If the aim of CCP with Dominion is to make 0.0 spece more attractive for the average player, they'll fail unless they not nerf the L4s Mission rewards.
The relation risk/isk per hour is ridiculous.

The introduction of cheap T2 and rigs made Lvl 4's a total joke. The isk per hour should be reduced, and they should be made more difficult. Just about every isk making activity pales to a well oiled high sec Lvl 4 mission runner.

Wait till peeps get some skills up. lvl 4 mission isk is there to help people get the ball rolling. Then you can get some somewhat fair pvp fight's in when they finally "move on". (in the moving on phase myself) Oh wait... you don't want fair. Gotcha, go back to dumping cargo cans outside of schools. If you truley want more "noobs" in 0o space why don't you take a few under your wing, will get them there faster. Oh wait.. again, you dont want to help them, just want the easy kills on lolfit T1 ships.

FW level 4 missions make empire level 4 mission payouts seem like ratting in a .7 system and are just as risk free if you know how to run them. Why no rage over those? WHY!

Of course there is the "00 is EVE, PVP is EVE, anything else is not EVE" and therefore ways must be invented/designed to coax people not playing EVE, into playing EVE, there is no sandbox.

So I herd a constellation was supposed to support an entire alliance? c/d
At the moment it still seems that all the plexes are done within an hour of downtime, the anomylies are either dismal or done within a few hours of downtime. Belt rats pretty much are the bread and butter of a nullsec grunt, which only pays 20-30mil an hour while I could earn much much more off level 4s in empire.

ITT people defending their source of income without being logical about it, and (possibly)not realising that it's their source of income for a REASON. Lvl 4's pay too much compared to other stuff which takes the same amount of effort and risk.

There's a reason EVE has increased in subs by so much over the years and it's not because of the excitement of docking games and bubble camps. 0.0 life sucks ass for a lot of players and there's a whole different game out there to play for people who don't like being griefed day in and day out.
Grow some perspective.

I'm sorry, I had this odd idea that this was a pvp game and moreso an MMO, so where I got the audacity to think that it should be about pvp and interaction I don't know. Being able to play solo in an MMO and evade pvp in a pvp game clearly is the right way to go.

I have the solution: Variable Security Status
1. Let security ratings be judged by podding stats and ships being destroyed in area.
2. Lower or raise security status periodically thus forcing/allowing those in empire space to enter areas they normally wouldn't.

I enjoy PvP, but there are days I just dont feel like it. Unfortunately living in deep 0.0 you get NO days off. You may log in wanting to do some mining/ratting/plexing.....but a group of reds can wreck your plans just by being in the area. I can definetly see how the 0.0 life doesnt appeal to many players.

In real life, you avoid the bad part of town if you want to keep breathing. For many, they make a trip or 2 into "the bad part of town" in this game and learn quickly that they shouldn't go back. There is a lot of PvP type activity in highsec and even more "social interaction" but it's far different than lowsec and nullsec.
The game isn't about fighting. It's victims and victimizers with few "enjoying" being victims. So many sit in highsec and even if they made lowsec and nullsec 10x the income, you'd still find a huge community that wouldn't leave highsec because they LEARNED they cannot survive in the more dangerous regions. A PvE fitted ship is a victim to a PvP fitted ship so they've been taught well not to go there by the residents.
PS: If you want "raw PvP" without consequences, go play WoW. Where a game has consequences for losing, you have to recover from your losses and that isn't accomplished doing more PvP -- it's from doing PvE in this game -- thus "mission running alts", "mining alts", "production alts", etc... etc... etc... probably 1/4th of your "highsec huggers" are alts to low/nullsec folks trying to make some ISK to *AFFORD* to PvP and if those costs were reduced, there'd be a hell of a hue & cry about "gimping out" PvP.

Lets imagine that most EvE players aren't as stupid as the anti-L4 whiners, and consider the natural effect of highSec L4's paying better than the lowSec equivalent of a McJob, ratting (currently bid at 20-30 million ISK per hour).
Stupid: keep ratting in 0.0. Smart: ride your jumpClone to highSec now and again; do L4 missions; profit.
It isn't the ISK/hour that keeps people out of lowSec and 0.0. It's the players. If the people there want more company (peers, not victims), *they* need to work on making the areas attractive. If you're happy with the status quo (as the collective actions of the inhabitants of lowSec and noSec would suggest), then keep it up. But please stop whining about the consequences of your successful campaigns to keep other players out.
This nonsense about L4 missions? Perhaps it's from gankers looking for helpless victims in lowSec, now that rookies learn better in rookie help? Or maybe, to paraphrase an old adage: If the choices are a plot or stupidity, go for stupidity - that is, they haven't considered the option of doing L4's in highSec themselves /lol.
To reiterate: it's not ISK/hour that keeps people in highSec. Some of the people who live in highSec would like to move on - but lowSec and/or noSec don't look to be enough fun to justify the hassles and the amount of frog-kissing required to get there.

There's a difference between solo gameplay being an option in a PVP MMO and being THE option. Right now it's THE option because it pays way too much for the effort/risk involved. Lower payout or increase risk/effort to make it less desirable so people can actually have a choice of doing something else that's equally worth it.
Right now that's not the case, I don't understand how once could see this any differently unless one's in denial on purpose or being biased.

Whats stopping you from ganking a mission runner? Oh, sounds like you care about your security status to much to try tanking it down to -10. Everytime I see some brag post about destroying a faction BS fitted poorly that took 15 minutes to kill in an AF and the pirate had to get aggro, then wait for the idiot to fire on him....I want to /wrist myself with a spork because you all think it was special. Guess what, your still a damn carebear if your ship isn't popped by CONCORD in highsec and there was no wardec. What happened to non-consenting PVP? Oh right, you all care about you T2 insured ships (or disposable cheapskate T1 gank ships)and security status just as much the mission runner. Welcome to Carebear PEVE online. I hate it when others think "I am doing it wrong" because I have no interest in Countstriking down tens of thousands of hitpoint buffers in a Lagfest Blob, AFKing a POS with amarr ships or that I should enjoy being yelled at by an FC because I screwed up when I can do that in RL.
