I know one way to avoid CONCORD that would not fit the wording of that news item. (Not gonna tell you, ofc.)

I know it would be impolite to ask you to kiss and tell, but it would seem that one way to do this would be to increase the response time of Concord. They get to the location faster and immediately warp scram/disrupt you. That or make it so that once Concord are after you, they have 0 warp time after the initial wait. So you warp off grid and when you land Concord is instantly upon you.
I understand the debate between the letter and spirit of the law and while the spirit of the law allows mercy, it allows allows a certain degree of arbitrariness. I want to comply with the rules as best as I am able and that means understanding what is expected of me. |

This is a ******* terrible system tbh. It works for suicide gankers that read the forums, but consider the following.
Warning: Rant begins.
Player 'Bob' is a pirate. He is also a casual player, and does not read the forums. He like blowing up mackinaws in Oishami. Player 'Bob' has pirate friend 'Jill'. Jill shows him a cool trick where he can do a bit more damage before getting concorded. Bob thinks this is really cool
But Bob is also an upstanding citizen of Eve. He checks the available rules, which state that avoiding death by concord is illegal. But using Jill's trick, Bob might live a little longer, but he still dies to Concord. So everything seems legit. A few days later he gets temp banned by a GM.
The problem in the above scenario is as follows. There are readily available rules in EvE. These rules are readily enforced by concord. Ignorance of the law is not an excuse for violating the law.
But in the above scenario, Bob isn't ignorant of the law. He is ignorant of some vague 'spirit of the law' which is a subjective interpretation by a handful of GM's which changes on a pretty regular basis(1)(2). You can ask people to obey the law. It is their responsibility to do so. But asking people to keep up with how, currently, the GM's interpret the law by way of EvE-O forums is dumb. Because that's exactly what this 'spirit of the law' crap is doing (no offense intended).
Rant over.
(1) Example: in the past people have been punished for dropping decloak cans on gates and in bubbles. Only quite recently, within the last year or so, has dropping large amount of cans on a gate for purposes of decloak been effectively 'legalized'
(2)Example: Rapecageing supers in a pos by deploying tons of bubbles to cover every escape routes was also punishable at one point. It is not any longer. |

You do realize that CCP always has that "we can ban you at any time for any reason or no reason at all" thing for them to fall back on, right? So CCP can decide to ban you based on the "spirit of the law" and you won't be able to use some sort of technicality to force CCP to not ban you. |

The Orca trick lets you reduce the ISK penalty to near nothing, and even lets gankers fit faction modules to a gank-ship.

After obtaining GCC and killing someone, it is mandatory for a player to offline all modules, bring their ship to a complete stop, and assume the position.
I think this would get rid of any and all ambiguity.
Edit: The above requires no special 'gridfoo', it only requires the grid to be greater than 150k. Most icebelts have grid larger than 300k. |

You can't remove the ability to access fitting services when in combat because that affects more then hi-sec. It would affect low-sec and nul where people use fitting services in combat all the time. And making it an exploit ruins those tactics. Get out of your little safe world and HTFU.

I understand that some people may not like a GM having the right to make a judgement call, but this is something that is also necessary. No set of rules can be held up by the letter of the law. Once you only use the letter of the law you have only 2 options:
1. Making sure that a GM is capable of doing this properly is a very important part of our hiring, training and auditing process. This is also why escalation of a support ticket is always a possibility (from non-senior to senior) and why peer review is a very important part of our operating procedures. We had emergent behavior. People would still loose their ships to concord. It would take a little longer, but it was realistically impossible to avoid concord indefinitely AND kill stuff at the same time. You (the GM's) killed that behavior. From where I'm standing, it looks like you don't WANT innovation, you've already stepped on the road to option 2.
Could you perhaps give an example of a behavioral innovation regarding GCC which the GM's approve of?

