If you force players out of Hi-sec with the idiotic ideas I've seen here, CCP's revenue stream will start to dry up. Just plain stupidity coming from the 0.0 players on how to get new meat out there way. Then there are the mega alliances that just make it a "suckers bet" to even bother to go out into 0.0
You want more people out in 0.0? Here are a few things that need to happen.
1.) Limit the amount of systems any alliance can hold. I would say 10 systems would do.
2.) Force alliances to declare a capital system and they can only claim systems that connect to their capital system directly. No more "We have SOV in 20 systems but control 100 ****"
3.) Break up the Mega-Alliances. No more the 300 pilots allowed in any alliance. Up to the alliance corps how they divide up who gets how many pilots. Now all the asshats will be fighting each other, no more blue for you.
4.) Decrease the size of 0.0 to half the current systems. Low-sec becomes the expanded high-sec and 1/2 of 0.0 becomes low-sec. Increases the revenue stream for CCP and forces 0.0 dwellers to run into each other more often.
5.) Remove the standings system from all but empire NPC corps. Now everyone is neutral and a free target outside your alliance. Would get rid of the NAP-fest that is the current 0.0 standard.
6.) Limit the amount of pilots that can enter a system outside empire. Say 100 per system, That way only 50 per side can come in and battles become about tactics and skill and not about who brought the most ships and crashed the node.
7.) Get rid of the current SOV structure. 3 timers is excessive.. I conjunction with idea 6 it is now about who wins or loses on the day it happens. Faster conquests, but with good equal fights.
8.) Allow SOV holding alliances to protect their gates. Gate guns in 0.0 and POS structures on the gates in 0.0. You now have to fight your way into the system before you can fight for the system.
So there ya go 0.0 dwellers. A true answer on how to get new blood and better fights in 0.0, though I would hazard that it's not to you tastes in the least. |

Actually this lone wolf has been to null many many times.
I must be misunderstanding something - we are all talking of "moving" out to null, as in joining a corp there, and "living" there as opposed to visiting it to exploit resources there, right?
Once more, and I will keep this up until CCP shoots me, if we break down the Great Wall of Carebear (bears on BOTH sides, by the way) , the so-called casual players who don't have time for null life can make forays there into remote systems to steal, exploit, PVP, whatever - this would improve a lot of PVP aspects and inject some action into much of the game.
Right now, this wall consisting of renters, campers, KM addicts, and such, comprises a barrier that only an alliance lord bearing it up safe and deep in 0.0 could enjoy.
Let's have all ships doing point-to-point dialed in hyperwarp (not talking mechanics here) where gates are an option, not a requirement, and the gate camp, and the barrier that results from it, is dead. The blob and bubble are replaced by the combat patrol/seek and destroy (small gang) and the Combat Probe. Throw in destructable POCOs and raidable moon mining arrays and we are talking about some interesting action here.

Wormholes can be used for a ninja excursion to null, though you have little control over what null sec system you end up in. To get back to hisec requires standard gate travel, but camps are usually set up to catch hi-to-null travelers, not those going the other direction |

What are they going to do? Ban everyone who has more than X amount of friends? Back before guilds/clan tag features people grouped up in games just by editing their names with brackets. No chat channels, no special groups or features, just bracketed tags and everything was word of mouth or on third-party websites.
This generation is so mechanic-dependent and innovation blind it's just sad. |

