Don't think it would hurt to give Arty a 15% RoF bonus, their dps will still be quite abit lower than Beam and Rails. Give beams a little reduction in cap use aswell, 10-15 maybe even 20%

Navy Domi is a top contender vs Serp and Gurista, also very good vs Sansha and Blood Raiders due to TD abuse(CNR is even better here though) Normal Domi is one of the best, if not the best low SP runner(other contender for this being the Raven.
