The EVE Online: Quantum Rise patch will be deployed this Tuesday, 11th November. Tranquility will be down from 02.00 to 20.00 GMT. The downtime will affect the forums which will be unavailable for part of the time. It is advisable that all players set a long skill in training prior to the patch deployment.
Quantum Rise consists of hundreds of fixes and changes to all aspects of the game and it also includes new content, changes to speed, Certificates and Medals and much more.
Patch Notes are now available. Patch Notes and all changes are also currently deployed on Singularity. Updates to the notes may be added should any further items be cleared through the Quality Assurance process. These updates will be highlighted with green text.
Due to Fanfest 2008, some queries may not be answered until Sunday 09th November or Monday 10th November .

Seems decent so far. alot of fixes in there as well. I like the transport/blockade runner changes. being able to use a cov ops cloak makes logistics so much better

About the orca, patch notes aren't matching up with the updated stats in the dev blog
Drone bay is 75/50 and it has 4 midslots as far as I am aware, patch notes are 50/25 and 3.

Good to see so many bug fixes and I love the Covo Ops Cloak on blockade runners.

Obvious conclusion reading the nerfs:
- CCP wants to attract new players by giving them a chance to survive in 0,0. Eve is not like WoW where you not lose anything after being killed. - When new players have a chance in 0,0, so will Chinese isk farmers.
Gameplay wise:
- By nerfing like this, targets can almost always get back to gates. - Minni boats are next to useless (Vaga, rapier) while other races are intact. - Blobs will emerge - Small roaming gangs will not survive - Sniping HACS can be an option but HACS will not be used much anymore. - No more roaming fun. We should all join GBC or the NC so we can see the stackless bla bla crap that does not work.
CCP is a company that is all for the buck. New players that can go into 0,0 with limited amount of SP and will stay a bit longer in the game (that's CCP's aim; More money). Although CCP will not listen to me or anyone else, we will see how this turns out. CCP is not the only player in the market for a Space MMO.
As for the new content: Lame.
You really want something for the press so you won't be completely in the shadow of Wrath of the Linch king eh?

im asuming that whats called explosion radius bonus in the patch notes is called missile precision in the game ...
on that note the flycatcher and the heretic needed a nerf ?!?!?!!?!??! even thou speed and missile adjustments.....

This patch is going to make solo PvP pretty much impossible except in a frigate, discourage small gang play, and make battleships irrelevant except in blobs. With all of the people who've been pointing out the problems in the upcoming changes, one would have thought they'd be tweaked before release. Instead, it's being pushed out as fast as possible in some sort of lame attempt to compete with WoW's next expansion.
The only people I've run into who truly like the changes are frigate pilots and people who enjoy no-skill blobbing.

Nice to see the normal levels of accuracy are in the patch notes... LOL
A whole lot of agility changes have been left out and the Orca changes are not included, nor the GTC stuff, and it still looks like the black ops fuel bay has been overlooked.
Still, they have *hours* before the patch goes live, have faith

Yes, this jumped out at me as well. It doesn't make sense that JUST the jaguar would have the resists bonus changed...

Either you mean: They do 10% less damage than assault missiles and have 50% more range than those.
Or: They do 5% more damage than before Quantum Rise and range has been decreased by 63%.
Both ways an unneeded nerf to short range missile ships.

there are 2 reasons for this as far as i can see. 1) increase the grind and 2) force people into Marauders (basically a big 'f.u.')

Lets be 100% clear here. How do you expect us to view this patch as anything but a kick in the nuts?

key issue WoW is now becoming better than Eve due to ignoring player issues and test results... at least Blizzard isnt cheap on customer service. They value your money and addiction :P. I had quit WoW cause of the perks of eve... due to the fact that soloing (minus either luck or frigates) and gatecamping are going the way of the dinos i cancelled my account and will be going to warhammer online ;) Hope you get fired Nohz. --

what the hell ccp still nothing about blasters? you seem intent on breaking them, seriously what happened to the Attention! The modifications discussed below are all subject to change, based on player input and testing experience.
that was in yellow writing at the top of the dev blog on speed rebalance huh? Well you got your feedback a 33 page thread on do something about blasters and a 70 page thread on scrap the nerf altogether and yet you pay noo attention. WHat can you honestly say youve changed about the nerf based on player feedback? It remains to be seen for me at least how badly you've nerfed gallente ships but as somone whose invested time and skills on them and who quite liked playing them i wont be happy (as i'm sure a lot of other people will be) if that all goes out the window.

