it, but it does seem rude to intrude on someone else's thread to try and lure prospective buyers away and to your own character. |

Has to be active. Maybe you could submit a petition to get the account activated for 24 hours for the sole purpose of transferring a toon. I wouldn't count on it, but it'd be worth a shot

Whenever a character is transferred before the seller has moved the ISK received from the sale to another one of their characters, the Customer Support team will return that ISK to the rightful owner. The buyer cannot expect to receive both the character and the ISK that they paid to purchase it.
Does this mean if i started it without transferrring the isk off it it will be sent to my other charecter on that account or will it be sent back to the person who was buying the charecter and the transfer will not work? |

Could Someone please explain the following?
Rule 17 Whenever a character is transferred before the seller has moved the ISK received from the sale to another one of their characters, the Customer Support team will return that ISK to the rightful owner. The buyer cannot expect to receive both the character and the ISK that they paid to purchase it.
So am I right to say that I receive the isk and have to keep it on the char I am selling? I just don't wish to break any rules should I decide to sell my char.
EDIT: I didn't see the similar post above asking a similar question. |

hey m8
1) either party can start the "Private sale" thread but usually the seller will do it because he/she has to pay the transfer fee and states who, what , and why the sale is taking place, ie, "private sale"., and all "CCP" rules for transfers will apply.
2) yes, you can pay with a different character than the "listed buyer". after all, the seller just wants the isk.
Just make sure that if you are doing a "private sale" with another person, that a forum thread is made, so if there are any problems, the GMs can see proof of such a transaction taking place.
I myself (this is one of my alts) have been involved in over a dozen character transfers/sales. I definitely don't scam people because all it will do is put you on the GMS s**t list and you don't want that ever in this game.
btw, because of the GMs very busy schedules, they try their damndest to answer any and all petitions dealing with character transfers asap. just gotta be patient, that's all. |

Just means you cannot try and pass yourself off as the original owner...e.g: if a player contacts you thinking you are an ex corp friend you need to inform you have purchased the character and not pretend to be the person he has known. |

if you buy plex you have to convert it to isk before paying for a character for it to be legal correct ?
I assume plex is considered an item. therefore falls under the following rule
"3.The character being sold must receive the ISK for the purchase and only ISK. Characters may not be sold in exchange for items. "

Is there a way where you would be able to classify these forums? I find it very difficult to sift through all the stuff that I don't want to look at in hopes of find the one character that i'm looking for. I was just thinking that maybe if you wanted to list a character that you could fill out a questionnaire so that you could then search by specific categories, almost as if you were shopping at New Egg or something. You could select the races that you want with some specific modifiers such as SP limits and skills. Just a thought... |

I've seen it so many times now where me/others are bidding on a toon and folks even offer the B/O price listed in the OP. Then all of a sudden the seller drops in a message:
'XXX ISK B/O agreed in-game'
Then the in-game buyer will usually follow up a message confirming the agreement. They will not always state the price either.
This is happening quite a lot recently and it's starting to annoy me a little. Is this not an auction? Why can't these mysterious agreements take place within the auction to give everyone else a fair chance?
I offered to pay the asking B/O price on a toon and that was trumped with an in-game deal. If someone is willing to pay more than the asking B/O then fine, but where is my option to offer even more again?
I don't see any rules on it so wondering if some clarity could be offered.

Here's a question I haven't seen covered yet (although I skimmed most of this thread):
I've returned to EVE from a five-year absence. Before I left, I transferred my main character to another player. I kept track for a while, and know he trained her up for a year after I left, but then I lost track of everything related to the game.
Now that I've returned, it seems that the owner of my old main left the game a couple of years ago. When I look her up, her avatar is the blank silhouette of a toon who hasn't been updated to the new format. A mutual acquaintance confirms that the player left some time ago, and he lost track of him as well.
So... my question is, if I can't locate the owner of the inactive account where my old main currently resides, is there any way for me to get her back? Game records should confirm that she was originally on my account. If the other player were still using her actively, I'd have no problem letting him keep her, but it's a shame to see a toon with over 60 million SP sitting idle.
Alternatively, is there any way for the GMs to help me locate the player who owns her? |

Is it possible for me to put up a sale of my Alts, get the ISK from the buyer and buy PLEX from that money (for the transfer fee) and then begin transferring the character?
I just wanna make sure if that's possible and within CCP rules (As I have no ISK currently to pay for the transfer fee via PLEX). |

For the sake of asking, because of the recent wave of thread locks. Does the character need to be in an NPC corp at the time of the POST or at the time of the SALE? I know the toon needs to be there for transfer abilities , but does really matter if I post 6 hours before I drop roles? Or is that just how we do things around here now? |

When you create sell offer (being in player owned corporation) it is possible that this will throw additional 24 hours (it is time you need to drop corp roles) of waiting (in addition to 10 hours character transfer delay) from buyer to complete bargain.
As result, buyer can start to be nervous and will write petition on you about possible scam, because the buyer expects only a 10-hour delay as it is described in rules. ISD Stensson Ensign Community Communication Liaisons (CCLs) Interstellar Services Department |

CCP please update your rules to take into account a more realistic approach to character selling, the community is suffering from this.
We should be able to keep the characters we sell in a player corp, until a deal is made at which point the character should be in an NPC corp.
Meaning that once we get a buyer, it's our responsibility to drop out of corp in the 24 hours before he sends us the money.
But some sales can take up to 2-3 weeks or more, so what do you expect us to do ? Leave our corps, sit on our asses in station and not be able to play with our friends ? Some of us are selling the only character we have to then buy a new one to change career.
Your rule about NPC corps is too tight, hundreds of topics are getting locked and it's irrational.
Please make some changes on this asap, because it makes no sense. |

I agree, this is a stupid rule. CCP should spend some of the transfer fee revenue on making the transfer system easier and more transparent. CCP should be brokering the transfer with an automated informative system, not just knock up a set of rules and forum posts.
The rules seem to have grown to a point now where they discourage toon sales rather than support them.

