TL;DR - Ditch Caldari kinetic-specific damage bonuses.
Caldari is continually the only race still relegated to kinetic-specific missile damage bonuses for many of its hulls. This is not the case for any other race, who typically receive generic damage bonuses that apply to any type. With few exceptions, Caldari ships don't even rank in the Top 10 picks for any specific hull size or category. So this is a simple and straightforward petition:

Actually, only the minmatar get a bonus to all types of damage.
Amarr only get em/thermal bonuses, gallente only get kin/therm. Yes, they both get drones, but you're either using thermal for nearly everything pve, or getting laughed at for using a drone carrier in pvp. |

So...the vast majority of caldari hulls should have true damage type selection with no drawbacks whatsoever, wheras the only other race that can come close is minmatarr using faction ammo...(You do know that T2 projectile ammo is all explosive/kinetic, right? And drones can be shot down fairly easily...) And the reason for this is...? |

I'm not coming up with a rpoposal though, that's not what this thread is about. It's about the discussion of YOUR proposal, so coming back with 'Well you say somethign better then' is kind of worthless.
Caldari hulls have drones, and they have gunboats too. And drones, outside of sentries, kind of suck in PVP anyway.
T2 ammo has it's niche, and if rage missiles were available in all flavours on all caldari hulls, guess what kind of ammo would get used in them in PVP?
Hell, you can already use any damage type in a caldari missile hull, you just don't get the bonus. Gallente and Amarr are locked on EM/Therm, they cannot do another damage type with thier guns.
If you want the damage type restriction removed, either propose buffs to the other guys to make up for it, or propose a different drawback. |

Things like Amarr and Gallente have no damage type bonus because they're perma-locked in those ranges. They get the flat 'turret rate of fire/damage' bonuses because we already know what they're gonna do. Tons of EM for amarr (with some thermal) and Thermal for Gallente (with some kinetic). While most ammo in Projectile is rather all over the place, the T2 ammo is all distinctly explosive heavy.
Giving Caldari general damage bonuses on such a wide scale is just an across-the-board buff.
Gee, and I thought people were supposed cry over when things get more generalized and made the same. But anytime the Caldari damage bonuses come up, people chime for homogenization, giving up the racial flavors. Nerf stabs/cloaks in FW? No, just.. -Fit more points -Fit faction points -Bring a friend or two with points (an alt is fine too) |

Specifically, the Vengeance, Malediction, Heretic, Sacrilege, Legion (with Assault Optimization), and Damnation all primarily use and receive bonuses to missile damage. In addition, the Magnate, Anathema, Dragoon, Arbitrator, Curse, Prophecy, and Armageddon all have at least as many launcher hardpoints as turrets, and receive no specific bonuses to any turrets (and all of them except the Magnate and Anathema instead receive bonuses to drones). I'm intentionally excluding the Purifier, as it's obviously irrelevant.
That's a fair amount of missile-oriented ships, and not a single one of them has an EM focus (the Purifier being the only Amarr ship that has an EM exclusive bonus). Minmatar are the same way, the only ship of theirs that has an explosive-specific launcher bonus is the Hound.
So yes, every single race has a secondary option for weapon systems that allow omni damage types on a fair number of their hulls. Minmatar have that innately with faction ammo on projectiles, as well as their non-typed missile bonuses. Gallente have drones. Amarr have missiles and drones. Caldari...have hybrids, which allow thermal in addition to their base kinetic, that's it.
Basically, it just flat makes sense to remove the restriction to kinetic damage. |

I would point out the fact that one of the main features of missile weapon systems is being able to select damage type, along with a myriad of other pros & cons.I agree that it does seem kind of redundant to give a faction such a flexible weapon, but then limit them to a single damage type.
Missiles in general are not where they should be; capital missiles are a joke, light missiles are a bit OP, heavy missiles have no damage application (or damage at all for that matter), and people are conflicted on torps and cruise.

