As already stated, you need to get the advanced learning skills, and finish off your basic learning skills to level 5. The advanced skills cost about 4 million each, so you need a way to make money. If you like mining, then you need a faster mine...

Cormorant can be a decent miner with 5 gaussian excavation pulses on it. Osprey is better, but more expensive and skills in caldari cruiser to make it better, which takes a while.