If you're going to institute this dumb rule, UPDATE THE ORIGINAL FREAKING RULE LIST
Quote:9. The character being sold must be in an NPC corporation. ... 13. Prior to leaving a corporation, the character to be sold MUST send a corp-wide EVE mail stating that they are going to be sold and will be leaving for an NPC corporation. #13 implies that the sale begins before the character leaves corp. Why? Because if the rule was applied universally, it would apply to someone who leaves a corp and THEN decides to sell his character. Of course that would make sending out the email to corp impossible (not in corp), irrelevant (why the hell do i have to tell those guys i left what i'm doing), and unenforceable (I decided to sell after I quit that corp). You guys aren't checking to see whether the emails are being sent (having sold 20 some odd characters in my time in EVE, I KNOW you don't), so why get fussy about #9, as long as they are in an npc corp at the time of transfer?
At the very least, write your rules so they aren't confusing.

But if you've reached an agreement then you need to send the character that's being sold the ISK and the account name you want it transferred to. |

They do it unfortunately. I've had to relist after accepting offers and waiting with no payment.
Scams are bannable so false bids should be included in that, however people will sometimes state "retracted" to let the seller know so we aren't hung out to dry when other legit buyers are excluded and perhaps buy a different character and now don't have the ISK for their first choice.
Happened to a different character already. |

So an offered is accepted, it may not be explicit on the Bazaar posting that this person bid this much and it is an agreed upon deal, but there are private Evemails discussing finer details, agreements, time, etc. Are these useful in the transaction process to prevent scam?
If GuyAWillScamYou is selling a toon, auction style, and GuyBPlzDontScamMeKThx throws out an offer in Evemail because maybe he never used Character Bazaar and was trying to login through Eve-Search.com (example), GuyAWillScamYou accepts in an Evemail.
So GuyBPlzDontScamMeKThx is all gitty over his new (maybe) toon, send a response Evemail, says, "Holy moly, gee willikers batman! That's super! I'll be on tomorrow, I'll send you the isk and we can make the exchange then!"
GuyAWillScamYou says "Uh, sure man, that sounds good." (Evemail)
*Le 24hrs later*
GuyBPlzDontScamMeKThx and GuyAWillScamYou strike up a private convo, "o/" is exchanged, they reiterate the terms of the Evemail, both agree, GuyBPlzDontScamMeKThx sends 10 billion isk, GuyAWillScamYou says "Thanks", totally pulls a YoaMingFace.jpg and bounces, never heard from again. GuyBBeenScammedHardBro is now devastated, has no isk, no toon, cries, files a petition.
Will CCP be able to help GuyBBeenScammedHardBro with this since most of the agreements were through Evemail? Or does the thread for the toon for sale have to say "GuyAWillScamYou is agreeing to sell GuyAWillScamYou to GuyBPlzDontScamMeKThx for 10 billion isk" "GuyBPlzDontScamMeKThx accepts GuyAWillScamYou's generous offer."?
Thanks in advance! |

ISD/DEV/GM RESPONSES ONLY.
I don't care who you are, how knowledgable you are, or what your 'rep' is. I want OFFICIAL word from an EMPLOYEE of CCP itself, weather it be the volunteer ISD staff, a GM, or a CCP Employee personally.
Over the past few days, there have been a lot of 'finger pointing' at me telling me I will be banned for scamming and breaking the rules, mostly by poor miscreants in noob corp chat.
I want to know the EXACT rule regarding rule #4. My character has exactly (without pausing and updating to the second) 68,341,966 SP. Now, according to the rule's wording, I have to list it as a 68mil sp character. But wait, I'm currently training a rank 5 skill from 4 to 5. When it finishes, I will have just over 69mil SP. I have listed my character for sale as approximately (~) 70mil.
I clearly post the skillpoints in the thread, and post a link to the skillsheet which not only shows the exact sp, but the current skill in training.
I am not trying to pass this off as a 70mil sp character, nor am I trying to deceive anyone. To me (and any sane person) 68/69mil sp is close enough to 70mil that the few little numbers don't matter. I will have over 70mil sp before I even blink twice, so to speak.
Furthermore, I am selling the character for the skillset he possesses, not the points he has accumulated . Therefor, kind staff, is it within rules and regulations to list a character as approximately the nearest whole number, to a degree. I'm not saying people should be allowed to say their 12mil sp character is ~20mil, or their 6mil char is ~10mil. But for us older characters who have accumulated many skillpoints over the years, is it safe to say, per rules and regulations, that a 68,341,966 is ~70mil?
Furthermore, I cannot believe it has come down to this. I am not looking to be banned, nor am I looking to deceive or scam anyone. I am just looking for serious buyers who know what they want, and know that 1mil sp isn't going to change the value of the character in any way, shape, or form. |

WANT TO BUY AMMENDMENT TO RULES !
Ok
Whilst we all the know the reasons for the rules, WHY MUST the character already be in an NPC corp, some of us will try and sell our characters whilst also not burning our current bridges
Take myself I listed a WTS whilst still in my current corp, and on the post it IS VERY clear that i would not accept any isk until i am in an NPC corp, also bearing in mind the mechanics of the character x-fer system where it WILL NOT let you transfer a chracter unless already in an npc corp
Whilst i would like to sell my toon, its not black and white in that i MUST sell my toon, the fact is if there are no takers on my WTS thread, then i would happily carry on doing what im doing, howver by leaving the corp i have burnt my bridges.
I dont see the need to have him/her already in an npc corp at time of listing, but FULLY agree with the mechanics of not being able to transfer unless in an npc.
Can this rule not be changed to make it easier for some of us who would like to see if selling our toons is a viable option maybe something along lines of
"no financial transaction to take place unless the toon is in an NPC corp" rather than

Having to drop my character to an NPC just to gauge interest for it makes no sense at all. What if I decide the offers aren't woth my time? Now I have to further muddle up the corp history, which effects sale value. as you can see im not the only one who wants further information... The only people that would seem to gain from this would be character traders who dont play the characters they own. rather than the regular eve players who might/might not want to upgrade their toon to a betteer one if they can sell their current toon Also just had a look and at a rough guess i see in region of 50 locked threads over last few days just because they are not in npc corporation, and most (in region of 45) state they will be in npc within 24hours, this is in terms of use of time a complete was of ISD time and could surely be spent in better areas of eve (how about jita local locking all the bots/macroers from spamming scam contracts and nope i dont mean the regualr scams but the guys who seem to be able to spam for roughly 22 hours a day every day(not instead of regular players trying to sell toons)
I too agree with this 100%. From my point of view it does seem a silly rule (unless there is something quite obvious im missing here). I too have had characters in the past where i have had to 'burn bridges' and add lines to my employement history (i dont know about others but my OCD kicks in and i wont buy a toon with a long list of corps joined) just to gauge interest in my character for a possible upgrade. Would love also to get some clarification as to why this particular rule is in place and not something along the lines of "no financial transaction to take place unless the toon is in an NPC corp" like Emadman previously stated.

