That is a petition about Titan (there's still no more than 10 of those in the game). CCP don't return SuperCaps like they were mission ships. Of all the super-caps lost so far, not one has been returned, while almost all have been petitioned. If CCP gave it back, then an exploit must have been used. As RA are also building caps, i wouldn't be suprised at all if their Titan pilot - and you don't give a titan to a nobody in a corp, knew of this bug and decided to exploit it. If i was in CCP's shoes right now, i'd even ban that pilot and his alts, because he knew of the bug.