Yeah, I was asking the GM how we can trust the "spirit of the law" if the spirit keeps changing all the time?
These periodical reinterpretations of the minutia of the rules may seem simple and non-invasive, but they have HUGE impacts on gameplay (IT gets to keep their supers because some GM unanchored bubbles, because using bubbles is an exploit) - and especially emergent gameplay (warping after ganking in high sec).
When you constantly reinterpret the rules, it really shakes confidence in the fairness of the GM team's decisions. |

Instant scram but delayed death allows non alpha ships (like blaster boats) to fire multiple rounds into a ship in e.g. a 0.5 system. This makes more ships than 1400mm artillery boats viable for ganking. |

Warping around loads of times killing with concord chasing u is not good. Warping off and then back to a freighter to solo it is not good. U should be able to warp out and gank something tho. Concord take 10 sec's to get there so there is easily time to warp out before they spawn but concord should get increasing warp speed and increasing agilty for every second they dont get you. It should be legit to warp out and kill one more target cuz concord hasent spawned by the time u first warp. |

While under a GCC, at least in highsec, you should be unable to leave your ship, or use a fitting service.. Or better yet, any it would work for low too, while under a GCC, if you use a fitting service, pending the Orca Pilots approval, will give them a GCC too [ probably not the sec hit.. but still make them a concord target in highsec, and a valid target without sec hit in low ]. Aiding the enemy of concord.. Likewise flag the ship and user.. So even if I enter a ship that someone used for a gank, it's still gonna go boom, cause IT was flagged.
The other part is sure, you should be able to enter warp, get to your safe.. But the instant you exit warp, regardless of normal response time for system, the second you come out, concord will be there, and you will be scrammed and jammed. |

Autpilot is irrelevant, piloted are still vulnerable when aligning.
Highsec bears? Pff. I'm a market pvper. I have more isk at risk at any given moment than the vast majority of pilots.
Yeah a falcon alt could do it, but I'd much rather fly around solo in a cloaking crane and avoid the freighter entirely if this wasn't now an exploit.

The function of the mechanic isn't just to cause the aggressor to lose their ship. That is just one part of the mechanic. An important one, but not the only one. It's also a limiting and balancing mechanic to manage highsec aggression. What the trick does is still pay the ship loss, but circumvent the limiting and balancing aspect of the mechanic. Basicly it radically reduces the costs of suicide ganking high value targets to the point, that using freighters to haul a lot of cargo becomes idiotic. You can see the issue, that the vessel specifically designed to carry large amounts of cargo becomes vulnerable if it has a couple hundred million worth of cargo to a few pilots with a single battlecruiser. The trick is clever, but rediculously overpowered and very damaging to highsec hauling if it would have been allowed to continue.

Not specifically, but things like saving your pod and drop are good reasons to use as an example. More generally the sandbox game design favors solutions where you fix the issue with minimal effect on other gameplay. This is why you want to address the loophole only, if at all possible and why I dislike people abusing such loopholes, since fixing them doesn't always allow for precise fixes, that don't negatively affect legitimate gameplay. |

It never ceases to amaze me just how far some people will go to see what they can get away with. If you don't walk the line, then you won't be in danger of crossing it!
My Interpretation follows:
Evading CONCORD has always been ban worthy. Warping around is evasion, even if temporary, regardless of whether it is ultimately successful or not.
The penalty for GCC has always been to lose the offending ship. Switching ships or removing valuables is a clear attempt to reduce the penalty, so I can't imagine how anybody would expect that to be acceptable.
Getting an off-grid kill after evading CONCORD also seems like an attempt to reduce the penalty: two or more offences for the price of one.
There is nothing wrong with multiple kills per offence (example: smartbombs, multiple volleys), if you don't have to evade CONCORD (warp around) to do it.

So by time said destoyer has warp right on top of you, you are locked, scrammed and probably into structure before you could even initiate a warp.
Can any regular ganker, please tell me the defence against that. |

I'm not against high sec ganking. I think it should be a realistic profession. But the mechanic of high sec also means that you have to wait to be shot before you a re-act back. The advantage should always be with the aggressor at that point. This exploit just adds to that advantage. Thats all. I have no idea how to fix this, I'm hoping high sec ganking continues. It keeps Ice prices high :-). Mine in a group, or with an alt. Cross-web each other using at least two webs, and set your speed manually to about 65-70% of maximum. Mine fully aligned and moving. If you position yourself properly you have like 10-20 minutes before you need to change alignment. Two webs on a Hulk piloted by someone with Navigation at 4 results in a max speed of 16 m/s, making it take longer than a minute to travel a kilometer using this tactic. |

If you're watching your d-scanner you'll have enough time to warp out. If you're off-grid in a mission or something and watching your d-scanner you'll see the probes and have way more than enough time to warp out.