When 10-hours period is started you can not do anything with this character. But, as per rules, whenever a character is transferred before the seller has moved the ISK received from the sale to another one of their characters, the Customer Support team will return that ISK to the rightful owner. The buyer cannot expect to receive both the character and the ISK that they paid to purchase it.

Firstly, if you believe that other players have been 'finger pointing' at you in your thread, you should report their posts to us by using the Report This Post tool. This kind of posting is nothing more than an attempt at derailing the thread. Other players may post bids or questions regarding the character being sold GÇö and nothing else. No criticizing the layout that you use for your character description, no ROFLing at your price, only bids or questions. If they see any rules being violated, they must use the same tool as well without posting any comments to your thread.
In short, if they are making off-topic posts instead of reporting rule violations directly to us, they are violating the rules of this section as well. Do not hesistate to report these cases to CCL and CCP Community Team.
As to the rounding of numbers, why would you want to complicate matters by failing to list the exact amount of SPs that your character has? Best case scenario, you will have to do some explaining, worst case scenario, a buyer will report you for scamming; any illusory advantage gained by rounding SPs up is pretty much nullified by additional complexities involved. Rule #4 exists for a very good reason, so we would like you to observe it as it is. ISD Stensson Lieutenant Community Communication Liaisons (CCLs) Interstellar Services Department |

Having to drop my character to an NPC just to gauge interest for it makes no sense at all. What if I decide the offers aren't woth my time? Now I have to further muddle up the corp history, which effects sale value. as you can see im not the only one who wants further information... Yes. But you probably didn't think anything about the buyer. He expects to wait only 10 hours before recieving the character. He is expecting no additional 24 hours of waiting (while the seller drops his roles and is passing to the NPC corporation). When it happens he starts to be nervous, he writes petition on you about possible scam, he derails your thread with blaming and abusing. And so on. As a result, your inflexible will to save the bridges (for 1-2 additional days) throws additional work and additional nervous for you, for buyer, for moderators, and for Support Team.
The bargain with the seller who is in a player owned corporation in many cases throws additional time while the buyer must wait. Sellers may writes any remarks about dropped corporation roles in their threads, but this kind of deals in many cases throws additional time while the buyer must wait (because seller's corp roles was not dropped, in spite of their remarks).
In order to avoid this kind of situations: The character being sold must be in an NPC corporation at the time of posting. Every bargain must be complete after 10-hours delay (not after 10+24 hours of delaying).

THanks for the response :), but, whilst i do agree with the extra waiting, i still dont see why it is such a problem (ie having posts blocked/locked etc) if as long as the buyer is aware that the toon is still in a corp at time of bidding and thus will take the 24hours before he has left corp Obviously if like my situation and on my own post i put in that i wsa still in corp and the roles would be dropped at time of acceptable bid and even then i would not accept payment until im in NPC i dont understand how this is such a problem, and to be honest has only been a lockable offense over the recent history
I have bought and sold many many toons (and nope im not trader just like different/new toons every 6motnhs or so) and not once in the situation as with this guy has it been a problem for the buyer (or even myself as seller)
Can this rule not be modified to at least something like i suggested where no isk should be transferred until in npc corp, but listing can at least start whilst in a player corp |

This change is incredibly short sighted. It would be much simpler to require the poster to specify when the character can be transferred. At the most, require posters to have dropped roles so that they can leave corp instantly, whenever an agreement is reached. Anything but requiring somebody to leave their corporation until they are sure a sale can be made.
I'm sorry that GMs, mods, and other folks are inconvenienced by this, but don't push that inconvenience onto everybody. |

Your forum got hacked!
I bought a character last night and confirmed the private sale on a forum post I got the seller to create (I have screenshots) the URL is 404 now
Char purchased was: BadKitty Miau
On refreshing the page today (on which the buyer confirmed sale and then isk received for transfer to begin) the page is gone.
What use are all the CCP rules and regulations if people can just delete the forum post afterwards?
What section do I submit a petition in where fail char sale following CCP rules and forum and char selling is suspected hacker?
I also have evemails confirming purchase.

Some questions:
I will be selling this character soon, but I don't want my main on this account disclosed. When I receive the ISK for this character's sale, I will need to transfer the ISK to my main, and then initiate character transfer. Will that ISK transfer to my main show up in the Journal of this character after this character is in the possession of its new owner? Will past ISK transfers to my main, and all other ISK activity, also show up in the Journal? Or will Journal and Wallet transactions be wiped at the time of transfer?
Also, how does one use two PLEX's to pay the transfer fee? Do I buy them in-game and do something to them in-game related to character transfer fee? A quick step by step list would be appreciated.
Thanks! |

in simple yes all historical transactions appear in the wallet even after transfer, so what i would recommend just create a dead alt then transfer the isk to him then move it after, delete the dead alt, this will make the jounral entry pointless
in terms of hte plex, just have them in station and then right click "add to redeemable items" then when you log into the account management to transfe the toon you select payment by plex and it will pick up fact you have 2 plex in the redeem state and use them |

Yes i often set up a new account using the buddy program then when i buy a toon transfer to that accout. The only rule is that the account must be fully paid up, IE not on trial. |

In the T&C nothing has been fully agreed until isk has been transferred, and even then should the parties be unhappy the isk can be returned and nothing has been broken, unlike somewhere like Ebay where once the buy out price is met the buyer has to fulfill his duty this isn't the case, quite often you will see a buy price far exceed the OPs original WTS price.
Dark Riser Skir wrote:How long does it take for a newly fully activated account to be able to receive a character? I created and subbed a new account yesterday at 10:00 eve time and doesn't let me use the character transfer service..
Usually it is only a matter of about 15minutes max, even then once the new account is subbed up full paying then its near immediate, I have (roughly) created 35 accounts and had bought many toons to be used on the new aaccounts, and never has it failed, so i must ask... Have you upgraded the account from a trial to full?? if so then i would suggest if still a problem to petition CCP and advise them of such. I am assuming your buying a toon, however i believe if a toon is being sold then its either 3 or 7 days until a toon can be sold from a new account.
Hope that answes both questions. |

Whilst i started this thread some time ago on a now sold toon, i would like to ask all non affiliated buyers to report any thread where the toon is in player corp being sold to be reported, whilst creating more work for the GM's we might actually force/get them to reconsider the ludicrious rule about being a NPC at time of listing, whilst i know this might be wrong way round, but if they are complaing about a few Petitions regarding some buyers waiting 24hours for roles to drop, creating a load of reported posts might show them that it is worthwhile changing the rule to jsut state how long until a player being sold will take until he/she is in a NPC corp to be transferred.

