The real problem is how much cap it takes for you to destroy a given target. If you weaken the damage but increase your recharge rate or cap, the end effect is the same. Amarr ships is really about killing something for the cost of your cap. ...

Xeno, fitting requirements or efficiency does not make the "top" weapon, nor "damage per second". Many of these "B" class weapons actually exceed or match "A" in efficiency. The top weapons is about massed damage, nothing more. It's not an issue...