Keeping aligned almost guarantees that you will not be ganked. Unless the ganker goes to extra work (rare, they are almost as lazy as miners) to watch you and determine your turn points, or bump you in an industrial, you can warp before they finish warping onto grid.
As I've said many times, don't be easy prey. Make them work for their fun and they will usually move on. |

It has never been ok to evade CONCORD. While CCP may be making high sec easier or tougher, that has nothing to do with this, which is a policy that has existed from the beginning: you gank a target in high sec, you lose your ship. You evade CONCORD, you get banned.
Now, if your concern is the gankage of multiple targets, I highly recommend two alts with large EM or Exp smartbombs in an ice field. A good decoy is to have your own industrial ship already there and max-tanked against the damage type you do (although I haven't tried this yet, make sure it can survive). Fleet it once it's in position for the blast, and then fleet warp in. Then just blast away, grab the loot with the indie, and repeat as needed. |

Yes, there was a rule change here, not a 'clarification'. We've watched them do it twice in a single thread! (warping on-grid vs off-grid)
So, where we stand:
Case 1. Warping away from a gank. - This is not an exploit now, and it never was.
Case 2. Warping repeatedly (with a very agile ship) for 15 minutes until the GCC expires. - This has always been an exploit, because your ship doesn't die, and I don't know why people are talking about it.
Case 3. Warping away from a gank, and shooting again, then getting caught and exploded. -This previously was NOT an exploit, but now it is. (because CCP was washed away in Carebear tears, esp. once freighters started going down)
Goonswarm has posted videos of doing exactly this, years ago - using about 15 destroyers. Can't find the link, but its was posted on one of the numerous recent threads about suicide ganking, in C&P during the last couple months.
Granted, it was not especially common, but it was possible and did happen. It was public knowledge and nobody was banned....because it wasn't considered an exploit because the Tornado did not yet exist.
Anyway, 'warping away' is still possible and legal, so its a valid tactic for avoiding 'white knight' interference. And that facilitates one of my other 'cost-saving' measures - the Rapid-Orca GCC unfit.
GMs are aware of it and have decided that this is a legal use of the Orca. I've posted a primer in this thread. Make use of it and gank with a full blown T2/Faction setup -as cheaply as possible. |

I've been wanting to try some of this elite-pvp ganking myself after years and years of mundane carebear activities (level 4's, mining), etc.
When I saw Smodab Ongalot's awesome and innovative technique.. I couldn't wait to try. I started training some catalyst and orca pilots to get the job done.
Then that technique got stealth-nerfed .. damn.
No worries I thought, the Tornado is where it's at now! I see Buck/Herr tearing it up in Gallente space. I start training towards Tornados.
How does he get so many volleys off in High-sec everyone asks? After leaking the occasional hint from time to time he finally explains his innovations completely and it gets abused by many players and gets the axe. Argh.. training time unfair to some!
Oh well I guess I'll stick to mining. Soul-sucking activities that are multibox friendly don't seem to get nerfed too often it seems. Anyone want to use a scroll of ressurection?

Miners have a very tiny chance of being ganked on any given day, have the option of tanking - and get guaranteed profits. I take a guaranteed loss, can easily be podded - am not guaranteed a kill, let alone a profit. My only reward is tears and creating a trail of dead miners.