List the character on eveboard.com you will need the api for this. Then create a forum listing, ensuring that the toon is in NPC corp before doing this.... (see my post above yours) Think of a price, then sell ONLY VIA FORUM. once the guys sends you isk, transfer isk from your toon > alt, then transfer on the account management screen, ensuring eith you have enough on your credit card or the 2 plexes within the redeemable system on the character your going to transfer. As a seller you can't really get scammed because you dont move him until the isk is received.

Just put a thread up on the toon being sold saying "pvt sale to toon xyz". and then XYZ confirms and bingo done.

I purchased a character today on the character bazaar forums but the seller has not started the transfer yet.
I sent the isk and account name 6hrs ago and the seller keeps stalling on when he will start the transfer.
When do i get worried and petition this as a character sale scam? |

Post an offer in the sale thread. If you evemail an offer, post in the thread. If you reach an agreement via evemail, post in the thread. If you so much as sneeze, post in the thread. Get it? The thread counts as a sale record and it makes the GMs' jobs easier if something goes wrong. When the seller posts "I am selling xxx to Orflarg Kridvidius for X billion ISK," confirm in a reply with their post quoted. Give the seller the username (not a name of a character, the username) of the account you want the character transferred to and send the agreed upon ISK amount to the character being sold. When the seller transfers the character, you will both receive an e-mail to the email address associated with your EVE accounts. This post was crafted by a member of the Goonswarm Federation posting cabal, the foremost authority on Eve: Online posting.

DO NOT UNDER ANY CIRCUMSTANCES GIVE OUT YOUR PASSWORD TO ANYONE IN EVE.
They will require your ACCOUNT name only, eg, the account name of where the character will be transferred to. Make sure that you confirm sale on the sale thread. If he is asking for password, HE IS SCAMMING YOU. Report it to a gm, as that character is in breach of the rules for selling characters.
pretty sure there is a eve resourse thread on account securtiy etc by the eve gm's, have a read.

:). Just like ebay mate
when you are buying a character, do a little research on what similar skilled ones have been selling for to set a precedent. I would hesitate a guess that probalby 1/3 of the bidds in all these char for sale threads are alts, or corp mates and friends "bumping" the thread, as well as dummy bidding.
just spend 1h our your time researching, could save you many billions of isk, put your offer up that you are willing to pay, and get ready for the "2nd chance offer" evemail you will recieve in evemail because "the buyer didnt come through". |

I am trying to understand how the "seller" works and the actual payment of the transfer. That guide is vague and rather dated. It states...
Quote:Questions & Answers Q) WTF? What do I do? What do i check? A) If you are selling a character for isk, you should first check your account management options; https://secure.eve-online.com/login.aspxMy account >> Account services >> Transfer Character Check the forms of payment you can use to pay for the transfer. Remember the seller always pays the transfer fee. If you cannot pay, you cannot trade, its that simple.
If you click on the link provided to the account page, you then enter you account manager and select "Character Transfer" from the pulldown and you are then prompted to select the character and the destination. Ok, then it ends with a "NEXT" button. It says nothing about the payment options and what is expected.
There is another attempted explanation in the EVElopedia - Character Transfer. It states...
Quote:4. Fill in the details on the page, select the character and destination account and enter your payment details, etc.
5. When you are done, click on "Next" and a confirmation page should be presented to you if the payment was successful. There is no "payment details, etc." on that page.
I then read in This Sticky...
Quote:5. Do you have the PLEX for the character transfer in the redeeming system on your account? Issue: The 2x PLEX (if you intend to pay for the transfer with PLEX) should be in the redeeming system on your account. To reverse redeem a PLEX, right click on it and choose "reverse redeem". This will then place the PLEX in the redeeming system on your account and usable for character transfer.
Now, to ensure I have this straight...so far.
1. Reverse transfer 2 PLEX so they show up in the redeeming system on your account. 2. Go to your account manager and select "Character Transfer". 3. Select the character and the destination. 4. Click "Next". 5. On the following page, I assume you enter something here about payment?

Spitfire, I have a Question... Looking at your rule list here I don't see a "Rule 23" but these forum mods you guys assigned seem to be making up rules as they go along... I had ISD Type40 block my post Indefinitely due to this new rule 23 that is NOT on your list? I've heard a TUN of complaints in the game about this guy Bullying people on a constant basis and never thought it would happen to me until I saw this:
Quote:Forum Rules wrote:
23. Reopening a locked thread by creating a new one is not allowed.
Recreating or reopening a thread that has been closed by a moderator is prohibited. Threads that have been closed by a moderator have been closed for the benefit of the community. Reopening a locked thread will result in its removal.
Thread is locked for breaching the above rule. Your original thread will unlock after 24 hours as long as you have moved into an NPC corp. - ISD Type40.
I'm inclined to try to be the bigger person but I've also heard that this forum mod seems to be one of the reasons so many players are leaving EvE (such as myself). If I wanted to be bullied by forum mods I'd go play WoW or something. I just wanted to make sure this was ok with CCP for their forum mods to do. thank you for your time.
CCP Spitfire wrote:In an effort to reduce the amount of character scams, GM workload and player frustration, the following changes are being made to the announcements concerning character sales or auctions for ISK. No other form of trade is sanctioned or supported. - The 'For Sale/Auction' post must be made by the character being offered. This is being added to prevent scams for characters that have been misrepresented, banned, non-existent, etc. An exception to this rule is if multiple characters are being offered by the same person. You are allowed to include the selling information for all characters in a single thread provided that you prove your ownership of the characters by having them confirm the sales in the thread. All other rules apply normally to the character sale.
- You must disclose whether or not the character being sold has a negative balance in its wallet and the amount.
- The character being sold must receive the ISK for the purchase and only ISK. Characters may not be sold in exchange for items.
- The new owner of the character may NOT pass himself off as any previous owner.
- The character for sale must be from an active account, you cannot trade characters from inactive accounts.
- The character being sold must be in an NPC corporation at the time of posting.
- All skill training must be paused before transferring the character.
- The location of the character must be disclosed and whether it is in high security, low security, null sec or wormhole space. You must also state if the character is in space or in a station.
- Accounts can only be involved in one character transfer at a time. If either the sending or the receiving account have an ongoing character transfer, other transfer attempts will fail.
The seller may choose to renege on a deal at any time, prior to the transaction being completed

