Old thread. Big thread. Here's my take.
This guy I'm posting from has a scarred left eye which you can barely see because of the way I used the lighting when taking the picture. This is important to mention because I want to point out that I like to put in a little personality in my characters.
That being said, I have a female alt who I decided would be a ruthless middle aged corporate manager who ignores her health and well-being in the interest of power and success. She has crow's feet, is extremely skinny, has baggy eyes, small breasts and the ass of a twelve year boy, which she hides by wearing clothing that makes her look curvy.
And guess what!
It doesn't bloody matter. She could have been Busty Mc Juggs. She could have been the star of Jillian Does Jita. Because no matter how much and how little backstory I or anyone else put into a character just for fun, no one gets to tell anyone how to create their characters.
PS: I feel that the "largest" breast size is still a very decently proportioned anatomical feature, in an age where video games brought us the Sorceress from Dragon's Crown.
I just undocked for the first time and someone challenged me to a duel. Wat do?

What if we flipped the OP's question on it's head and made the insinuation that all female players create broad shouldered, muscular male characters with chiseled features? Are they imposing their ideals of men onto their avatars?
Or what about wondering what that would mean when a male player creates such a masculine male avatar?
Or female players who create skinny avatars with big breasts? Are they exhibiting signs of self-loathing or body-confidence issues?
What about people who make derpy avatars that aren't even in frame?? Could this allude to antisocial tendencies or sociological withdrawal?
Goodness me OP, just when we were making headway into the mysteries of life you go and **** it up. 
Also, related, I've used attractive female avatars (also skinny, but usually petite. Never found big boobies aestheticaly pleasing) for something stupid like 10 years. Nobody ever gave me free stuff  Granted, people (of both genders) will often treat you a little more positively on first impression, but it's not a free pass to anything.
Who wouldn't want to be a fit, attractive person?

Well the caracter creator is quite limited. Its hard to make a good looking female avatar other way with the current character creator. I like girls with well shaped legs, but you cannot make anythign but skinny of FAT legs in eve. You cannot even make a proper shaped butt. The only thing you can make to look nice are the boos in this game, so the fault is on CCP.

And I'd bet the intelligent people at CCP know very well they made a mistake signing off on the distorted high-heels-only generator. But being confronted with not getting another skeleton pose, it'd be irrational to replace content that's there with none at all.
Can tolerate it in a mugshot maker, it's not game-breaking - which to me it would be in a 3D character's game.
As for breast-overload: Always thought it were exclusively culturally and aesthetically challenged U.S. Americans having those avatars. Even before your first convo they provide a free and readily presented mechanism to screen out people whose mind is in a way you don't want to interact with. Thus, a feature.

OP, considering a great deal of the player base are men somewhere in the late teens to late twenties it's to be expected. Look at all media targeted at this demographic. Comic books, anime, other video games, etc.... all containing females depicted in the exact manner you describe. Personally I would say it's more that people have been encouraged/trained to see this as an ideal female form rather than something they chose consciously. Unfortunate, but more a matter of our culture and hormones than anything else.

Anyways, like many people have said, if we're going to have to stare at a character for months or years, might as well make it attractive. Breasts are an attractive point on women. You can't deny that. If that wasn't true, there wouldn't be bras that make boobs look better, or low cut shirts, or breast implants.
