Did you know you can speed tank it? :p I fit damps on mine... not enough grid left for a large shield booster and a medium doesn't cut it.

Drake is not an efficient lvl 4 runner, at all. Raven is your best bet. CNR if you've got money to burn (you said not faction but they're not that expensive these days).
