It seems Highly Variable. I'm aware of certain NPC's where BS are dropping 30-40 components. It seems to only be happenning in certain patches of space however.

Tech II is suppossed to be a bit of a boost, not an utter unimitable capability. The problem with Tech II Long Range Ammo is that it's both. Its a bit of a boost (thorium damage), AND an utter unimitable advantage (40% range over and above Iron)....

The 10/10's have so far injected 1 billion isk a day each into the EVE economy (and thats a conservative guess). So over the last year 10/10 complexes gave out 4 and a half trillion isk, and you want to ramp up the isk printing?

Complexes aren't little RP jaunts, they are income sources. You can easily prevent people from ratting in your systems and certainly from mining but the complex is deadspace and not so easy to police. Remember, we're talking about a billion isk ...