Bear in mind that the missile ships which are not restricted by damage type tend to have less launchers than their Caldari missile-boat counterparts (the idea is that they deal less damage overall, but can target the resistance hole).
Honestly though... this isn't going to happen. - CCP is big on "racial flavor" - Outside of drones (which is a moot argument for a number of reasons*) 3 out of the 4 races are pretty much locked into a certain damage dealing profile unless they are willing to give up raw DPS numbers to compensate (which the Minmatar do overall as projectile weapons operate primarily in falloff range... which means they are always dealing less than their "on-paper" damage).
*The drone argument is silly because... - all ships larger than cruisers can use them to varying degrees (so at that level and above everyone has the same options). - outside of sentry drones, you ALWAYS use Minmatar drones and/or Gallente drones (for speed/tracking and damage respectively). No ifs, ands, or buts. Using Caldari or Amarr drones is just sub-par in every respect. Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective. |

Which is precisely why I tend to favor what they started to do with a couple Caldari hulls: large bonus to kinetic missile damage, half that bonus to all other types. Still lose damage by going non-racial damage type, but it's not nearly as severe as it currently is.
That said, there's a stiff difference between being able to field 2-4 light drones, and being able to field an entire flight of mediums (or 3-5 sentries). Caldari ships tend toward the former, Amarr and Gallente towards the latter, as drones are their secondary "weapon system". The Prophecy, for example, can field 3 sentries or a full flight of medium drones. The Myrmidon can field 4 sentries, or a flight of mediums (or 4 heavy drones, if any actually ever uses those). The Drake, on the other hand, can field a maximum of 5 light drones, 2 medium drones, or a single sentry drone.
Similar on the other of the pair for BCs. Harbinger can field 50 Mb/s. Brutix is 50. Ferox is 25. Even the Hurricane and Cyclone can field more (30 and 50, respectively).
Caldari have without a doubt least options when it comes to drones, and yet have arguably the most crippling of damage restrictions (predominantly Kinetic, some thermal mixed in for their limited hybrid boats). Amarr has EM/Thermal primary, large drone bandwidth secondary (and the drone bays to back that), and any tertiary on their limited missile boats. Gallente has Kinetic/Thermal primary, large drone bandwidth secondary (even larger than Amarr, on average), and no real tertiary. Minmatar have any on their primary, any on their secondary, and moderate drone coverage.
Giving Caldari more options on their primary makes sense. They are very easily the most type-locked of the races, even if you take into account the usual preference for Minmatar and Gallente drones (though changing drones types is a lot less crippling, in general, for a drone boat than changing missile damage types is for a Caldari missile hull). |

Take every damage bonus on every ship. Replace it with a damage bonus only to racial damage type.
Congratulations Minnes, you can select different damage profile ammo, but you only get a bonus to the explosive component.
Amarrians, you do extra EM damage (great, huh).
Gallente-people, + therm. (so much for warrior IIs)
I'd be perfectly happy with Caldari missile boats only getting + racial damage as long as everyone agrees that the balancing theory behind it is sound enough to apply it to every weapon system (drones included)... |

Do the math, and figure out how many EFFECTIVE TURRETS/LAUNCHERS a hull class has.
The Drake, with six launchers, and a 50% bonus, equals NINE effective turrets.

Sorry have you even looked at the stats of your ships? You either have no idea what are you talking about are you are deliberately requesting an undeserved buff, while offering no penalties.
1) Caldarii ships can fire all missiles not only kinetic. With resist hole on some ships it's much better than a bonus damage. Both amarr and gallente don't have that luxury.
2) Compared to other missile ships (amarr) caldari get much better bonuses to their damage. Moreover T2 ships who have 2 dmg bonuses get one bonus to ALL dmg types, and the other specifically to kinetic. Legion with HAMs gets +10% dmg to all missiles, while tengu gets +5% dmg to all types AND +7,5% RoF to kinetic. Not only your kinetic dmg is insane, but you also get decent dmg to other dmg types.
3) If what you say should be even considered you should at least offer some kind of penalty for that buff.
Bottom line the problem is that missiles suck at the moment but that is a different problem. For me, even though I fly caldari a lot the OP is rubbish. Massive kinetic bonuses + ability to use unbounded other dmg types is a nice trade off and should stick with caldari. Fix missiles instead.