I wont be undocking my mega post nerf thats for sure (you now have to have roughly 3 webs and a tp on a cruiser/bc sized hull in order to get pre quantum nerf results. plus you will be slow as heck cause of the mwds being owned by scrams etc. aka 10.8km point range + slower rise to speed = 13-14 seconds to come in range on a standard minnie gate =gatecamp in solo or small gangs = done. you can also do 0 dps with your blasters against an ab fit but double webbed BC etc (check xenos figures to see my point). In short train caldari and tank... or fly an oneiros >>.

When going sufficiently fast, the damage taken from missiles is reduced by the signature radius to speed ratio, rather than just speed. Going faster or reducing the signature radius will reduce missile damage further. For a ship with the same signature radius as the missile's explosion radius, the missile's explosion velocity indicates the speed at which the missile damage starts to get reduced. The new formula allows for speed tanking using afterburners. In fact, afterburners will in general be more effective than micro warp drive for speed tanking missiles.
Looking at the changes in SiS on missiles.
NPC battleships can speed tank cruise missiles!
Getting a 100% damage with cruises on NPC battleships on Sisi so far.

I hope there's more you forgot to put in.
I realize that a lot of this looks complicated, but to call this an expansion is really a misnomer.
For something said to be an industrial expansion I see really only 2-3 things of any real help to an industrialist.
Perhaps you've spoiled us in past years, but this seems to give us the least of any expansion released to date in terms of new things that we can achieve such as ships, modules, etc.
While medals seem like a good idea, 5 million to make and then 5 million each time you award it seems a bit to much really for something that really has no game effect. I suppose its to keep folks from making stupid medals but since medals are private anyway and you can remove ones you don't want don't see the need really.

That was the claim after AE yes. I recall a dev blog making a big deal about all the new capabilities for mission design they now had because of factional warfar and how the winter patch would include all sorts of PvE goodies for non-factional warfar players.

They essentially removed the resist bonuses from the ships description (since those were, like with HACs integrated into the basic hull, and as such rather superfluous) They did the same for the resist bonuses on the T2 industrials. They are still applied (so you keep the high base resists you're used too) just no longer mentioned seperately.
Were those resist bonuses replaced with anything, not the last time i checked. The AFs had only 1 base frigate bonus on their description. Not sure if that will be different once they deploy it.

Looks like battleships will rule the day. There is no chance now that our smaller ships can team up on the beasts and kill them. For all the nerfing done to modules so that effectiveness will be based on signature radius of the ship vs the target CCP has forgotten one. Heavy Energy Nuetralizers. Just nuet the small ships and swap out the appropriate sized drones.
The fact of the matter is, since CCP overlooked the above, all the changes to speed and modules has not created a new role for smaller ships in combat. They are still only useful for their lock times. In fact this hurts them as most hacs have no purpose now ( battleships can now do everything they can, cost less to replace, tank far more, and use heavy nuets) since for them to take advantage of thier speed they need to be out of heavy nuet range which means they can't perform the job of tackling targets.

"The capacitor penalty associated with micro warp drives will now be based on meta level. A standard Tech I MWD will have a capacitor penalty of 25% when equipped while the meta 14 MWD will have a 0% penalty to capacitor status. Signature radius bonus will also be applied in this manner."
what will happen to ships which have a bonus to MWD capacitor penalty like the deimos? this bonus will be useless if you put anything better than meta 5 MWD in this case!
would appreciate a quick answer.

Games get nerfed, its part of the life cycle. Game comes out, devs add crap without thinking through every possible path those changes can open, 2-3 months down the line some player figures out something game breaking(dev's POV), another 2-3 months down the line everyone is doing it, devs need to nerf to bring everything back in line.
Its just how it works, and its not even the devs fault. These games are complex; its part of why we play them; so the devs can't possibly think of every single situation... there are many more players than devs who have the time to think up every possible situation though.
Sure it sucks for players who got used to the way things are, but it happens. Granted in most games you don't have the HUGE re-balance of multiple systems all at once that Eve got this time around. But.... I like to think that this patch is CCP saying: "We really screwed the pooch, and to go forward from here we need to reset everything back to how we actually wanted it to be, development of new features and content can now go forward as usual.".
The only other options from a developer standpoint though, is to overpower everything else to match the broken bits. They'll take a ding in subs, and **** off some players. They'd take an even larger ding in subs and **** off even more players though if they started buffing everything else to reach a parity of power with nano. What they did is the right choice.
It has nothing to do with PVP vs Carebear, and everything to do with long term health of the game. Don't believe me? Go try to manage a game with as many variables as Eve. Inside a year you'll be swinging the nerf bat yourself, no matter what your players say or think. Its not a popular thing to do, but sometimes it simply has to be done.

