Yes they do have down time, however because of what they do they also have to run backup servers that mirror everything that the main ones do. something that is a significant (but unavoidable in there instance) cost just incase one of the forward server swallows a fish bone (and loses track of all the money). CCP would be able to do this if they redisinged the game from the ground up and also wanted to pay a lot more money for the sake of an hour or so of nonfunctionalitly. Its not econmicly viable.

I've given one, that you seem to have ignored. Why should the 90% of the playerbase that is currently happy with DT be forced to accept a moving DT?
When you've answered that question you can go on to explain what administration and technical services will be disrupted by a continuously changing schedule and what should be done to mitigate those issues. Before starting work on that you might want to consider that some of us have quite extensive experience of providing support/maintennance of databases. We know that it's a bloody stupid idea because we understand a lot of the issues.

The servers are located in london docklands afaik, so a 11 am local time allows for 6 hours until the 5pm cut off time for getting out, just in case there are any hassles.
DT has to happen some time, but why not do it at a time when the fewest people are online ?

Finally an intelligent post. Im not sure those times are accurate. moscow (euro east) is +4 hours and sydney is +11 hours, so that is a difference of 7 hours (not 3).
Anyway in answer to you, downtime when its primetime somewhere midway between moscow and sydney. This works out to about 2pm GMT, or 2 hours later than current.
The other option is downtime when its primetime somewhere in the pacific, which would be about 9am GMT, or 3 hour earlier than current. (This might be a little annoying for some late night people in US). Even 10 am would be ok.
Daylight saving does tend to mess things up a bit, because it shifts the relative time between north and south hemispheres by 2 hours. I still think 2pm would work.

Going by that it seems the least amount of people are online between 11 and 12 GMT. It looks like that is a pretty steady trend for the last year.

I am just curious why they need to go down at all other than for patches. Banks have significantly larger databases and they don't shut down their ATMs to back up or perform maintenance. Is it just poor design?
Cash machines do have short downtimes.

Yeah, DT is annoying (extended downtime sucks balls), but whatever mate. It's really not that big a deal.
I think CCP needs to move the USA and Europe so that there are more people on for us Aussies. It's about as likely to happen.