I have to agree with you Tharanor, these forum mods are power hungry *enter curse word here*'s. I've seen some ridiculous stuff especially what seems as forum mod "holier than thou" type mentality i'd only expect from a WoW forum or IGN. When forum mods start making rules up as they go along is when I think CCP needs to pull their leash a little back and put them in their place. They are "guard dogs" for a reason, not to bite everyone that posts on the forums... but to keep things civil and bite only when things get out of hand. The mods on these forums seem to be playing the "promotion" card where they leave some people that "Troll" and probe character resales but then dive bomb and "Lock Threads" on people that may undercut their character sales or may be competitive. It just all seems corrupt to me. |

I have a question regarding the 17th point on the original post in this thread.
I forgot to transfer the ISK that was payed to me for the character I am selling to my main character. I realized this almost immediately and had a pseudo-heart attack.
My question is what do I need to do (if anything) to make sure that the ISK on the character (that is currently being transferred and not accessible) is sent to my main character?
Thanks in advance. |

No - you're not. That's actually forbidden across the forums.
Please help us by reporting any threads or posts that break the rules. As you're no doubt aware, this section of the forums is very busy and we just can't always see problems when they happen.
Any help you can give us is gratefully received!

I notice that no where have I seen it said that you have to declare whether the character is currently considered at war withou anyone. For instance a character of mine I am selling has 4 active wars that will expire in 6 days, I checked the rules and did not see anything about having to disclose that information. While I intend to do so anyways, I feel that if I were someone buying a character this would be good information to have, wouldn't change whether I would buy it or not, but would certainly mean I would not immediately undock from Jita 4-4 in a faction fit Nightmare. I think adding a rule requiring disclosure of any active wars would be helpful for prospective buyers. |

I would like to take over a toon on his account, and he is fine with that. So if i understand this correctly, he will need to activate his account, and I will need to start a new account (becuase I want both online at same time) then go through the transfer process? Is this correct or is there a better way that is lagit? Or is somthing like this even allowed? |

Recently a character tried applying to my corp with a newly bought character at the bazarr, during which the character was passing himself off as the previous owner of the pilot.
Under the eula it states
under accounts and names part b.
No player may use the character name of another player to impersonate or falsely represent his or her identity.
also under the rules here in this forum it clearly states to the buyers that they can not be used for the purpose to impersonate someone whom they are not.
8. The new owner of the character may NOT pass himself off as any previous owner.
As it appears to me the capsuleer bought the character, to impersonate it (which is not allowed). to then continuously falsely represent his identity (which is not allowed), to harrass another corporation.
So my to repeat my question is, after buying a character, using the characters employment history and age to represent some one they are not, is that a petionable offense.

14. Prior to leaving a corporation, the character to be sold MUST send a corp-wide EVE mail stating that they are going to be sold and will be leaving for an NPC corporation.
I cant assume you would require this of characters that are in/just left a personal alt corp, as in every member of said corp are alts of mine. If its already been asked I'm sorry (and ill make sure to check through the whole thread after work when I have a bit more time)..But as my thread was already locked for a personal mistake, Id rather not mess up again if at all possible.
Thank you. |

Be careful buying characters off here. I bought one in the beginning of Feb and because of that player (before me) buying something with RMT, all my wallets were hit with 7,100,000,000 to the minus effectively ending my Eve Online career if CCP doesn't reverse it. My wallet was supplied with only GTC and it clearly showed it but still CCP decided to take my money. All my transactions clearly show what I bought and where I got the money if they would have even bothered to look.
Also the add for the character purchase showed positive wallet in it. Looking thru google, I am seeing a lot of people punished for other peoples sins. |

It's a separate transaction. You send the ISK to the character you are purchasing. |

If no scamming is allowed in the Character bazaar, why wouldn't using noob alts or friends to bid up the price be considered a scam? It seems pretty clear that some of these SC sitter sales are being manipulated with noob alts and friends to drive the price higher. Yet people who see this going on try to sell them for the same price, not understanding it's being manipulated, and get no bids at all.
Also, the rules clearly state the seller is responsible for the transfer fee, yet I see people using the transfer fee to justify a higher price. Legal or not CCP?
You either need to change the rules to document the fact that you can't prevent price manipulation, or figure out a better way to do this.

In the common questions and answers it states you must declare bounty and security stats. Everything about the char must be reviled before transfer. Reputation, kill rights and others. They state that the sale / transfer can still take place but the buyer should ask before isk is sent. |

For example, the toon in question being sold has a 8.0 standing with the Amarr Faction thus the Corporation has a 8.0 faction standing. To start with, it is impossible to transfer a char whilst in a player corp, so must be in npc. Adding the corp as an asset is also against the rules as no assets may sold as part of the char sale (assets can be left with the char for sale but must not be part of the transaction) |

Char sales must be announced as the only way to sell them is via eve forums.
Even if you are giving your char away to a m8, its safer to post that so its all above board.
If your just transferring your own char to a different account of your own then its not a sale and doesn't need to be posted. |

All you dicks out in eve world complaining about being locked for 24hrs or your thread perma locked due to rule breaking.
YOU would be complaining and moaning if ISD's didn't do this and the forums were flooded with inconsiderate idiots that believe the forums are there personal use only and every one else doesn't matter. Within 1 day of no moderation there would be tears everywhere from idiots:
"char I bought isn't in npc, now I have to wait for seller to drop corp" yeah, theres a rule for that, but idiots still ***** they need to be in npc BEFOR posting.
"been scammed, fake char sale, not sp quoted, neg wallet etc etc" again ISD etc are there to help and limit this but no, still gonna ***** and moan.

