Data volume / Time is just a standard measure of bandwidth in the real world. Its like you're asking what the Hour means in Miles Per Hour. And the Vexor still has 75mbit? I thought it went to 50 with the Arbitrator. That sucks.

The 10% cap use per level doesn't suck. It is a perfectly reasonable design. If there's a problem with the gun stats after the 10% cap use per level, then the problem is with the guns and not the bonus.
