Yep, i guess it was expected. The old explosion radius was 150 and now its 200. Base damage was 300 and now its 260.
Really big blaster changes though. The capacitor need of blasters has been reduced by 30% and the CPU need has been reduced by 15%. Hope this remains balanced.

Surprising how many people are prepared to assume the worst, complain about it noisily and then go suddenly quiet when at least some of their concerns (carriers are broken/no patch til september/drones are bugged) are addressed.

Making changes is easy ... it is testing for balance impacts that is hard :) So it is all about prioritization. The changes in this patch were more global. The change you want is time spent for a focused change on a single ship.
Not to say it is not important but the other changes positively effect a greater number of people.

Most of the info is in ships&modules forum for weeks, also most of the balance stuff wont go into this patch cause CCP wont do any coding for us atm (reason for some of the china rants).

I think it's reasonably safe to assume that the balance stuff listed in the patch notes will go in... and yes, I'm aware that the nature of the changes has been known for a while, but the assumption has been made more than once that they'd been pushed back to Kali in September rather than going out this month. Totally unjustified, as it happens, but it was fuel for flames for a while. It'd just be nice to think that someone, somewhere has taken note of this and had it occur to them that, just maybe, assuming the worst isn't always entirely fair.

What you see in the patch notes is whats going in, whats not going in is changes to ships.
You can confirm this by actually reading tux's orginal post again in ships & modules, he makes it quite clear whats going in and whats not. ----------------

Nice to see that somewhere between the test patch 3906 and 3908 they actually got the local and corp channels to display.. at all (a problem I believe that was experienced on TQ for a short time as well) as to the other chat and IGB fixes, I've never actually worked out a reliable way of getting the bugs to show for these, but hopefully those that have, have been able to test this on Sisi (although as has been stated in this thread already, this was listed in the previous patch notes, and I do believe it has appeared in other patch notes aswell). That said, I've not actually been on Sisi recently, although I did hop on their briefly the other day... shortly thereafter sisi went down for some other reason so I didn't get much tested and there were some ubertossers killing everyone even though it's against sisi rules to do so without consent from both parties, and no one could tell the prats cos chat was MIA. Needless to say, if I logged in and chat was still gone it was pointless undocking cos no testing could get done.

My point is not that everyone knew this patch was coming. Nobody did, because we hadn't been told. No, my point is that, in light of this lack of information, simply assuming the worst and claiming that the fixes won't show until September turns out to have been, on top of being unreasonable, actually just flat-out wrong, and thus an unjustified assertion.
Again, my hope is that one person, just one person, will actually think about this and think "hmm... we assumed the worst-case scenario, and it turns out that it was completely unfounded... maybe next time I'll be a little less strident in proclaiming the end of the world". What I suspect will actually happen is that everyone will say "hmm... we assumed the worst-case scenario, and it turns out that it was completely unfounded... well, good, but it's still obviously the case that everything else CCP haven't told us the full details of will turn out in the worst possible way unless we shout about it unrelentingly until we're proved wrong again at which point we'll have to find something else to complain about". The scientific process suggests that you make predictions, you see how they turn out and then you modify future predictions based on these results, rather than ignoring them and continue with your original assumptions. Hint: science works.

You want to nerf Preemptive Whining? But its my favorite trick in the book! 
Seriously, nobody will have to assume anything if there is information available. Most of the discussions last week was about the total radio silence. Also alot of people expected Kali because the latest information said it would come. When it turned out that peoples fears came true (kali delayed and split up in 3 parts), it resulted in alot of negative feelings. Hence the 10 page long sticky with rabble rabble rabble. 
I mean, sure, people could try to not assume the worst case scenario, but ccp could also try to give us more information so we wont have to assume anything.

Oh sure, work needs to be done on both sides, and even given E3 constraints and the fact that they've been working flat-out on both hardware upgrades and actually sorting Kali, CCP could've said more than they have. With any luck both parties will learn from this. That said, CCP not saying so much doesn't detract from my playing experience as much as Muffy-clones do :P

It definatly make sa difference. Fight a curse once and you will know why. With this fix the cannons wont go offline wich is definatly good for projo users.

Precision missile nerf wont be enough till theyre identical to Tech 1 Missiles . With other words, the whole idea of making large weapon systems able to hit small targets by simply loading other charges is the wrong way to go.
These changes point in the right direction, but actually it would have been better to think about giving broken stuff a completely new role, instead of boosting/nerfing attributes.