Question 1= yes you must send the isk back, as any form of char scam is a perma ban. stupid people do stupid things like sending isk befor you agree but if you don't send it back you will get a ban.
Question 2= if I read that right (not sure it makes sense) isk can be transferred to any char, but you cannot transfer isk from a char if transfer of char is started, ccp will move it for you if that mistake is made. |

You can give your char to anyone as long as the only payment you receive (if any) is isk and you transfer the char from your account to his.
I would advise posting the transfer on forums for clarity. Just post: Transfering / Giving my char xxxxxx to xxxxxx for no isk. I pay transfer
have your mate reply hes receiving it then do the transfer.

Yes it is, once you receive the ISK, you can do whatever you want with it, but be sure to transfer it to yourself before transfering the pilot !
Transfer fee is always at the seller's charge.

Can we get a rule that when an auction is started with a beginning price that the seller has to list an end time for the auction?
I'm sick of seeing these "auctions" that have bids over the minimum where the seller keeps trolling for more money before actually selling the character.
There's one up right now that has a 4b min listed and it has a 4.5b offer and the seller keeps saying "I want a little more than that". |

It's the liberty of the seller to actually sell or not his pilot. Noone can force a seller to sell or a buyer to buy.

That's the whole point. For a straightforward auction IRL, when you wish to auction an object, you will give it to an auction house and set a minimum price. The auction house will then auction off that item starting at XXX.xx If there's only one bidder, he's gonna get it. it means noone else was interested.
If you want a surefire bet, dont AUCTION your character. Sell if for a bloody fix price. "I want 30B for this toon"; how hard is that? Its still up to you to negotiate to let him go for less, but you stated your fixed price at which the first one to come and buy it at that price should get it; like buying a pack of chewing gum, the store owner won't say "wait, i won't sell you this fixed price chewing gum, because maybe in 2 days someone else will come and give me more". Make an auction then.
Want to protect the seller? give a realistic minimum amount. moronic auctions starting 20B below what the seller actually would accept are just that; moronic. It would make a nice and welcome change on the character bazaar.
And also, challenged people who post "25 Bill B/O" below BO price. You just did a bid. its your highest bid maybe or not, noone cares. but its not BO price. its a bid. the seller decides "B/O" as per original post. Stating BO on a bid is re...challenged. |

I searched this thread but couldn't find a definitive answer:
- If a character has never left the starting NPC corp, there is no need to send a corp-wide mail or leave that corp, correct?
I would assume the starter corporations are valid NPC corps for the purposes of the transfer, but I'd like to know if this has been confirmed by CCP, or if the character must join one of the "backup" NPC corps. |

You're correct.
You can't leave the starter NPC corp, it's the one you started with when you created your pilot ! Each time you'll leave a player based corporation, you'll get back to your starter corporation.

just do a sale post, have the buyer/trader confirm the details, then agree between yourselves who goes first, probably better to send your char and isk to the char your swapping with. Just make sure its clearly posted whats happening, that you have sent the isk/char and get buyer to confirm in 10 hours they will send there char. Worst case scenario, you will be covered and get isk and char back if the other guy attempts a scam. |

I'd like to propose that posts in the Character Bazaar not be editable by anyone other than moderators.
I think I'm correct in that part of the reason for the stringent requirements of posting here are so that potential employers can follow the owner history of a toon applying to their corp.
Take this thread for example: https://forums.eveonline.com/default.aspx?g=posts&t=264330 And it's copy on Eve-search: http://www.eve-search.com/thread/264330-1
In the Eve Forum post, the purchaser of Jade Bloodbound went in and removed the title, the stats reported, and even who won the auction. You can only infer by the toon silver foxes saying "Sweet!" that they may be the person who purchased the toon. There is no post even showing that the toon was actually sold and that the seller didn't back out in the end.
If you look in the Eve-Search post, you'll see what actually occurred.
All of that could be eliminated by removing the ability to edit posts in this specific sub-forum only. |

Geez, after 15 pages and I didn't see my question or answer.
If a character transfer is initiated from an account with less than 10 active hours left will it still go through?
Being that I am closing my alt ACCOUNT and rolling the char into my MAIN I want to maximize the skill time I've paid for. I'll probably have an answer for this before anyone else posts since that 10 hour line is 15 hours hence and in a maximum of 25 hours from now I'll know! |

[quote=CCP Spitfire]In an effort to reduce the amount of character scams, GM workload and player frustration, the following changes are being made to the announcements concerning character sales or auctions for ISK. No other form of trade is sanctioned or supported.
The ISK that a buyer sends when attempting to purchase a character is considered to belong to him until such a time as the character being purchased has been delivered to the account of his choosing. If the character sale is not completed, the ISK must be returned in full to the potential buyer.
So here is the deal I would like an official answer on with an explanation:
1. Seller opens an Auction 2. A Buy-Out offer was posted (Buyer 1) on the thread 3. Seller accepts buyout offer on the thread - to make it clear: A buyout offer was posted for all to see, and the seller accepted that buyout offer for all to see, as they were posted in the thread. 4. Buyer 1 sends the ISK to seller and posts this information in the thread 5. Seller post receiving 6. NINE HOURS GO BY 7. Buyer 2 sends an evemail to the character in being sold and inquires about: "Hey I saw you accepted a buyout offer on the board for X-Amount. I want to outbit that guy" 8. 1 hour goes by and BUYER2 now posts a larger amount of the previously accepted buyout offer.
CCP - please define OWNERSHIP (When does the ownership start) CCP - please define when the SALE of the character is completed. CCP - please explain why buyer 1 should send buyer2 his money back (based on what rule?)
The character sale was completed by definition the minute the chain of process was completed. Buyout offer posted -> Buyout Offer accepted -> Agreed-upon amount was sent and received -> Transfer started. Now all of this bull was POSTED in the sales thread. How can anyone after NINE hours even expect to get the character????

