Agreed,
2 seconds is way too long a delay. Since most skirmishers and scouts are in ships that warp @ 9au/s or greater, these fast warping ships cannot realistically scan for targets while in warp any longer as they will by pass by potential targets without having them on scan entirely.

It really does need to be fixed.
Scouting was already something of a difficult and thankless job. This change just makes it that much worse.
I'm sure something between 0.1-0.5 seconds would be sufficient to stop tight-looped macro's but still allow humans to use the scanner properly.
