Okay i took at look at the services running on my and one of my friends computer, and these are the services we have stopped. (Thank you to ThunderBird for hes help)
These can be removed but note that Windows update will NOT work untill you have enabled them again!
Automatic Updates
Backgorund Inteligent Transfer Service
These can be removed safely (I will put a note at some of them like print spooler since that will disable any printer usage):
ATI Hotkey Poller
Clipbook
Distributed Link Tracking Client
Error Reporting Service - MircroSoft are drowning in them anyway i think 
Help And Support - If you know how to edit these services chances are you don't need help anyway 
Fast User Switching Compatibility - If your the only one using the computer and don't use remote desktop you probely wont need this anyway
Infrared Monitor - If you got it just disable it almost nothing uses it anyway
Internet Connection Firewall (ICF) - If your behind a router or secure internet connection then you don't need this
Messenger - Removing this will also remove some of thoes ****ty pop-up comercials
Print Spooler - If you don't have a printer then you don't need it
Logical Disk Manager
Remote Registry - Who needs to change the registry over network anyway :)
Routing And Remote Access - If you don't route your internet through your computer then you don't need this
Secondary Logon - Also a network thing and might stop Remote Desktop from working

i had trouble with setting EVE's priority to High, and set it back down to Above Normal, and it was GREAT! also changed a couple of the other suggested things, and it got a smigon better. thanks so much!
edit: as i prefer to run windowed to access other things while i play, i had to set the priority back down to normal, as even set to Above Normal made Windows XP difficult to mess with. i'm going to upgrade my RAM with a spare 512 a friend has. hopefully, it'll play nice with the stick i already have in there.
above all, i'd have to say changing the buffer size in the pref.ini helped the most.

a note on the transparency thing.. when i have a few windows open while tooling around in space.. setting transparency to 0 when you rightclick a chat box etc and select the UI/colour thing, got me a peasly 1-2fps boost most of the time..

here's my tuppenybit's worth - If you are truely obssesed with FPS and not as bothered about how pretty Eve looks, try running in 15bit colour mode at the lowest res (1024*768), in window mode with planet detail at min, all the fancy-pants options turned off (as per Brunis' post). You will notice a significant release of system and graphics memory from Eve which in turn will hopefully make your FPS higher... it did with my aged PC.

With any tweaking mileage will vary. There are too many factors (drivers, mobo bios, video bios, chipsets) to give a definitive this will boost your system. Everyone should fine at least 1 item on this great list that will help them.
On my own system I've found the only thing which increases my framerate is Alt+Tab to remove the HUD/UI at which point I max my framerate out as it hits the screen refresh rate.
The only other thing that gave 1-2 fps improvements were making windows (scanner, chat, hold etc) in the UI transparent, and I gained 1-2 fps per window.
I did however get a major framerate increase by upgrading a couple of months back. Not my aging vid card (have a Ti4600 and was on the list for an upgrade), but a new processor(never thought my P4 2.4Ghz was that slow ). When upgrading my processor I also increased my memory from 512Mb to 1Gb of ram (but memory use was never an issue in eve). In most cases my framerate nearly doubled. This proved very useful the other night warping into a fleet of 60+ with drones where many people were getting lag, <5 fps, and/or eve crashing, I was merrily rolling along at 12-15 fps. At the moment I can't say whether the <10 sec delay warping into a 60+ fleet with drones out was a fluke or now the norm for me. I know they were cursing the lag on our TS server.
It would be nice if the Dev's could shed some light onto some of the settings (eg. buffer, present interval), and how they effect things like eve memory use, performance. It could be many settings will boost the people running in window mode more than those of us running full screen.
I suspect setting "present interval" = interval immediate may be connected with V-sync and switching it off, but could be totally wrong. With many video drivers now defaulting to let the applications decide on the v-sync and refresh setting. I did find setting it broke my fps monitor in eve, so went to running fraps (not recording) with fps in overlay mode for fps measurements. Fraps actually updated faster than the eve monitor ever did.
With regard to disabling the 2nd display boosting performance, I reckon it's not that eve uses it, but that windows still needs to manage the desktop on it even whith eve running. |

just got 160fps in station UI off (save the monitor natureally :) ta for the info....
Quickest I saw out side station was just over 40 though that was not with the final settings that created the 160.... Cool stuff

for the thing about giving the eve.exe a high priority...
you have to do that every time you start.... OR, you could create a batch-file that consists of the following line
start /high d:\games\eve-online\eve.exe
you got to use the drive and path you installed eve to of course 
when you now start eve with this batch-file, you will allways get the eve.exe assigned to high priority. (for those unsure how to create a .bat file, i uploaded one with the line above.. you still got to change the path to your own installation directory - eve.bat)
