Big shout out to Species 8472! I was out of the game for about 4 months. Paid, downloaded patches, did all the little fixes here and other places but still no change at all. My system is over 3.6GHz 2MB Cash, 2.75 GB DDR2 PC5400 ram (4GB real) a 6800GT OC'd and still can't get even 10 FPS. That's eve if I am able to get to my char's screen.
It's a shame I can't enjoy playing at all really. I don't think it's the users fault here. But I am just a paying custumer, what do I know. I hope CCP can fix the issues soon :)

Xfire definately has issues with post RMR eve. With xfire running my FPS dropped to 16 whilst in space. Turned off xfire and its back to a steadyish 75fps.

Some khalif of genius suggested TURNING OFF ANTIVIRUS SCANNER. Never ever do that. Virus scanner is meant to run always when computer is turned on. Don't forget a firewall either. If your computer dies because of a virus scanner, maybe it's time to upgrade from that age-old 66MHz 486DX2 & 4000rpm Quantum Bigfoot to something newer and faster, like 500MHz K7 and 5400rpm hard disk?
Or maybe you use bloated scanners like F-Secure or Norton. Symantec Antivirus (lightweight, no useless interface clutter) and NOD32 are good choices.

ANyway, i had a similar problem with K8N Neo4 mobo (MS-7125) and Gigabyte 6600 GT untill i flashed the BIOS on the motherboard. With same drivers my FPS jumped from about 35 with eye candy off in station to over 70 with eye candy on. Huge difference. In 0.0 belt my FPS is actually tripple of what it was before at 1600x1200x24
For antivirus i like Avant. Basic (and still very capable) vesion is free, small memory footprint.

I'd update it anyway if I were you, at least if you still use the bios that was on your motherboard when it was delivered.
I've especially heard things about amd64 mobos being delivered with "non-optimal" bioses.

Most performance issues relate from bad driver updates, or lack thereof, old BIOS, cluttered HDD, too many progs in the background etc. Been helping out friends with their computers and in most cases the game is not to blame but the damned thing between the chair and keyboard 
If installing new drivers make SURE you have removed ALL traces of old drivers before even rebooting the machine. Any left behind files may cause problems. For example a good way is to first uninstall drivers normally with uninstall utility. Then when prompted do NOT reboot but run, for example, DriverCleaner Professional Edition. It is a free program and easy to use. Then reboot, let winblows find the default hardware and after that install new drivers. Keeps it tidy and nice, and performance is better too.
In BIOS disable anything you do not need. Many use USB these days so why keep printer port or old com ports activated? Disable all IDE/S-ATA channels you do not use etc. Frees up needed IRQ etc. A shared IRQ can cause some hard-to-track problems. I also noted that when upgrading to an Audigy2 from the integrated soundcard my FPS went up. Disable that crappy AC97 and get a real card that can itself process the sounds freeing up CPU. My .02ISK
Most important would be shutting down any progams you do not need while playing. Why run a gazillion of programs(messengers and alike) there you do not use while playing? Every freed up percentage of resources is performance gain in EVE, even it is a small one. And of course, do not set higher graphical/sound settings for your computer than it can really handle without spewing it's internals out. EVE looks great even with less eyecandy.

Here is another tip for those with Nvidia cards. Disable 'Nview Desktop Manager'.
I run in windowmode and had before 10fps when playing eve. Then i turned off the Nview, and now i have 27fps.
So i strongly suggest you turn that function off.

Running AMD Athlon 3000+ ATi X800 Pro 256MB Crucial 2GB DDR 400 PC3200 Asus Motherboard
I'm building another machine with x64 motherboard Asus SLi, X800XT 512MB PCI-E, 4GB Crucial and 64x 4000+ AMD.

Um..just to point out..you're in a station and getting that kind of FPS. For a more accurate assessment of your FPS, you should probably be undocked, in space, and probably shooting at something. There's a big difference between FPS in station and in space. I get that kind of FPS in station also, even with mutli-sampling set to max. But try doing the performance meter in a hot fire fight and see what you get with explosions and all.

...considering most here were not even getting 70 fps while docked, and I get around 60-70 while undocked, not sure about during combat as I'm currently suffering from crashout's now and it's annoying and not risking it, yet.