The issue at hand is that all turrets do (at least) two types of damage, while missiles, regardless of size or type, always do only one type of damage. This allows greater flexibility but then you limit that flexibility by giving bonus only to kinetic missile damage. This makes Minmatar missile boats superior to Caldari missile boats in a a number of situations. Basicaly you are right but form an amarr pilot perspective: most pvp is done with armour not shield. Every T1 ship has EM resist as it's best. Some T2 ships have sick EM resists (loki) altough some have nice EM weaknes (bot not a large hole). Despite lasers being the worst weapon system in terms of going through resists I still like them very much. So don't cry missile boy.

That is not true in all types of PVP. In msot of the PVP i take part shields are the main defense system. The smaller the gang the more likjely it wil be shield tanked. A maxed trained cal pilot in a hull getting a 5% per level kin bonus does 6.5% more dps when using optimal ammo ( ammo switching to most damaging type in each case ) than a level 1 pilot
This compared to 25% for straight damage bonuses , 37.5% for rof and 50% for most drones
Lasers and blasters get muchg greater raw dps to compensate for lack of damage type switching.

Blanket changes like this are almost always bad ideas. They typically result in unjustified boosts to ships that are already good enough while not fixing the ships that actually need help. The classic example was the 2009 projectile ammo changes; here, the change would do nothing to make the Phoenix useful while making many of the frigates rather too good.

HAM drake can push out the same DPS from launchers only as cyclone is able to with launchers + 5 hammerhead IIs. Drake also has lot more EHP than any cyclone can get. Cyclone has advantage when active tanked.
Cyclone is in no way a bad ship, it is in fact my favorite BC at the moment. but drake doesnt need the buff OP wants.
edit. Think about the ships that already get used, what would you change on them to keep them becoming overpowered? |

Effectiveness of a kin bonus at 5% per level is 1.6% raw damage no matter how good or bad the hull is.
If you do the raw math assuming all missile types are equally important then pilot at lvl 5 has the folowing boosts over an untrained pilot.
25% kin 0% em 0% therm 0% exp
add them up and divide to get the average
( 25 + 0 + 0 + 0 ) / 4
= 6.25% boost at level 5 or 1.25% per level.
Thats a bit pesermistic though , often kinetic is the second best ammo and better to shoot once bonused than the best ammo. Taking that into account and the prevelance of holes in each resist type the number comes out at 1.6% per level not 1.25%
If you still don't understand consider this example.
unbonused pilot shooting at an ishtar.
lets assume the ishtar has the following resist profile 50% em 60% therm 85% kin 50% exp
unbonused pilot in a hull not bonused for firing missiles does depending on missile choice.
50% em damage 40% thermal damage 15% kin damage 50% exp damage
best choice is em/exp and unbonused pilot does 50% of there raw dps in damage.
Cerb Pilot does
50% em damage 40% thermal damage 18.75% kin damage ( 1.25 x 15% ) 50% exp damage
best choice is em/exp and Cerb pilot does 50% of there raw dps in damage.
Both example have same attenuation due to target speed and sig.
In this case the cerb 5% kin bonus results in 0.00% more dps i.e. completely worthless.
This is a worst case scenario and sometime kin bonus will be fine and sometime it will be only partially effective. Averaged out over targets the effectivness of a max trained 5% kin bonus is 8% more dps.
So looking at the boosts for training done.
kin bonus pilots get 8% more dps damage bonus pilots get 25% more dps rof bonus pilots get 37.5% more dps 10% damage bonus pilots get 50% more dps
10% kin per level bonuses are of course much better and are probably about as effective as 5% per level damage. I have not run through typical resist profiles at 10% though so that is a bit of a guess. |

Compare the missile dps of drake and cyclone! Compare missile damage of caracal and bellicose.
They keep all damage profile while havign a muhc LOWER max dps. Khanid ttraining os no moer intensive than training on any other t2 hulls including cal t2 with the bad bonuses.
TP's bonuses all missiles the same amount irrespective of any hull bonus. TP's are not a variable either.
Given Cal only get one bonused ammo lets give Gal one bonused ammo. Hmmm Gal only get tracking bonuses when using iron ammo .

You are mixing guns and drones. That completely negates your argument about beign able to deliver pure damage type. Not to forget range and the fact aht the turrets and droens will not bennefit from the damage mods that will be for missiles.