When they ask for testing and feedback and then completely ignore it?! Yes in a decent company we would but we forgot for the time being that this is ccp that were talking about. Even when its not flaming (read those tests about mathematics posts mate they are reasoned really well), ccp didnt change or hold off on this **** one iota. As for your question I didnt look at that specifically :( was too distracted noticing that my battleship (blasterthron) now has the collective dps and solo/small gang potential of a wet kleenex. --

Wait, The description of the Warp Disruption Field Generator has been changed. The following text has been added to the description: "The generator has several effects upon the parent ship whilst active. It increases its signature radius and agility whilst penalizing the velocity bonus of any afterburner or microwarpdrive modules. It also prevents any friendly remote effects from being rendered to the parent ship." Is this true as of now? If not, why this massive nerf?

Hrm... How does changing from a precision bonus over to a explosion velocity bonus actually help move the Nighthawk to the same page as the other race's Command Ships.
The Nighthawk is sorely underpowered when it comes to raw damage when compared to the Command Ships of the other races. It seems to be more effective against ships of the same size and ships of smaller size.
Where-as the Command Ships of the other races are known for their extensive damage against not only ships of the same size but also ships of larger size.
Don't get me wrong, I love my Nighthawk, and have since the day I first got one. But it sure would be nice to see a little DPS-love. :)

Speed balance is just to make more losses which results in:
- More active players online to mine: Good for the press --> We have bla bla players online - GTC to ingame ISK conversion. - Noobs that will not be totally useless in 0,0
P.s. Anyone thought about the Icelandic economy? CCP actually made money out of he Icesave disaster. They get their income from the Euro, Pound or Dollar. They pay most of their staff in ISK. Geez, the Krona just plunged but the salary of the Icelandic people stay the same.
Result: More money for CCP.
P.s. Ambulation. oh....my....god... Fire Eris and work on the basics of the game. You will NEVER get that quality level that other big MMO's have.

By the way, to the guy mentioning neuts..yeah, neuts get you in trouble. But guess what helps against heavy neuts...yep, small nos. Low cycle time, and enough to keep a few modules running. And yes it works..the geddon pilot that died to me yesterday had to learn it when his neut didn't shut my punisher down. Works after qr too..

CCP has actually changed the speednerf significantly, and if you'd actually logging into SiSi and tried it, you'd see that it actually works very well. As for your blasterthron... some CCP dev said it a long time ago: "The Battleship isn't, nor has it ever been intended to be, a solo WtfPwnMobile!"

Well, I read the patch notes, then again, and again. All I can say is that this "across the board", approach, is akin to killing a fly with a hand grenade. I was looking forward to a definite rebalance of the nano issue, but wow. It seems to me like Quantum Rise is rather a misnomer. It's a sinking, of speed capabilities (among other things). Everyone, even non-nanos, will be going slower, so I guess the nerfs to the webs as well won't matter hugely. One thing is painfully clear, though, to many of us. Small groups are not going to be as viable an option as before, and T2 ships, especially HAC's have been smacked down hard. Blasters, requiring a pilot to close in before firing, require a quick ship...So, sorry Gallente. And boy, am I ever glad I'm not a Minmatar pilot. I am at least happy about the Stackless IO. With large fleets now being encouraged by 'Quantum Nerf', lag should be addressed. This will require a definite restructuring of players tactics and ship loadouts. I'm not exactly happy with what I've read. I mean, so little "Expansion" and so much "Redaction"...sigh. One new ship and some extra goodies...But I say we give it a shot and see what works and what doesn't. We may just have to adapt. Maybe the devs will show some mercy on the groups hardest hit by this shotgun approach... Only time will tell.

I like this patch a lot. And good work on taking so long to balance it - the results on SiSi look quite good. And the additions and new features are great as well. Also, what I'm reading from the big fights in 0.0, you've finally "fixed the lag" - great work, both from a game playing point of view as well as from a technical one.

Half the whiners in here tried the changes the day after they came out on SiSi, and never again, despite HUGE changes on almost a daily basis there. No, blaster ships won't be dead. Neither will be BS. Nor nano fleets. But meh, whinage will continue. :-)

The new effect reads as follows:
"5% increase to MicroWarpdrive capacitor bonus per level."
A T2 MWD gives a -17% cap "bonus"/penalty (all your blasterboats will have more cap!). With the ship skill at 5, you get 8% more cap if you fit an MWD than you get without.
Example: With frigate 5, my Hyena has a base capacitor of 443, with 1MN MWD II it's 479.

Don't you think you're a little bit too agressive there? The optimal signature radius should not be touched, or at least not changed to more than 80m. Before, the chance to actually hit a standing (floating) frigate was 44.44% (5026.55 m¦/11609.73 m¦) - after the change it's 10.24% (5026.55 m¦/49087.39 m¦). That's a change of 76.96%... The change behaves exponential, not linear. As soon as velocity comes into the equation, the chance to hit a frigate with a medium drone goes down to a little over zero.

