Everybruce messed up by trying to scam with a character. Kloy messed up by trying to buy assets in the same transaction. If Kloy didn't try to buy the assets, bruce probably would have simply sold the character.

Afaik it's the same as SiSi. Database need some update. Couple of years ago it was every 3-6 months or something, CCP started to do it more frequent at a later point but it's still an irregular pattern.