After the last patch, when they got rid of the "X amount of hull damage = destroyed target" coding, missile-boat pilots were complaining that it altered their shot count, that some targets took an extra salvo to kill.
Think about that for a moment; missile damage is so consistent that pilots are able to determine precisely how many shots it takes to kill a target, and develop a shot pattern/pace for optimal ammo usage.
Drone pilots can't do that. Turret pilots can't do that. Pilots with bonuses to both can't do that. Turret and drone damage are nowhere near as consistent as missile damage.
PLUS, you get to select optimal damage type, although, having flown a Drake in Level 3 missions, you don't need to. It's damage bonus is so big, it simply clobbers every rat it comes across. PVP is a different story, I understand, but this is a way to make a consistent comparison.
So, trying to complain about turrets being buffed (which, in all honesty, they desperately needed) in a thread about (some) Caldari hulls being bonused for a single damage type is, at best, completely misunderstanding turret, and, to a lesser extent, drone, dynamics. |

You choose the ships. I'm sorry if the results were not what you were expecting.
Clone has more base damage potential than a drake even if the drake had 10% bonues to all missile types.
Thats fairly damning evidence in favour of the post imo.
I'd really love cal ship to get decent bonuses I might start flying them again until then I'll stick with the insane amounts of applied damage I seem to get from Gal/Mini |

Drake does not have 9 effective launchers. That was a hypertheitcial what if number base on a 10% damage bonus.
ALso what happened to drone and gun damage in that analysis ?

No one tried to do a full comparision of guns v missiles We just added up effective damage dealers on the high slots.
The resaon to quote effective damage dealers is because a full analysis of target profiles / attack postures / cap / speed / resists / trasnversal of all possible targets at all possible ranges is a task thats immposible and is what would be required to get to a dps number.

All ammo's you can fire from lasers/hybrids/proj and drones are bonused.
People who take a simplistic approach to the maths often miss the point that missile users switch ammo. How do you campare bonuses that boost eveything in all situatiosn to bonuses that only boost in certain situations ?
The simple approach is to take an average. A more accurate approch means considering all target types and working out.
best damage after bonus / best damage before bonus
Example.
working out the increase in damage that a 10% kin bonus grants.
Shooting a fitted ship with
40% em 50% therm 55% kin 60% exp
at lvl 0 firing em is preferable you get 60% of base damage of launchers.
at lvl 5 firing kin is preferable you get 67.5% of base damage of launchers.
Thats a 12.5% increase in damage done for 5 levels of training.
In this example the 10%kin bonus yielded equivelnt increase in damage as a 2.5% damage bonus.
This is not hard to understand.

Sometimes its good somwtime its bad. Work out the average , if you want to understand the effectiveness in overall terms. Thats what the numebrs are for.

I always start from the point that all races training should be of equal value to the player.

the truth is, u were trying to say that the kinetic only bonus is only 25% effective because its only one of four damage types, and at the same time u were trying to say that turret bonuses were 100% effective, despite also being limited in damage types.
u are either very dimb, or are deliberately being inconsistent with a biased intent of making the caldari missile bonus look worse than it really is so it gets a buff. And the problem with this so blatent bias, is anyone who has a genuine argument for buffing missiles will be associated with u, and by being associated with u, will look dimb/disingenuous and like a whiner. u'd sooner get ur missile buff by shutting up and letting ppl with genuine gripes do the talking.
and if u want to talk about the overall effectiveness of a weapon system and the ships attached to it, then u must truly look at the weapons overall, including the average (cause u love averages) range at which fights are conducted at; what average speeds and transversal each ship has; average cap consumption for weapons; average reload times; optimal vs falloff; and so on and so on.
so how do u plan to discount the effective turrets for lasers because of their large cap consumption and their terrible damage against armour?
and shouldnt AC's be discounted because they always fight in fall off and almost inherently have a lower dps ontop of their already low dps.

not at all. i merely stated that if the drake's 25mb is to be taken as one effective weapon (as dav would have u believe) then the cyclones 50mb drone bay does not infact equate to two effective weapons (as he stated). it is 1.5 at best.
Really its neither 2 or 1.5, as comparing weapons and drones in this way is far too simplistic. if even for the simple fact that 5 small hobs gets u 100dps. far more than any single medium turret before hull bonuses are applied.