I did actually thanks much my point is about me not being able to hit frigates AT ALL and barely (read close to none) being able to hit a BC? A BS SHOULD be able to wipe the floor with a battlecruiser class hull. --

I have played EVE, SWG, TR and a number of other MMOs. What does this have to do with the new 'expansion' coming out? This: While I am nervous about how my blaster battleship will fare, I am not going to quit just because I have to research a new way to play. In my experience, with SWG in particular, when Devs listen to feedback, bad things generally happen. Take SWG for instance. That game was supposed to take place shortly before the invasion of Hoth, where Force-Users were suppposed to be rare and exceptional. And in the beginning, they were. But then all teh idiots complained, yes idiots, and now Jedi is a starting class! So just before the attack on Hoth, you can go to any busy player area and find gangs of Sith Lords running around talking to Jedi Masters. ()@*#$&$!!! If people in EVE don't like the changes, either adapt or quit, I quit SWG. Players typically don't understand nulluniversalnull game balance vs. individual want.
I for one agree that many of the changes should at least be explained, however, I don't have the information to say whether any one Dev is a moron or should be fired. Plus, I have always sucked at PvP. There's my two cents, ok boys, have at me.

I think most changes have been explained at one point or another? Otherwise, you can ask here I think, some dev might reply, or a player point you to the post where it was explained.
Just to take an example, the speed changes. The original devblog details the basic requirements for the changes (missiles/drones should deal damage to targets they were designed for, there should be meaningful differences in speed between ship classes, etc.). Based on this, the devs picked a "maximum perma-runnable speed" (8k km/s, with snakes, faction stuff, etc.) and put up "maximum speeds" for each ship class where the difference in speed with other classes is meaningful (there were some nice graphs about that). Based on this, mass and inertia modifier was chosen. When this was done, the goals of the speed changes were achieved. The problem was that missiles were too effective in this new environment. So missiles got changed to be effective against same-sized targets, but less effective against different-sized targets. Same with medium drones: They were too effective against frigates. They're supposed to be anti-cruiser weapons, not anti-frigate weapons. So they got adjusted to be less effective against frigates. Etc.
There was quite a long cycle on SiSi where players gave feedback about the changes, and things were adjusted accordingly. For example, the missiles being too good was a common complaint in the beginning. The balancers noticed it will take more time to "get this right", and the speed changes were delayed (they were supposed to come out with Empyrean Age). Another common complaint was that everything "felt so sluggish" on SiSi. First, a problem with the recalculated agility was noticed and fixed, and then they gave a flat increase of 30% to agility to all ships to make them feel more responsive.
There was a nice feedback loop between players and devs, despite a whole bunch of people creating alts to spam threads with whines. It was painful to read those, with one useful post with content every five pages. And good arguments were listened to. Which is good :-)

I still want to know about exactly how turrets will be affected as I have always run gunboats of different sizes....so if there are any Devs out there, please explain for me as I didn't really get it the first time around.

Exactly. The feedback didn't purely run through the forums, though. A lot of things were changed on the fly on sisi during testing, discussed in the channels for/on sisi. (Signal to Noise Ratio on sisi is usually higher than on the forums..)
The whining community had their little playground on the forums, the people who were actually serious about improving things were on sisi and in the testing channels providing feedback and helping with getting balance right. Sisi was changing several times a day during that time, with stats being tweaked all the time. The deimos went from useless to uber to finally balanced against other ships in just a few days, and the same happened to a lot of ships. ----------------------------------------------

Adapting by switching ships/mods is easy. The ones that died to nanoships will still die. But the only way to adapt to the continuing nerfs to the fun in pvp is by quitting the game.

After endless pages of whines and whatnot about the patch - here's my thoughts, and a lesson worth learning too.
I trained on Gallente ships for 18 months. Lots of long hard griding and saving up to make a Blaster-Boat actually work!
Given the near-constant string of nerfs handed out to drones, laser, hybrid and projectile users over the development of the game, I've cross trained to Caldari instead.
Low and behold, with a mere 3 months training on a race that I've otherwise not touched, I can field a BS, and almost a marauder, that vastly outclasses anything I can fly from any of the other races.
Caldari, being naturally slow, and (largely) independent of tracking speed issues, avoid most of the issues that this nerfpatch seeks to correct.
So, if you really want to annoy CCP we should all switch to caldari and effectively ignore the rest of the content in game, as it seems there is no love given to the attention of anyone outside of the "Chosen" race.
Being serious, the only real gripe I have with this patch is my set of implants is going to get bumped around a bit - and hopefully popped out of my head. If I can then sell those implants off to pay for missile upgrades instead, then, you can be rest assured that I will...