Why did you even bother to reply, seriously. You evaded every single question and prompt for clarification there was - most importantly the one about the rules governing the process of selling / auctioning characters off. Are you kidding me?
Also, you directing me to the petition - I have been waiting a very long time to get a straight answer and there, just like you presented here today, I get the same kind of hot-air responses and I say "responses" because whatever you guys fumble out of your keyboards cannot be classified as "answers". Why is it not possible to get straight answers to straight questions? Forget the action on the account - cant be hard to figure out that I am looking for answers to the steps PRECEDING account actions by CCP. If you dont understand those, I can perhaps repeat / reword? Any way I can help, please let me know aye?
Thats how they are. They have 28 rules governing the character bazaar. What they dont tell you is that that other "rules" apply - unwritten rules.
Quote:Senior GM XXXX posted We simply do not allow any mistakes or errors made through the character bazaar to benefit another player.
Much like we will not allow a buyer to keep the ISK is the seller forgets to transfer it from the character before it is transferred, we will not allow a seller to be paid multiple times for the same character.
So even if you are within the 28 rules and some person comes online 9, 12, 24 hours or like 2 years later and sends the ISK higher than the last or even already accepted buyout offer, according to Senior GM XXXX, you cannot keep the ISK if he (the player) convinces the GM somehow, that he was under the impression he would still be able to get the character. It happened to me, anyone saying anything different doesnt know what he is talking about.
So no matter what the rules state, apparantly CCP modifies those on the fly to fit their needs and they will action your account, remove the ISK, put you in the red without even having to give you an explanation.
The funny thing is, you can create petitions all you want. They dodge specific answers to specific questions. Questions like "Which rule did I break" are answered with - as an example - Rule #19. If you show proof that the auction / sale ended and that you therefor think Rule 19 is void and that you acted right in spending the ISK, they come up with something like "We simply do not allow any mistakes or errors made through the character bazaar to benefit another player".
Thats a catch-all folks, meaning, no matter what rules 1-28 say, it doesnt matter. No Mistakes, ever and it has previously not been made public, so here you have it. If an idiot still sends you ISK (and there aparently isnt a stop-time) even though the auction ended, you cannot keep the ISK. Bullshit or not, thats how they operate right now. Anyone not believing this, evemail me and I will share my petition log.

https://wiki.eveonline.com/en/wiki/Character_Transfer
Yes, it would at the very minimum only involve the paid character transfer process:
Your roommate needs to have 2 plex in the redeeming system of his account in which the character is residing, in order to pay CCP for facilitating the transfer (removing the existing character name at transfer would be a nice way to prevent mis representation related to in rule #9).
There is no official / formalised market within the game for selling or buying a toon. This is why the character bazaar exists, so that you can document the sale every step of the way, in case of some sort of irregularity when publicly selling a toon. In private almost anything goes really . . .
If your roommate were to assign a price to the toon he's transferring to you, it is up to yourself and your roommate to arrange payment.
Once payment has been arranged, it is upto your roommate to effect / finalise the transfer. You then wait 10 hours and the toon is supposed to appear in your account. Assuming your roommate isn't going to skank you . . .
Or at least that's how I understand it, I've never bought or sold a toon before, have just been reading up on it for about an hour now, as I need to start a new account and move a multi-character-training alt from an existing account to it's own account. I would like to know which section to file a petition in to either dispute or validate a 1 day ban for replying to posters on my thread. I am not sure this was deserved and would like either reversal or understanding of the situation. I had simply replied to 2 posters on my thread after having made my daily bump. I would not have had I any clue that this was going to be a violation of Character Bazaar policy. |

Yes, you need to file a petition to Customer Support regarding this issue. CCP is acting quite fast on this matter as no scam is allowed on the bazaar.

How long does someone have to transfer the character? It's been like ten hours since I sent the isk and I've heard nothing back. |

It takes up to 10 hours maximum for a transfer to complete. But when the seller initiate the transfer, you (the buyer) automatically get an email (the email address is the one attached to the account you want the pilot transfered to) stating that the transfer has been initiated. |

As long as the account is active and have free slots available, your account is eligible for transfer.
Note that pilots who aren't older than 14days can't be transfered. |

Rule 11. Can we have it changed plz. I dont see why the toon needs to be in an npc corp while you are selling it. This can be a pain. If your in a 0.0 alliance and drop a toon to sell you basically cant continue to use the toon while you are selling which can be a long time. You also may change your mind. I could understand if you could transfer the toon without being in npc but you cant. This is now the second time ive tried to sell a toon which I still use and kept in corp but had the thread locked. |

Im with you on this one, and the fact that the listing whilst in corp can be such a hit a miss, some ISD dont lock, some do, Fact is from listing to selling can be anything upwards of 4 weeks.. Taking an industry toon (and nullsec one) from the corp to wait a month basically means he becomes almost unplayable, and as you said given that the toon CANNOT be transferred whilst being in corp it seems a waste of time from both players, and ISD points of view managing the rule.
If this rule cannot be changed then can a DEV/ISD please explain the reasoning behind the rule given the lock on toons being transferred whist in corp |

THere is no binding contract until the seller accepts the isk and completes the transfer, The seller can even accept isk, and return it all and sell to someone else for less if they so want. Unlike Ebay the only binding part is once accepted isk then the transfer must happen or the isk returned.. nothing more.

But you have to be in an NPC corp to actually perform the transfer, you also have to send your corp an email to sell you've sold it. So that doesnt work either. No point trying to circumvent as you can't scam or circumvent with a char transfer.
Its a stupid ******** rule, it should only state the char must be NPC when the transfer happens. End of. |

Question, i recently sold a character but mistakenly forgot to transfer a valuable item asset to an alt. I do have an ingame evidence log which proves that the item belongs to my account before the sale went through and that i intended to transfer it via contract. Here is the catch, the item's worth is over 100b and the rule dictates that a character that is being sold cannot posses a significant value assets, any valuable asset must be remove. Has anyone ever had problem with GMs not returning valuable assets to the previous owner? Yes i have already submitted a petition with concise description of the situation. |

If I want to sell a char but I have subbed for a year, does the remaining sub time transfer with the char? If it does, can I include that extra time in the price? If it doesn't, does this now empty account act as an active account in which I can by a new char in (with the remaining time now applying to that new char)?

The subscription time is on the account and not the char. If you sell the char you still have the account paid for and you can buy another char on that account. Hope this is clear enough.