I find the rationalization of some in this thread to be amazing.
It started as "evading concord is an exploit" and "we follow the spirit of the law".
This followed with the argument of "warping away from the ganked ship to evade concord" is not evading concord because you can be caught eventually.
So, the clarification of "warping off the grid is evading concord". So, ignoring the spirit of the law, "I can warp ON grid to evade concord" because I'm not evading concord.
Which was changed to "warping anywhere with a GCC is evading concord". Which you're now upset about because the game is getting too soft.
The side effect is that you've managed to get warping with a GCC patched into the game because you were unwilling to follow the spirit of the law.
Yes, this game is a sandbox. That doesn't mean you're allowed to take a crap in it. |

I mean I appreciate that CCP recognizes that there is a problem with gankers being able to commit multiple violations and receive a single punishment.
But in RL shooting sprees and diversions of cops to alternate site does happen. In RL crooks are "allowed" to try to get away.
This response is not in the EVE spirit of crime exists but you will be pursued vigorously. Its just one step short of issuing high sec immunity to ganking without wardec.
LOL - sounds to me like a CCP VIP was victim of this "exploit" and issued a quick fix deadline out of anger.
---- ALTERNATIVES -----
#1 Open up negative security beyond -10 if additional acts occur while GCC is effect. Not likely that anyone will get below -10 without really trying and knowing what they are doing. Then throw in some game play NEW penalties for greater negative security beyond harder to fix. (LOL - I have seen -10 disappear in 30 minutes due to some tags and lo sec ratting so that is of limited effectiveness if they are rich and skilled.)
#2 Open up high sec podding on those who achieve -11 or lower. Heck have CONCORD pod idiots who get -11 or below. Stations and gate guns start shooting faster.
#3 Have CONCORD or factional navy guard the wrecks of victims against looting by anyone outside their corp.
#4 Extend GCC time and/or add CONCORD punishments attacks for each additional kill (only frigate or larger counts).
#5 Add up the number of hull sizes killed (1- frigate, 2-destroyer, 3- cruiser/barge 4-BC/exhumer) and set that as CONCORD blood price to be paid before GCC ends.
#6 make kill rights tag into a marketable/contract commodity (you could still sell these to your alt)
#7 fix the bounty system -- contributors must give approval to bounty hunter prior to hunt to pay out their share of total bounty (best practical guard against violators collecting bounty with an alt or via known associates) |

Using a 'boomarang' tactic effectively keeps CONCORD from arriving, because they're constantly warping back and forth between grids in a pointless chase.

This is against the spirit of the game. In real life, you can get robbed outside a police station, is this an exploit? I tell you one thing, the robber sure as hell will run away.
If I attacked someone and warped off before Concord arrive and kept running until my timer expired (if it does), would that be an exploit? It seems that CCP are just making losing your ship a fixed penalty. I guess someone bouncing around hisec in a battleship, popping miners left right and centre would need to be stopped. But enforcing a 1:1 fixed penalty policy on gankers to gankees is not in the sandbox spirit.
Last of all, for any gankers who are crying about this, why not go pop miners in losec or 0.0, the only police response there is player controlled. The two sides here are very similar, carebears crying about being popped, and gankers crying about being popped. Attacking people and being in possesion of something value are both reasons for someone to attack you.
I have to say I'm with the gankers though, evolution does not occur without selection pressure. Perhaps changes to the mechanics allowing miners to defend themselves better. The danger of gankers wouid force them to use proper logistics and fly in fleets, to use escorts. In the wild west everyone carried a gun, even in safe areas. Hisec may be the safest part of the Eve universe, but why force it to be a Utopia for carebears I dont understand. This approach would make everyone happy, except bot miners. |

I didnt check the dates actually. This thread was near the top of the list in the forum.... anyway there are all kinds of fun things you can do with or to a dead horse. Why bury it?

/shrug, It was CCP's decision, and one that frankly was widely expected by just about everyone. It's one thing to skirt in/around the grey areas, but it's another when you're having a rave party in it while tweeting the rest of the universe about it.
and frankly, if they gave freighters more survivability, it'd simply make boomerang into a required tactic for all suicide gankers, in which case you'd just have a different camp of gankers crying about it.

Same as in real life. Running from the cops makes things worse. Hey, there's an idea, if you run from CONCORD successfully, you get a 2 hour GCC, can't dock and can't escape in to anything lower than a 0.5 :D Oh and the 2 hour GCC pauses if you log off :D