Eve is a game for hardcore people, and will always be, reason this game didn't do well at first, and to be bought back by CCP and re-released and slowly grew into what we have today is that SPACE game aren't that sexy to the mainstream customer base that plays WOW, we are the people that love Eve, love Space games, kept CCP alive, and now we are taking a giant step in the wrong direction with this patch (not expansion)
These changes will not make the game more popular it will make it less as the people that love combat as it is now will quit out of boredom, and less fun then the current system. I have said this many times, fire the people that made these choices and don't change combat in Eve we have the tools to counter ever tactic available.
You should have figured out a different way to solve the technical problems that walking in stations is creating, we know that this is ground work for the distant WISE, and it not a good enough excuse, hurting the game, hoping it survives until a big lift from WISE is a bad call I dont care what data you have generated to give this concept confidence.
Quicktime votes with her feet, no reason to invest more time in something that wont be worth playing very soon.

uhm you need to go learn better English. if you would read which obviously you didn't because I wasn't really trying to one up America ( I already know she's great)I was trying to point out a failure in customer service. there are 290 million American's I'm sure that is a pretty large customer base from my country so i'm sure again that this is a ligitimate issue here. that is unless EVE wants us to take our money here and go somewhere else.The last time I saw a online internet company ignore it's American base they went bankrupt. that company would be vibz. they ended up being bought out by by O2. No, the issue was that if you took just one item you got a warning but if you took many items in one go (multi-move) then you got no warning and an agression timer straigt-away. These warnings are client-side, have no impact on server performance.

For the record, whiners are an invaluable part of the feedback mechanism to online game developers. When someone whines about a possible change, it is usually involves some game flaw or exploit, which he/she has been taking advantage of.
In this case, all of the (ex)nano pilots should be very happy to learn that CCP has indeed been listening to their complaints. Your whining indicated that the proposed speed nerfs would probably work as they are intended to work, and guaranteed that the nerfs would get into this release.

It's the same message as is currently on TQ. It was simply not triggered in all cases. It is suppressible.

This patch/expansion/whatever includes alot of performance enhancing goodness, and I don't think anyone can complain about that. The nerfs might suck, but only until people adapt to it. Then it's game on and pew pew as per regular.
I just wish the performance hadn't come at the cost of Industry love, as I was really looking forward to that. Hopefully us Industry Addicts see some more love next expansion. I would hate to think this was a one time deal and we lost out to Stackless and Eve64bit permanently.

Now the main thing about the nanonerf is not the nanonerf itself. It's the fact that the whole reason for using nanoed ships (mostly skilless blobs of lemmings due to how things work in 0.0) hasn't been adressed along with the nanoes but *shrug* I'll adapt, the only nanoed ship I flew just because of the speed was the fleet stabber.
I'm really missing the promised fuel bay on black ops along with the changes to the black ops portal. Sure the blockade runners will help but you don't want to have to have three characters just to move a blackops some distance (blackops pilot, blockade runner pilot and cyno pilot).

This really grinds my gears. Does that means that chance to hit do damage at optimal+falloff will be close to 0 instead of 0.5?
If goes to rest, im hoping that expansion will be followed by series of patches that will add stuff that didnt make it to release date.

On Sisi at the moment, priming weapons only lasts about 20s, then the weapons stop flashing.

Right... nobody liked nanogangs. Nerf the speed. Right... but who in their right mind would use a snake set in a nano gang? Maybe solo... If you think about it... players pay like 1 bil isk for a lg snake set, a few mil for the rest of the "cheap" speed implants, 100 mil for polycarbs, 150+ for a faction mwd to fit a nano cruiser. So usually what they float around in is about 1.5 bil worth of a cruiser.
Now what youre saying is... no, you cant fly in ships that are x times better coz its not fair. Well, the whole point in spending 1.5 bil for this setup is to wtfpwn guys in 20 mil setups.
Alltho I would tend to agree with the idea of only purpose ships should be able to reach speed tanking speeds. But make it 1 for each race/ship type.
Minmatar have the vaga... good enuff Gallente usually used the ishtar, alltho deimos was the one with some sort of bonus. So boost that or something. Caldari...died. Amarr ran out of cap... in cruiser sized ships.
Ceptors and dictors should be able to speed tank... maybe add a BS into equasion? I dont see many scorpions being used... their tank sucks, they cant do much, theyre just overweight blackbirds with bout the same potential, if they could actually move.
After this patch, lets nerf all the other implant sets as well. Coz tbh, snake implants wont be worth much more than t2 wcs. Now I will have to spend another x bil on some other implant set that will be just as useless in one of the following patches. So dear CCP, can you at least arrange that all of the pilots that have snake implants installed or not get their isk back? Coz I can at least buy a few time cards with that.
Speed was a viable way of tank... so now this is gone, we only have shield, armor and honor/pod tank. Shield is hardly viable in small gang pvp, since you need the slots to tackle and we all know caldari love to armor tank for long periods of time, since missiles do crap damage. Ergo more blobs anyone?
In any case, for all the guys that are giving up the game for this... CAN I HAVE YOUR STUFF? Pretty pretty please? With sugar and cherry on top? Contact me ingame. Also if you have any mwds you dont need anymore, just drop me a contract.
Dont forget to unlock all the corps bpos while directors arent on and give me those too.

