For physical goods your argument holds some weight but when talking about a non-tangible service it begins to falter. When the local telco screws up their routing table and my T1 is down for a day you can bet your ass that they are going to discount my bill a proportionate amount. When the ASP model EMR we use at work goes down, you can bet that the vendor is going to comp me for the time that we were down.
I'm not playing devil's advocate 'cause I'm a CCP fanboi, just merely pointing out the fact that you are trying to compare apples and chairs.

Well I personaly have troubles with keeping my own time. Damn UTC/EVE time screws me over in that lil box.. Makin me think its AEDT.. :) Maybe they are taking a punt.. BIG SWING NO DING!

As per your post you can see that the UTC that Eve follows is still only 17:00 as I'm writing my reply. Still half an hour to go unless the downtime is extended further.

YES, you pay for EVE - YES, sometimes it gets broken and needs fixed, YES you'll still pay your monthly payment(s) because THAT'S LIFE. Now, granted, you might never make it out of mommy and daddy's basement (or attic, for those of you more worthless than others) and come to know this real life I speak of, but trust me - it's out there, it's real, and the only difference between EVE and, oh, I dunno, Wells Fargo, is that HERE, on THESE forums, SOMEONE might actually respond to you.

Wo... Wait..... Not saying ppl shouldn't stop crying about refunds and crap BUT.... Well your car/house is a contract for a bank/lender to loan you money to buy your car or house... EVE is a monthly service... So the two are very different, your house and car loans are contracts between you and the lender on the money you had them spend on the item not the item itself. What EVE can be better compared to is going to a GoKart track and paying to run for 30 minutes but after you pay you have to wait 10-15 minutes for them to fix some of the carts on your time before you can race so you only get 15-20 minutes of race time when you paid for 30.

Am I honestly seeing complaints about extended downtime???
The problem that seems to be arising here is the fact that someone is complaining about the length of downtime being extended by an hour, big woop
Considering the servers have been down ALL DAY does it really matter if it down for another hour??? We play EVE for what 2,3, 4 or maybe 12hrs a day and we pay a subscription fee for that 30 Days Period. But if someone is honestly sitting there and actually putting forth a request for a partial refund, then there is indeed something quite wrong with the system
If that we even possible then the only thing that would suffice in Downtime would be to casually reset the servers every week. But if people in EVE want an ever expanding and evolving game play then regular downtime of 30mins and the occasional multiple hour downtime is necessary.
And one last point, regardless of how many hours the servers are down for, I applaud CCP for their amazing eye to details with EVE. The game is graphically stunning for its genre of game, and considering the SMALL amount of Subscription asked for by CCP, any complaints for anyone about length of downtime is just down right stupid and idiotic.

For those new players who joined since the last major update, I feel your pain.
For the rest of you: why so surprised? This *always* happens. Add four hours to their estimate and go with that. Why CCP doesn't under-promise and over-deliver, I don't know, but these major updates are a necessary inconvenince to keep the game up-to-date, stable, and growing.
I miss playing, too, but I just plan other things on a major update. I am in PST anyway, so the bulk of these things are done by the time I get home, but I like to play a few hours of EVE before work, too...

I just opened even and it asked me to update and worked fine.