I'd say that our CCP friends came home happy from E3 to find a riot.
Everything keeps changing - first the E3 press timetable goes, then then Dev blog timetable goes. Now we get a patch we weren't told about 24 hrs ago?
And, if they could suddenly fix this, what about all the other fixes?
We'll see.

btw, the blaster stuff is a decent start. Maybe once SISI gets back into business some testing can be done to illuminate the continuing need for more blaster tweeks including perhaps a damage bump.

I also miss a fix to the 'Drones following ship at 1500.000000001 m rather than orbiting or returning to drone bay' which is extremely annoying and has cost me a few mil in T2 drones already (May the T2 people that buy Hammerhead IIs for 1 mil roast in hell eternally!)

You can confirm this by actually reading tux's orginal post again in ships & modules, he makes it quite clear whats going in and whats not.
I know whats standing there, and I know what I wrote. Balance changes in terms of making Hawk, Typhoon, most assault frigs usefull at all.
Whats also missing for month is a fix for 50% of the recon ships and a explanation for the matari carrier bonus.

nor did i. i've used it on raven to get 5 ogres when its been available (not deliberately set up to use it, just took advantage if i was in a situation where it was possible). I kinda think thats it, because on ishkurs, it truly is horrible.
Its also the only thing to do with drones I know of which could be considered an exploit: there may be others though...

Concerning drones. I have just checked on sisi - still possible to have 5 ogres controlled on ishkur. but this is not an exploit because you have to prepare this situation by dropping the drones with a BS for example, and you can't replace drones or take them with you when warping off, which by the way makes this feature useless in 99% of situations. Skill "drones" description doesn't say anywhere that you can't control 5 heavy drones on ishkur, it only says that you can control 5 drones... And nowhere on an ishkur it is said that it can't CONTROL 5 heavies, only that it can't CARRY more than 1 heavy in the drone bay. And nowhere else it is said that you can't control 5 heavies on a frigate. Therefore please stop calling this legit feature an exploit or at least provide some arguments.

the first kali patch. changes to existing attributes are easy (i.e. increasing turret damage) while adding new ones (i.e. ship bonuses) is more complicated.
I'm racking my brains trying to work out how drones going mad is an exploit...

Don't get me wrong, I don't even know how these ships work, but are you telling me a CARRIER can now only carry 5k? I know peopel used carriers to haul massive amounts by filling up ship inside the hangars, but even a dumb guy like me realized this was possible... so why wouldn't the devs catch it? And why is it now an exploit? Sometimes I wonder if things are done for a purpose for a limited amount of time so CCP can help people in an "exploitable" way. So they get ahead of others so to speak.
I don't see how anyone could have missed this carrier tactic in development... but now its an expolit? And now, anyone who has trained for months to get to a carrier point gets hosed and stabbed in the back... only the vets and long term players were able to take advantage of a tactic that was so obvious to begin with.
I'm not saying expolits are not bad, but if this hauling tactic wasn't looked at to begin with... it must of been something they considered legit. Or, I could be all wrong and not fully understand whats going on... liek I said, I'm not that smart.

Nahh... never seen this happen and I use drones in belts and on missions, but doing something else to get your ship out of agro range while your drones are fighting works a treat... always thought it was something that was supposed to happen, but if it is indeed an exploit then no wonder drone AI is so dense normally (thought they were showing to much IQ doing what I now think the sploit might be)... I *think* it has to do with setting standings, the way drones pick targets as opposed to returning to orbit and how close you need to be for NPC's to agro. Might be wrong though.

Well there have been quite a few good suggestions in the past, for example look up the posts by Maya Rkell about adding secondary effects.
Secondary effects probably wont get added by CCP as they are too code-intensive. Still, I think missiles should follow T2 ammo in that you have one short range high damage version with high sig radius but slow speed and other drawbacks, and one extremely fast, very high sig radius version for long range anti bs and capital service.

I'm hoping that this is the first step for changing AF to what they should be like (all with 11 slots but the ishkur and 4th bonus). Problem is they've nerfed them first without doing any boosting, and they aren't overpowered as it is already.

Still tuesday. Its a shame the patch is coming so soon because now i will never know how good the precision cruise really was. Still have a weak or so left on the training for those.
But i might be better off now knowing actually... harder to miss something you havent experienced.

I still think you will be able to load up an iteron 5 to the gills and throw it in the ship maint. array. That's not an exploit or bug. What IS a bug is looking at the carrier corp hanger tab and seeing like 15000/5000....ie, like the POS hangar deal where you can "overstuff" it.