As mostly a solo and small gang pvper, I'm worried about what this patch will do the game. The ships I fly the most are nerfed to hell and back:
Rapier -> Webbers nerf  Phoon -> Torps nerf (still trying to figure out what dmg I'll be doing with rage torps against a webbed bs)  Drake -> Precision missiles range nerf. As far as I understand, their range will be less than 20km with max skills. A crow orbiting at little over 20km will be impossible to kill with precision missiles  Projectile boats (ac's) -> With 0 dmg outside optimal + falloff, they will lose a lot of their capacity to strike med range orbiting ships.
Above of all, gangs need to get bigger in order to compensate for so many nerfed ships and be efective in diferent scenarios. Speed nerf afected areas of the game that should have been left alone 
On a positive note, although I won't have any use for them, the changes to both transport ships and the introduction of the Orca. And, of course, weapon grouping will be great (that one I'll use).
Red the pacth notes and more than half seems familiar... that's because they are already in game. Really poor content for an expansion  |

I see a handful of people complaining that they dont like the new expansion. You haven't even received it all yet..so how can you be sure you'll hate it. I see 39,000 people on EVE at peak times, yet I see only a handful in this thread complaining? Please wait and see what happens by Wednesday, I'm pretty sure CCP will not disappoint us.
CCP, 24 hours is fine, give me a night to polish my monitor, pop out to the off licence to get some beer and prepare for a good winter period on tranquility

Biggest Problem i see with all these changes and nerfs to ships, is that this game is not like other games where you can just go and reset your skills/talents at a trainer and off you go happy with new things and easily adapt to the changes.
If the play style/type of ship you fly is suddenly nerfed, you have then possibly just wasted many many months of training on something that is now not what you wanted. You then in return have to waste many many more months training something else to be useful or what you want again.
If they introduced some kind of skill reset option to counter the wasted skills training that have been nerfed then this sort of massive change of game mechanics would not be as important.
But as it is this game is unique in its ability to totally ruin possibly years of effort/money in subs wasted because of unwanted changes.
These changed do not actually effect me greatly in my carebear play, but I do feel sorry for the people who have just had their characters ability's ruined with no way of resetting them.

Quantum Rise was announced as the big winter addon dedicated to the industry. But it is imho just one big nerf.
The Orca will be useless except for macrominers. Why not, they are paying custumers at least, they will really appreciate it. <eg>
And where are the announced storefronts gone? Look at this press release for reference: "Corporations will be able to set their products apart from the rest by building trust in their goods through customizable storefronts."
Not enough skills to make them working, so removed them silent? Stealth nerfed before released <roflmao>
It's much easier to change some numbers in the item database, and then say: "Look at the loooooong list of nerf*.. erm.. changes!". I feel sick by reading that looooong list, before i've read half of it. Is there quantity prefered instead of quality?
And whats about the "new" Feature called "EVE64"? I have sense of dTja vu, thought the servers are running at 64bit already, but i may be wrong.
Devs thinking it's funny to nerf something? Nerf the Chinafarmers, nerf the ISK sellers, nerf the lags, nerf the CTD's, nerf Jita <scnr>... and so on...
There are so many bugs in the game, known and reported since ages. No skills to fix them? How many new bugs this time? Suggestions about improvements are just for the trashcan?
Devs asking always for feedback. Devs getting always much feedback. Devs ignoring the feedback...

Another ton of nurfs again well what CCP said it is balancing,to me its not balancing the game its destroying the game. CCP wants to destroy minmatar and Caldari. Last Year we had the nos & torp nurf. this year is the Cruise nurf & drone nurf.It seems this game is all about nurfing well if i dont see any improvements next year in march 2009 i will be closing my 2 accounts in april 2009.BTW people i will not be giving my stuff to anyone only to the corp that i am in will have my stuff so please dont ask for it. CCP more and more older players who have played this game are leaving. Now, considering that the BS can only 'reach' 10km to its target, and the scrambler can reach 20km. How the hell is the BS going to damage the scrambler at all?
Raise webifiers' range to 20km I say.

