NOS are not meant for Caldari ships, hence NOS using up more PG then CPU. Logically NOS are mainly meant to be used by Amarrian ships: 1. Because they have the most PG (to my knowledge) 2. Are the only race that has ships that specialize in NOS

Talking about the Iskhur i myself don't believe it is a good choice. If your target has an ounce of a brain, he will take down your drones first which will leave you with a rather crappy damage output.

Sending the cash to someone else from GTC scamming can be found out too. CCP can also see cash transaction, hence they can see who he/she sent the ISK to. So as long as CCP holds up to their word, and i am sure they will, you will always get refun...
