Simple idea, to get access to what is the current local channel you need to have a tcu in system. For simplicity of coding assume local functions for all sides once enabled.
If a tcu is not present use local as currently employed in wormholes.
Might make it worth claiming a system you otherwise might not bother with to expand access to intel.
apologies if this has been suggested before, either my searchfu is weak or it never showed up before

but if the TCU is anchored local is visible for all again. otherwise it would be too much intel for the sov holders.

well what i meant was that if theres a TCU anchored in system local works as it does now, visible to both sides, if theres no tcu then local works as it does in worm holes, so theres not really any more advantage to the sov holders for having the channel active in their space than they get currently for nothing.

With what your saying it makes more sense to me to say that local should only be visable to the alliance that set up the tcu and maybe a feature that lets them give other corps/allianes the same privlage, not to anyone else.
Reason i say this is you making the tcu a inteligence beacon that monitors local. Since the alliance is the one paying for it, they should decide how to administer that local channel.

no. as it would be totally unbalanced. so they see "new people in local" dock up, warp to pos, cloak. so 0.0 roaming gangs would get no chance of fighting except for ganking the idiot who didnt watch local.
so either both sides get it, or we leave the idea out.

I wouldnt consider it unbalanced do to your paying for the intel. But personally i think local should stay the same.

TCU is a CONCORD unit isnt it? Then it all makes sense that it also serves as a communicational device as well.

Nobody round here is offering the second one therefore your choices are limited! |

If what you mean is that the owners of the TCU will become the owners of the local chat can moderate it by standings etc. then I vote a whooping yes. This will make the lives of aggressors a bit harder, but when it comes down to taking down a system then it's not that much of a bother.
The very up side of this is the elimination of ninja and macro ratters from claimed systems. It will shove them to either uncontested space or to NPC 0.0.

As a complimentary idea I suggest that aggressors can anchor a hacking module near a TCU which will override the owners moderation till the TCU can be removed and another can be anchored. This module will always be vulnerable and can be taken out at any time.

all i can say ... 0.0 carebear best carebear.
not everyone who comes into your system wants to rat or take your sovereignty. so you want to discourage roaming gangs so badly because you still get free intel from local while the others have to scan down everything to see if there is something?
how much risk would be left in 0.0 afterwards? dying to rats? being stupid enough to warp into a bubble camp maybe? there should be more pvp left in nullsec than just sov war blobbing until nodes die (hi 49-!).

I support the complete transition of local to w-space mode in 0.0
I'll support this one because it's a step in the right direction.
I agree with the comments that this change should affect everyone equally, granting local access only to the sov holders is a horribly unbalanced idea.

Just search the forums a bit for recent threads why delayed or removed or whatever local is a bad idea. That is, if you look past the usually loud roaming gankers looking for targets.

I wouldn't know, I haven't seen them reply in 'Remove local plz ktnxbye signed, roaming ganker'-threads, and I'm not really following what CSM is doing either. If you have some links where they're stating so I'd like to read up :)
And for all I care make a second 'local' window but remove the text fields, presto, intel tool that's not a chat window.
I'm not opposed to removing the intel from the chat-window per se, I'm very much opposed to remove the intel from the game at large, as it would make surviving 0.0 very difficult for NRDS entities who thrive and develop their space thanks to the masses coming there. Removing the intel will make thriving NRDS space like shooting fish in a barrel... for a few days. After that everyone packs up and leaves for Motsu (the smart ones however have read the patchnotes and leave before patchday).
If I wanted to be in W-space, I'd go there (in fact, I've been there a month or two). Don't turn 0.0 into W-space with stable wormholes please.

With this system in place it would only be when they started moving through the systems with TCUs active that the defenders would have much of an idea how many may be ready to attack.
Even then, they may only see one wing or squad, an advance recon team. Would this not work a little way towards promoting the use of the small gangs that were proposed by CCP when they put the ideas behind Dominion forward. They could be used more effectively to make the defenders jumpy and think that a larger fleet is on the way. ------------------------------------------------ You either need a punch up the throat or a good shag.

CCP has said that they will not be changing local in 0.0 until they can come up with an equally effective intel collection tool to replace it.
Anyways, this is a neat idea, although it might be neat to give it as an option for the TCU owner to turn local delayed or not for those alliances that prefer it one way or another.
