I really don't think that these nebula should have properties which interfere with warping or ecm or any of that. Having the rats drop almost no loot, but increasing their bounties will still encourage people to farm it, but still have the pvp set...

I don't think this is a fix to the low-sec problem at all but it is a great idea. Two things. Why not have the rats drop almost no loot, but really great bounties. This way a PVP oriented setup would be more effective in the nebulae and not a rat...
