afaik the mass of the modules doesn't matter, they aren't added to the ships mass. The ship has a set mass and that's what counts when accelerating/aligning etc

As far as I know it's got nothing to do with gangs or wardecs, concord just simply does not respond to things going on in deadspace... that means missions and or hidden belts etc. Not even in highsec. Working as intended.

Aw come on we all know it's not who can do slightly higher dps in a fight that's guaranteed a win. If you have a blasterthron attacking a scorp the mega will win due to its firepower (never mind ew) sure, but the outcome of most fights has nothing...