What is this ? for optimal performance  
i have cel 2.4 asus p4p800 delux 512 mb radeon x700pro 256mb
and 30fps in station 14-22fps outside the station in space and 8-10fps in battle with angel pirates in asteroid belt.

My system runs fine, not to brag, but to maybe add some differences and comparisons to the discussion, I run:
Asus A8N32-SLI-DELUXE Mobo AMD 64-fx-60 4 gigs of dual channel ddr2 400x3200 ATI Radeon 1900 xtx
Right now the dual core cpu doesnt run so hot together on one client so i need to set the afinity but that's not really a problem as i can assign a cpu per client. It's actualy kinda nice.

Mine runs perfectly fine too, and my specs aren't that high

I found out last night that my old laptop is still capable of decent framerates - 60fps when looking back at a station as I undock. Unfortunately over the course of fifteen minutes it drops to 24fps.
I'm guessing this is the infamous resource mismanagement issue at work. Perhaps my gfx card is getting clogged up with textures and the machine is having to transfer stuff across the AGP bus more than it used to. My new machine has 256MB of RAM on its card so perhaps that's enough to hide the problem. -- (Battle hardened miner)

HI all ,
I have a 2,4 AMD with 9700pro Radeon 128Mb and 1Gb memory. I have downloaded the latest drivers but i still get 10FPS :( Inside station I have managed to get 30 but that dont last for long
I use 1024x768 resolution and my monitor is TFT and can refresh up to 75Hz.. I have set buffer from 80 to 256 but i cant find Advanceddevice in the pref .ini.I have also set prioruty to high but not much of an improvement
Anyone knows what the best settings are for Ati Catalyst? Should I also leave the tray icon on? Does the Catalyst AI work with the tray icon disabled or if i disable it at startup ? I am pretty confused with how to manage the settings and tweek the pref.ini ...
So please help , any help would be greatly aprecciated , I cant play the game with 4-10 FPS its really bad out there..
I have read half the foroum but i cant seem to fix this :((

What Artemis said - I am having trouble also.
Would like advice before I go play with the ATI Tool. I know overclocking is bad - but I would only kick in the ATI overclock settings for PVP or for huge gangs when my FPS drops to 2.

In a station In space This is with sound, effects and turrets enabled. Running at 1280x1024 with 4xAA.. EVE Graphic Settings
When in a fleet battle (around 40 ships on screen) average drops to 60. I've got advancedDevice=1. Transparent modal windows off. Buffersize=512. Also I've always got Xfire on. Xfire eats around 10-20 fps. So I could get a bit higher with Xfire off but it isn't needed.
My system..

All the latest drivers and the latest bios. On my old PC (AMD Barton 2500+ Mobile @ 2.2ghz, 1GB RAM, GF 6800LE) I've had around 120 average in station and 40 outside.

I have a major problem with the UI and fps. With the UI turned off i get 200-250 fps and as soon as turn it on my fps drops to 30 if i am lucky, Why for the love of god does a UI chew up over 170 fps?! What the bloody hell is going on here?

Good to hear I'm not the only one suspecting the ini edit does not increase RAM usage. Hope someone can help out on this. Increased my RAM from 512 to 1024 and FPS stayed steady, no improvement at all.

Not meaning to disparage previous posters, but I doubt EVE is very RAM intensive. I only have 512mb ddr (the ones from 4 years ago), and I have never ever witnessed EVE using more than 150mb or so. This is not including issues with memory leaks, which I have been lucky and never encountered before.
I do however notice that EVE is extremely processor hungry. Anytime EVE is running, my CPU is maxed out. Since this weekend I had to nuke my OS and do a fresh install, I took the opportunity to do some overclocking at the same time. I managed to stabalize my P4 2.4B (northwood) at 3ghz, and I noticed that EVE is now slick as a baby's butt. I got fps in station in the 90's and in space in the 40's.
How much of that wsa due to a clean OS and how much due to faster processor is anyone's guess, but I dare say that I'm quite good at maintaining a clean OS. Very selective with installing software, and I think I know a thing or two about computer stuff.
CPU I say, not memory.
