I would suggest that if you are mainly flying (and likely skilled for?) small ships then go to 0.0 No gate guns = much more fun for a frigate/cruiser pilot. You will also find more fights you just have to kinda learn to run away and evade to surv...

I have zero problems with tracking disrupters, neuts, sensor damps and ecm bursts even though there is a high likely hood that there presence will lose me a fight and cost me a ship. I wouldn't even have a problem with them if they got there range...