What can I say? I love this new patch, nice job ccp, tired of these whines to be honest. I mean...Everything is going to change, nothing wrong with that, I read the complaints, so what.. the nano bs is over...no more engaging then run when the odds arnt in your favor. YOU start a fight finish it. win or lose, This is great thing for noob corps, now they have chance to fight back. Typical high sec wars, nano fleet against noobs= no chance to win. Cry all you want...Tired of these nano fleets, even though i loved the challenge taking them out. ( honestly it made me think of every possible tactic.)
The downside of this nano nerf, I beleive this is going to hurt turret boats, missles will always hit now, damage will always be there, unlike turrets do to tracking. Unless ccp fixes defender missles. For me its wait and see how it turns out, overall the patch rocks.

I'm curious CCP Navigator if you know when the Expansion will be released? Of the items listed in the notes, only the Orca and a new POS construction hangar is new content. All of the other changes are just that changes of existing content.
- Nano/Speed changes - all things currently in the game.
- Weapon groups - user interface changes.
- EVE64 - already in the game and hardly content.StacklessIO - while we welcome lag reductions, it still isn't anything approaching content.
- Certificates/Medals - Extension of the FW ranks. RP Content?
When you get back to work, post us an idea about if we can actually expect something from CCP. You acknowledge in your initial introduction that this is the "Quantum Rise patch" complete with a notice that "Patch Notes are now available." Thank you for not patronizing us with petty changes and calling them Expansion.

I'm usually not one to complain about the expansions and patches, but this is getting completely rediculous. This is NOT a fix.

read all above and inspite it consider changes to be good patch improvements/ Anyway speeds needed to be recalculated as it was impossible to see huge ship flying faster frigates - not in a real space babes )) Futhermore don't know if orca is going to be a useful ship but other changes make EVE more real on me point

I have been playing this game for just 11 months now but I do have the tendency to see what happens after the patch/update/expansion before flaming the developers.
As for the content, aren't you happy they released some content before the real expansion tomorrow? Or can you only whine about the DT being extended by 15min? Talking of which, you should pray it will only last 24hrs......

Blueprints can now be unlocked if a vote times out with zero votes. This fix is the result of blueprints getting locked down when the vote is proposed but time elapses with no votes. The same mechanic is now used to unlock blueprints.
Does this mean that I can wait until the CEO goes on vacation/business trip (has all the shares), propose an unlock vote and if he doesn't vote then all the bpo will unlock automatically?
IF this is correct, talk about a huge security issue. No one in their right mind is going to keep blueprints in a corporate hanger. This should continue to fail to a locked status.

I'd like to have this sentence clarified: Various database improvements have been added to allow for optimization of the game engine. These improvements will allow the client to provide a smoother gaming experience for players. This includes changes to Corporation standings which are calculated during downtime.
Is the way corp standings are calculated now changed? Someone (i think it was Zulupark) hinted at a very substantial change, but IIRC he wrote it was something that was being considered, not something to be implemented.
Currently corp standings toward an NPC corp do not change unless a corp member does something that changes his own standings. When that happens they begin to slowly approach the average standings of all players (the process may take several days). Is either one or both of this being changed? If so, how? This could impact a lot of corporations and also will impact those that sell standing increases and premade corps.

No. It is worded very badly. There are a few threads already about this. It has been clarified that a vote that gets zero votes would just be considered a null vote. What they mean with "Blueprints can now be unlocked if a vote times out with zero votes." is that now you can unlock them by starting another vote, if the previous one went deserted. Previously if you started a vote but it expired with no votes the BPO would be stuck as you would not be able to start another vote.

Normally a fan of the updates but this one hurts.
The medium drone and missle nerf is R.F. stupid. You have essentially neutered the Caldari race IMO.
But....I am happy that the overview can be modified that only wartargets and gates can be shown on the overview for a "PVP" tab.
Win some, lose some I guess...

Because 1 we're going slower, 2 how do the use blasters at 30km, 3 why are our webs less powerful and theirs not, why are their torps long ranged and ours not, why do their damps insanely damp range and locking speed? It's a pain in the ass and doesn't make sense with the back story, I mean aren't we supposed to be uber compared to them cause we're pod pilots? |

The scythe fleet issue has a way too small default camera orbit.
Couldn¦t this bug also shortly fixed with the patch and make it suitable like the scythe/scimitar, so that you dont stick with your nose half in the ships side everytime you dock/undock?  |

WTF is wrong with you people? Can you possibly fathom what is needed to manage a server that consistently has a MINIMUM of 10k persistent connections? To all the people that are complaining, you're the reason why all admins hate their clients; you're all self-important whiners that have no appreciation for the amount of work it takes to keep something like this online and running with the minimal downtime possible.
How about thanking the Devs and Admins for the work they're doing to make YOUR experience better? They could just as easily not update anything, or hell, they could start charging for premium content and expansions, but they don't now do they?

