Since the actual "developer" in this thread is unable to explain it to you in an usable fashion, I'll do:
Computers used to represent characters using 7-bit values (ASCII) and later 8-bit values, which restricted the amount of representable characters to 128 and 256 respectively. Not much considering asian character sets easily go into thousands of glyphs. Several years ago, the Unicode standard was introduced, which uses 16 bits in it's most common form and allows for up to 65536 characters. This means a single font can implement multiple complex character sets. This also means that Unicode applications can natively handling different character sets without changes or knowning details about them.
"Unicode" however doesn't have anything to do with actual programming code.

"Proxy Not Connected" generaly means that there is a problem with the communication between the proxy servers and the sol servers.
From previous experenced this is either because it broke and there is no one to fix it on the weekend, or it has been intentionaly disconnected because they are only allowing certain clients to connect (i.e. internal clients)

I can't connect at all.
I just get a 'status unknown' under the server window and if I press 'connect' i get:-
Could not connect to the specified address. Odds are that you have not established an internet connection, the server isn't running, or the server address or port number was wrong.
What is the correct IP & port number?

1. I have downloaded and installed the new client in a different folder. 2. I have set the server to the ip address : 87.237.38.10.
It gives me "Status: Incompatible (release)" below the server address and when I click connect I get a connection failed window stating "Incompatible (Region)".
I'm using a non-English (Hungarian to be exact) version of Windows, could this be the issue?

Naw, I got it too. I think everyone else has aswell if I'm not incorrect. And I was hoping to see how it looks once I logged in aswell after a 30 min download. Ah well, time to wait for it to come on or get fixed.

87.237.38.10 is "SiSi 1" - thus it is running 3913, the current message is "Full Cluster (0)" which usualy means the server is running, but clients are not allowed to connect.
87.237.38.50 is "SiSi 2" - running 4539, the current message is "Proxy not connected" which usualy means that the server broke.
If you are attempting to connect to SiSi 1, then you use the same old non-unicode test client and put 87.237.38.10 into the server box at the login screen. If you are attempting to connect to SiSi 2 you need to use this client and you need to select "Test Server (Singuarity)" from the server box at the login screen.

It's gruesome how CCP has a zillion of paying players and 24/7 support is done by GM's who are -mostly- just chatters without any decision abilities, while leaving the paying ones just posting between themselves on the forums they rarely read.
Either that, or they also win money over 500mb useless downloads.

If you try and use the new 4539 client to connect to SiSi 2 which is currently running 3913 on 87.237.38.10 then you will get a message similar to "Incompatable (Release)".
Equaly if you try and use the 3913 client to connect to the 4539 server (87.237.38.50) you will get a "Incompatable" message.
If you have the new "unicode" client (4539) you need to connect to 87.237.38.50
If you have the old "non-unicode" client (3913) you need to connect to 87.237.38.10

well that wouldnt be fun now would it?, the devs greatest prank is to make ppl download really long files and wait for about a month to make the file work, it wouldnt be fun if it did work, would it?
also notice that no dev has commented on this failure to connect problem
