funny thing is like 3 weeks ago this was already happening. i put in a petition for it and i got no answer. i reported that npc from missions ended up following me to the solar system hub. 85 km from the hub and in range of concord guns. man that was funny. 3 of em in space. i don't know how that works how i warped out of me mission to go back to me agent and they were still in space before i docked. i think eve has got serious problems with clearing buffers, i mean could be a simple error left in there when it was last debug, one stroke of a key is enough to create a chain reaction.

Universal Coordinated Time (abbreviated as UTC due to some stupid French version of the name being "official") is what used to be known as GMT. The name changed several years back, at the same time that some changes were made to how it was calculated.