I'd agree that the kin only bonus is a little less useful (in general of course, with the right resist hole it can be great) than the flat damage bonuses that the other races get.
A change like this however should not be a straight conversion, CCP would have to decrease the bonus a little to compensate for the increased usability i.e. 7.5% bonus -> 5% bonus |

1) Amarr missile boats generally have much smaller signatures than Caldari missile boats because of how shield tanking works.
2) Minmatar missile boats are massively faster and have much smaller signatures. This is not a minor advantage.
3) Such a change to Caldari damage bonuses would not increase their max power level, but would instead give them flexibility (of which they have none presently).
4) And yes it's more than just weapon systems that make Caldari the red-headed step child of EVE PVP.
5) If CCP wants to buff crap missile boats of other races I'm all for it. The Cyclone certainly needs it for instance. |

Just for the sake of argument, let's say that CCP decides to do away with the kinetic bonus (which, in all honesty, I don't see a need for - you're shooting into a resistance hole of one size or another for almost every hull in the game - it's not as if your primary damage is awesome against shields, but crap against armor - like Amarr have it).
What would they replace it with? How would they compensate? What would make you happy?
5% damage bonus? That would give the Drake 7.5 effective launchers for all damage types, plus a full flight of light drones.
I'm not sure how that works out in actual gameplay, but that seems a bit OP in comparison to the other missile boats.
And an ROF bonus? On six launchers? Not going to happen. Even if they take away the drone bay. Too OP. |

it would appear that the OP is dead set in his belife that EVERY other race can choose a specific damage type for a situation...
he completely forgets that: gallente: the only variance they get is damage projection, all of the hybrid charges are kin/thurm, they just have different optimal/HP damage profiles. have a 5 second reload time.
amarr: crystals only do em/thurm, they can also change crystal type for different ranges, they have a 0 sec reload time (T2/faction crystals take damage apon use and dont stack there after
minmatar: they have a T1 ammo type for every damage type, T2 ammos are locked to Exp/kin. the big bonus of this amo type is operational range dictation throught the use of the guns potimal/falloff and charge modifires, the ammo takes 10 seconds to reload.
caldary (missile platforms) there is a T1 missile for every damage type, there is a T2 missile for every damage type, the ammo takes 10 seconds to reload (40 seconds for rapid launcher types)
a caldari pilot using a missile platform can carry 4 types of ammo to dictate what damage type he wants to use, the downside of this is that if he wants to get the most out of his hull in any given situation then scurge missiles are the way forward, however if he is fighting a ship that is tanked for thurmal damage (and has a glaring EM hole) he is able to switch ammo and do searious damage to the enemy utalising EM missiles and the lack of resistance the enemy has, in the end the caldari pilot is going to be doing about the same damage in EM as he would be doing in THURMAL (give or take a few HP damage)
if you want the caldary to lose this bonus then i propose the following:
removal of all T2 missile types. removal of thermal & kinetic missile types
introduce the following:
T1 missile with EXP/EM damage type with 4 variations: -ranged missile increased flight time , larger explosion radious -precision missile smaller explosion radious, short flight time -fast missile fast flight speed , reduced flight time , increased explosion velocity -standard missiles (ones we have now)
T2 close range missile systmes missiles with EXP/THU damage: 2 varients (assuming launcher is of medium size) -pinpoint missile, shorter (about 30km with max skills before hull modifires) same damage as current T2 missiles with improved explosion radious -fury improved range (about 75km with max skills before hull modifires) same damage as current T2 missiles with improved explosion velocity
T2 long range missile systems missileswith EM/KIN damage : 2 variants (assuming launcher is of medium size) -javalin missile, greatly improved flight time/speed , standard T2 damage profile. larger explosion radious -bolt missile, greatly reduced flight time , greatly improved speed , less damage than standard T2 missile, better explosion velocity/radious (this missile should fly real fast say covering 50odd KM in 3-5 seconds)
remove the bonuses to scurge missiles form all caldari hulls and give them various bonuses like -fitting/damage -explosion radious/velocity buffs -ROF & speed -Flight time & damage
with tweeks to all existing missile platforms (not just caldari) these new missiles and bonuses would introduce some new fleet doctrins and general fits. "COULD put the caldary back in the fight so to speek
i have not noted drones in this post as i personly belive that they are a different issue altogether, and as far as i am aware most of the hulls in eve have some kind of drone capability.

