Just make them really expensive. No more quick trips to empire to buy cheap skillbooks or making easy money two regions further south where there are more sanctums and less intruders. But still the capability for the alliance if necessary to gather decent numbers quickly to defend a strategically important resources.
So basically it should be expensive for personal use, but when alliance interests are at stake, the decision could be made by the higher-ups that the cost of jumping a fleet through is worth it.
THAT is how it should have been from the start and the same goes pretty much for every one of those shiny toys the alliances use to do unbalanced stuff. I lost a really sweet Charon one time due to his unstable internet connection. It broke my heart. The change in aggro mechanics in that situation would have granted me the kill. +1 to CCP for that... This is easy, just imagine a sphere around a gate that pulls you out warp at 15 km from the gate. Like a bubble, but obviously you can warp away from inside it. So making insta BMs would be pointless because you'd still get pulled out at 15 km from the gate.
The only problem with removing WTZ is that it would promote gate camping. |

What if stargates and stations both had local cyno jammers or presented too large a gravitational disturbance or whatever CCP wants to claim as a mechanic, and cyno fields had to be lit at other celestials or in safe spots?