I don't ever recall them doing a major upgrade on the weekend(and I wouldn't expect them to.) by the way a few more post like your's and I might even decide to renew my subscription. |

Critical:
The 30-day renewable license pioneered by CONCORD is an alternative to its pod pilot contract license. Pilots on this new renewal scheme can purchase license extensions for ISK and thereby forgo the need for a contract altogether. Major world shaping events have occured in the Constellation of Santenpaa. Caldari Corporations, especially the Caldari Navy, have relocated several Agents to other areas of the state to improve efficency. This will mainly affect the systems of Isenarios and Aramachi. In addition the Caldari State have relocated jump gates from this area.
World Shaping
The following stargate routes have been removed:
Komo <-> Motsu Saila <-> Oichiya Saila <-> Motsu Saila <-> Laah The following stargate routes have been added: Komo <-> Oichiya Oichiya <-> Laah The following stations belonging to the Caldari Navy have been deployed: Ichoriya V Caldari Navy Logistic Support. Tintoh VIII Caldari Navy Testing Facilities.

Need for Speed
Thousands of NPC's have been affected by changes to rate of fire. Various NPC's with a high rate of fire were modified, their RoF reduced and the damage increased, keeping the DPS the same. Less number of shots means less load on the server. Various database improvements have been added to allow for optimization of the game engine. These improvements will allow the client to provide a smoother gaming experience for players. This includes changes to Corporation standings which are calculated during downtime. It also affects how characters are loaded into and unloaded from solar systems.The biggest benefit will be when a large fleet is jumping simultaneously and how the server manages and tracks engagements. We have made improvements to the contract system on a DB level and we also refactored and optimised how a large number of items are moved between a station hangar and ship cargo hold.
Agents & Missions
54 new missions have been added for Level 1 through to Level 5. These missions are primarily for Empire based factions.
Graphics General
Gates which are currently Smuggler stargates will remain so. Gates between systems in the same constellation will use Small gates. Gates between systems in different constellations in the same region will use Medium gates. Gates between systems in different regions will use Large gates. Gates between two major hisec empires have border gates of the appropriate faction on each side. Gates between a major hisec empire (as defined above) and 0.0 space have border gates on both sides; on both sides the gate type is determined by the asteroid pirates present as usual. Gates in systems with Blood Raider or Sansha asteroid pirates will use Amarr gates. Gates in systems with Guristas asteroid pirates will use Caldari Gates. Gates in systems with Serpentis or Rogue Drone asteroid pirates will use Gallente gates. Gates in systems with Angel asteroid pirates will use Minmatar gates.
Graphics Premium
There is now a Premium version of the CONCORD station in Yulai. Until now this station has only been available as a Classic model (in both the Classic and Premium clients).
User Interface Double clicking on a character icon in chat will now display "Show info" rather than starting a conversation. This is the default setting. Module recharge timers allow players to gauge how long before the next activation. The movable HUD gives players even more control over their UI layout. |

EVE API and Static Data Dump
The EVE API will provide extensions for both Medals and Certificates. Database extensions for Certificates will be added to the Static Data Dump.
Changes
Weapons & Ammunition
The cost of producing all types of bombs has been reduced by 33%. This change will affect the Concussion, Electron. Lockbreaker, Scorch, Shrapnel and Void bombs.

That seems silly. Granted, it might account for a reduction in DB queries per second by the tune of hundreds - but that seems like a silly answer to the problem that throwing one or two more machines at would resolve.
I mean, why not just make all NPCs delivery one uber massive shot while you're at it so every engagement involves NPC firing on you for 10,000 damage and then you zooming away in your pod?
It would be fantastic (for curiosity's sake) to know the exact stats on this alteration and the expected performance boost from it alone. |

I do feel this change will effect tanks in some way. I might acctually help a little bit on bosster boats b/c resists will nullify mor dmg on a 200 dmg hit then on a 100dmg hit.

I'm particularly perturbed by this little change:

While I can understand that the reason CCP have probably implemented this is to stop the amount whines and incessant petitions for GM's to unlock BPOs, this is absolutely 100% pure insanity bottled.
The reason why? Because there's only a 1 day minimum time on the vote. To release this change, CCP, please for the love of god, make the vote a hard minimum of 7 days at the very least.

Updating failed on the Steam client, both automatic and manual patching. I'm downloading the full build now.
It has a problem with the DIRECTX file, I'm using Vista x64.
