The game is set up to make you make a choice between sides, so grow a pair and choose, are you minmater/gallente or Amar/Caldari.... You will not get decent standings or rewards from any faction until you decide whose side you are on.

Last I checked you could sell them for 32isk each in Citadel, although that was a while ago. Just wait till you a get an indy's hold worth, then take them to place where there is a demand, and set them on a long sell order.