This is indeed a difficult one to answer So here's my POV of it:
Null sec is actually safer than Empire "IF" you're in the right corp/alliance. I'm not meaning ones with thousands of members, 50+ will see you relatively safe so Long as you have an active user base & don't stretch yourselves thin.
No-Where in Eve is safe. The biggest issue you have here is that alot of people think Empire is safe & they are immune to most antics that go on in Eve. Again, go live in null sec for a while & you'll see what alot of people mean by null sec being safer.
Some people just plain wont move out of Empire.. Simple as. No amount of pushing, shoving, changing game mechanics will change this. All you'll end up doing is forcing them to quit as the game in no longer enjoyable so you end up with even less people online!
Nothing Lasts forever, especially in Eve. Get used to that and losing ships & pods and the game becomes alot more fun.
Some Possible improvements to nullsec which may increase the population:
Each region should have something unique there. Wether it's a certain type of roid to mine, component to be used or whatever.
Have small high sec islands dotted around nullsec - only two or three systems across. Make it that only something unique can be aquired there. These small hubs can only be accessed by corps not part of an alliance & of a certain size (min~max). Throw in a countdown timer as to the length of time they can stay there before it turf them out to the nearest station. Corp & the members all get a timer of 12-18months til they can return. (no farming for you lot!)
Nothing puts off any potential new nullsec dwellers than being hot-dropped by a bunch of caps! Yeah, alot of us have done it or been on the receiving end of it. This is an Area of the game CCP really needs to look into if they want more people moving into nullsec. Blame the player ran corps & Alliances for this though (the very same lot who gripe that null sec is dead)
Again, this is just my POV on the whole thing. I expect people can come up with better ideas & solutions.
So less whining, more solutions.. The ball's in your court now.....

The missions are too easy, they must remove the triggers ships and randomly, making the waves attack or not together
This force the players to make gangs like the incursions doing now
2 GÇô Faction warfare
Ok, you have your little corp. and a decent amount of isk and enough time to work as a teem; now you need to join a one faction. Why? Two reasons. One to make experience to do pvp, and second to gain standing.
After a while and having gained sufficient experience and standing, its time to go to low sec
Ok, you have one question, why need standing to go to low sec? This is the second thing to change, the four powers need to reclaim they back yard and the moons in there, and this are a just reword for this patriotic corps.
3 GÇô In low sec
No one can attack your moons except other corps with the appropriate standing. If anyone else attack your moons, results in an immediate loss of standing and possibly an appearance of naval forces
Corp standing need
6 ---- Rarity 8 7 ---- Rarity 16 8 ---- Rarity 32 9 ---- Rarity 64
If for any reason your corp. lose standing, you must leave the moon
And then after you have more men, capital power and isk you can go and conquer null sec (at least a small part ;)

Being on both ends of a hot drop myself, here's the way I see it.
I have a cyno fitted Arazu with 20 BC/HAC/logi sitting on a titan at my disposal, and jump through a gate. On the other side of the gate are about 8 BC, a dictor, maybe a cyanabal or two. They bubble and agress me, I pop a cyno and the fleet bridges through.
it turns from 11 vs 1 (~10:1) to 21 v 11 (~2:1)... guess who whines about blobbing in local? |

PvP in EVE has always been designed around Land Grab Mode, that's the only goal supported by CCP. Land Grab Mode is taking other people's territory so you can farm to take more territory to farm until you have so much territory most of it isn't even being farmed anymore and squatters can hide out until someone notices large amounts of faction ships dying there. It's true for FW and it's true for null. Players choose to go play Open Team Deathmatch and Can Duel hoping to farm killmails and then get ganked and squall about a lack of PvP development but that's not what the Devs are working on anyway. |

I would like to clarify a few things.
First of all, I am not against nullsec, nullsec dwellers, or people moving to nullsec. I simply try to explain that some people will just never want to go there no matter what the reward is.
In WH space, it is always dangerous to fly solo unless you are multiboxing with proper intel. It is easy to get to wspace from hisec.
In lowsec, it is easy to solo around and not die. It's easy to run gate camps if you're scouting (almost always multiboxing again for this.)
In nullsec, its harder to run gates solo (you'll die eventually, sooner than later most times). There are areas you cant go to no matter how big your alliance is. It is easy as hell to solo NPC nullsec however. That part of being in null probably IS safer than hisec. You KNOW when you enemy is in the system.
The only thing you have to worry about in hisec is suicide gankers. War decs take 24 hours to start, and from what I understand are highly avoidable these days. You definitely have more chance of losing a ship in null than you do in high, and you have a WAY higher chance of being podded in null (or wspace) because of warp bubble ships.
This is assuming you take a character of the same real life skill level. Someone who just started eve 3 months ago that ONLY knows how to run missions or mine is gankbait ANYWHERE in new Eden. Someone that knows about dscan, has an intel alt, alliance, goes to intel channels in game has a much lesser chance of dying in any given system. Null is not safer than hisec by a long shot.
