i got 3 accounts 1x minnie combat 1x caldari combat 1x covops / trade etc never regret it (and im a poor student) it definitely is an advantage. ofc u could train all that stuff on one account, it just takes forever - especially to max the stuf...

i rerolled despite having about 8m SP and i actually dont regret it. the money i got for the char payed for several months of playtime and some nice implants that increase learning time. while most will say its not clever i say just do it. 1.6m ...

my char was about 9months old and had the same amount of points as u have. still i disliked him for several reasons, sold him and started making heavy use of my alt. which is my main now. lol if u feel like it, just start over. u wont waste points...