Harbinger and Prophecy are faster than a Drake. Apocalypse is faster than either Scorpion. Vengeance and Hawk are the same speed.
Overall Amarr and Caldari are roughly on par speed-wise and the speed/agility loss of armor plates and armor rigs is nothing compared to the sig bloom of shield extenders and shield rigs. |

What I take from those numbers is that the Drake needs a 5% bonus to non-kinetic damage, the Ferox needs another turret hardpoint, and the Cyclone needs a 10% ROF bonus per level.

Quite. And, similarly, giving the Phoenix omni-damage would not make it useful by itself.
This line of thinking leads to the logical conclusion that the choice between omni-damage and kinetic is simply a balancing tool, to be decided for individual ships as appropriate. Personally, I quite like the variation and game heterogeneity that a mix of ships with kinetic and omni gives, but I wouldn't let it get the way of balanced ships. After all, there's no variability in practice if a ship isn't being used (lol Phoenix).
So which ships is it justified on? I think we can exclude the frigates straight away. On the medium scale, it could be the Drake, Tengu, Navy Osprey and Cerb, but IMO these will be fine after HMLs are fixed and something is done to RLMLs to make them less unfun and needlessly frustrating. The Onyx also has a kinetic bonus, but it hardly matters there.
So what does that actually leave? None of the battleships have a kinetic bonus, so only the Phoenix - which needs a whole lot more help than a simple omni-damage bonus!
Askign for the kinetic bonus to be changed to omni obscures the real problems of the Phoenix being worthless, HML being horrible and Rapids being deeply aggravating and frustrating and simply not much fun to use.  |

Of course each hull would need to be assessed and tested independently, so I probably should've said most rather than all. Quite. And, similarly, giving the Phoenix omni-damage would not make it useful by itself. This line of thinking leads to the logical conclusion that the choice between omni-damage and kinetic is simply a balancing tool, to be decided for individual ships as appropriate. Personally, I quite like the variation and game heterogeneity that a mix of ships with kinetic and omni gives, but I wouldn't let it get the way of balanced ships. After all, there's no variability in practice if a ship isn't being used (lol Phoenix). So which ships is it justified on? I think we can exclude the frigates straight away. On the medium scale, it could be the Drake, Tengu, Navy Osprey and Cerb, but IMO these will be fine after HMLs are fixed and something is done to RLMLs to make them less unfun and needlessly frustrating. The Onyx also has a kinetic bonus, but it hardly matters there. So what does that actually leave? None of the battleships have a kinetic bonus, so only the Phoenix - which needs a whole lot more help than a simple omni-damage bonus! Askign for the kinetic bonus to be changed to omni obscures the real problems of the Phoenix being worthless, HML being horrible and Rapids being deeply aggravating and frustrating and simply not much fun to use. 
I definitely agree that the deeper underlying issues with missiles need to be addressed first, but I do feel that tying a race so heavily to one damage type is a bad idea. And really, we are always told how great selectable damage is for missile boats, but with kinetic-bonused hulls it doesn't really feel that great whenever you face a high kinetic resist enemy. It feels like you are choosing between two gimped options that are likely going to get you killed. |

i guess the real question is, WHICH ships does the OP want changed? because honestly, the only Caldari ship I can think of that gets a lot of use and is tied to the kinetic bonus is the Drake - and to be honest, that ship OBVIOUSLY has other benefits if it is to be flown so much (insane tech-1 passive tank) that make up for this restriction. Other basic caldari missile boats (Kestrel, Caracal, Raven) are NOT tied to kinetic damage... also, since some of the balance of the last few years, Caldari's turret platforms are not near as pathetic as they once were, meaning MOST decent caldari ships are either Omni missile, or Therm/Kin Hybrid. |