Try this: Character Transfer
You will find a link there "Frequently Asked Questions" it says:
Quote: Q. Why do I have to pay for transferring my character?
A. As your character is your identity in EVE the transfer of such an identity needs to be limited. Identity hopping and alternate character abuse are immersion breakers in any virtual world; this is why CCP has chosen to limit this as much as possible. It is clear that some players wish to donate their characters to their friends so we want to keep this possibility open. The surest way to prevent abuse of this feature is to have credit card records backing the transfer. All abuse/hacking/exploitation of this feature will be treated as credit card fraud.
Q. I have suspended my account and I can't transfer a character from that account, why is that?
A. To prevent possible exploit your account needs to be in active state, i.e. subscription is paid for. This is to prevent assets on frozen, banned or otherwise suspended accounts from being transferred.
Q. Why does my character have to be in an NPC corporation to be transferred?
A. Being in a player corporation is a serious commitment. There is no way for CCP to verify that you are transferring your character with the consent of your fellow corporation members. To transfer such a character you need to first resign from your corporation, after the transfer the character can reapply for the corporation and the corpmates then have the option of evaluating if they choose to reaccept the character under the changed circumstances.
Q. Why does my character have to be 14 days old or more to be transferred?
A. Transferring a character that is less than 14 days old makes little sense. This limitation is put in place mainly to prevent accidental transfers of wrong characters.
Hope it helps <3

Say I want to buy a character. Then I of course make a WTB thread. After that, if I agree upon an isk price for someones character via evemail, does the character that is to be sold still have to post? Maybe even a separate thread?

I'm surely not the only one who finds it a massive inconvenience... Having to drop corp really limits a characters utility, especially for those of us who suffer the ongoing of POS mechanics and the legacy code. |

I'm surely not the only one who finds it a massive inconvenience... Having to drop corp really limits a characters utility, especially for those of us who suffer the ongoing of POS mechanics and the legacy code.
well if you put any kind of thought in it you can think of some things that it prevents, for one impersonation and or stealing of assets from set corp comes to mind. Also if you are intending on selling the character then you commit to it rather than putting your toes in the water so to speak. if you intend on selling then you make the character as fresh as can be. |

This might only be me misreading it. I can auction/WTS multiple chars at once, but I'm only allowed to transfer one at a time, correct? Assuming they would sell at the same time.

create a NEW api for eveboard and the problem should be fixed
If the account is NOT subscribed, the API could be "broken" and it seem that all skills in queue have been finished although the queue has been stopped after 3 days of expiry.
In other words: if you start Capital Ships 5 today, you account will expire tomorrow you will train the skill for around 4 days and it will be stopped. Eveboard will say, you are still training Cap Ships 5 :) |

Also does jump fatigue transfer with a character? if so surely the seller must inform the buyer prior to a deal being done?
you need to be in npc for transfer to work, and yes fatigue does transfer |

So, I'm trying to get this straight - if I sell this character, then someone will transfer ISK to this character. I then have 24 hours to transfer the character to that persons account.
Do I transfer the isk from this char to my main before or after I begin the transfer of character? Does it happen automatically?
Thanks. |

Thanks. No, it does not happen automatically. You will have to transfer the Isk you received for the sale manually from the sold character to any other character in your possession prior to starting the transfer. The reason is that characters that are in the transferring process are unplayable, so you will not have access to it. In the unfortunate event that you already started the transfer but forgot to transfer the Isk first, ask the buyer to return the Isk to you asap. If the buyer refuses or does not reply to your request, file a support ticket. In that case a GM will transfer the Isk back to you.
I hope that answers your question.

You got your money back, right? The transaction is not biding until the pilot is actually transferred. So it was allowed for the buyer to pick higher offer and return the isk to you (as he did).

Hi, I am considering selling a toon on an account I no longer use to fund my projects elsewhere. (Not this one)
I have a some of questions please?
1. Is it ok to plex this account as a one off to begin the sale process?
2. If yes to question one can I leave the account inactive until the sale completes/bids start coming in then plex it for the sale/transfer?
3. The rules state that if I pay the transfer with 2 x Plex they must be in the redeeming system. What does that actually mean?
4. Where can I get a true ISK value for the toon I'm thinking of selling/auctioning
Many thanks in advance for replies.
Apologies if this is posted in the wrong place.

1. Is it ok to plex this account as a one off to begin the sale process? Your account needs to be active and paid in order to be able to sell a toon. The toon itself must be in an NPC corporation, and all contacts informed that you sell it.
2. If yes to question one can I leave the account inactive until the sale completes/bids start coming in then plex it for the sale/transfer? Read above.
3. The rules state that if I pay the transfer with 2 x Plex they must be in the redeeming system. What does that actually mean? When you have PLEX, right click and reverse-redeem them. They will then be in the redeeming system and you should see them on the website as well. This is the only way you pay it, unless you shell out actual cash to transfer.
4. Where can I get a true ISK value for the toon I'm thinking of selling/auctioning Check the Price Check forum and post there.
Many thanks in advance for replies.

They need to open a ticket to find out why. You can raise a ticket asking for a refund if this does not work. CCP will take the money back.
Are you sure about that?

Hello,
i have a question about the following rule:
22.Down-payment plans are not supported by CCP Customer Support. As a seller, you are agreeing to a certain amount of ISK only, which is to be paid in one payment. Once again, any forms of scams regarding character sales is prohibited.
Correct me if i am wrong, the rule says that down-payment are not supported. However, it does forbid down-payment plans as such. I am considering to buy a high-sp toon. The seller might accept the down-payment plan if it is fine with CCP rules. So the plan is the following:
1) Private sale thread (down-payment transfer) 2) Seller transfer isks to his/her main character and initiates the transfer 3) The toon (that i buy) will send rest payments within 4 months to the seller's main character
None of us is willing to violate any rules. If the aforesaid is allowed, do we have to specify the price in forum or via ingame mail (the latter is preffered)?

I have a question.
I put porkie up for sale and got a Buy out offer on the fourms , I contacted the buyer in game to discuss price. He agreed and posted it on the fourms with that char name.
Then in game he said give me a moment to get a new account for him (him being porkie) So then i get a mail from another char wich i belive to be him he posts on the fourms his bid in the sale thread wich is the same as the other guy sends isk and acount name and i start the transfer.
now the first guy after the transfer has started sent isk and account name to porkie ( wich because its being transfered i cant log into to give him his isk back )
I thought they were the same person
What in the heck do i do ?
i opened a ticket and so did he what do i do ? |

The PLEX needed for the character transfer payment need to be in the redeeming system. So yes, you can buy two PLEX in Jita and then reverse redeem them. See this article on how to do that.
