Cloaking devices should use cap. Quite a bit of it. Enough that you need to fit a couple of cap modules/rigs to permarun it (after taking into account Energy Management V and Energy Systems Operation V). Or whatever amount is needed to balance it ...

I've picked up some Domination stuff in L 3 missions, but unfortunatley I cannot remember which missions. All I know is that when I was sorting through my loot, I found that I had a Domination Stasis Webifier and a Domination Shield Boost Amplifier.
