Dear players,
Due to issues that affect Player Owned Structures we are forced to temporarily prohibit POS warfare. This means that no attacks are allowed on starbase control towers, their attached structures or outposts. This also means that no control towers may be set up where a different alliance holds sovereignty . Players found in breach of this will receive warnings and structures will be removed.
Fixes for the issues will be forthcoming as soon as possible but until then we ask you to bear with us and refrain from any sort of POS warfare.

not to dampen anyone about the prohibition of POS warfare, but I hope you GM people realise that by doing this, you're subconsciously inviting people to do POS wars all the more.
Unless you have some sort of strict punishment for those who choose not to obey this current hold on POS wars, people will still attempt to "sneak" a couple through. -

Someone put the news ingame then, like now. Next thing we know is that people who honestly didnt know decide to take a chance and siege a POS, not knowing about the current stoppage on it. -

So, POS-Warfare is forbidden, that hopefully means that all pos shields and weapon systems will be disabled, so target cannot hide behind the shields while we are not allowed to shoot it.

And it is the player base's fault for no one finding this out on sisi. How many ppl own POS?
And tbh how many ppl are going to bother checking their POS on sisi or even refuelling them when there are no changes to them from previous patch

Even with new stuff the pos stuff hardly gets tested. It takes just as long to set up a pos on sisi, 6 hours. Takes just as long to get sov. 5 weeks for level 3. Then you have to keep the dang things fueled for that long.

as a matter of fact, all towers get stripped when a new copy goes on sissy. so testing anything pos/sov related is cumbersome at best as you have to setup new towers on sissy and gain sov levels. then you also have to be lucky they dont nuke them just before you can test.

Well, that gives some indication of how much testing you do.
POS are not mirrored on Sisi, in order to prevent the test server being used to gather intel.
POS stuff *is* tested on Sisi, and in none of the tests I took part in did any of these issues surface.

What exactly were the issues that caused them to put the stop on? Was it the new feature (which incidentally is in the patch notes) about POS without passwords not having a force field any more or was it something about guns not shooting back? I've heard both from different sources.

here is what you could do, as nobody can really continue on with any campaigns or anything really.
Take a backup of tramnquility with player states ad everything, then make all outr characters uber, all items 1isk and declare armageddon zone for the entire universe. once u got it figured out and the new Q&A department has gotten a handle on things you roll back to the backup and continue on.

When Sisi is mirrored all POS are removed, also, gaining sov takes just as long on the test server as on TQ, and as far as I'm aware the last mirror + changes that cause this, were not left on the test server long enough before Trinity was released, so no one could have tested it. It's simply not good enough to release this sort of thing without getting people to test it. And because it takes 5 weeks for sov 3 on sisi as well, you had better be telling people to make sure they test it.. AND waiting 5 weeks before releasing a patch post-mirror.
There needs to be a way to test this quicker on Sisi, or no one will test it if they're not being paid to, and obviously not enough are.
Also, we all make mistakes, but the length of time it takes CCP to admit them seems to be unreasonably long. Lots of POS's were destroyed but I bet it took some large alliance to all petition about what was clearly an exploit before action was taken. For some GMs to have ruled clear exploits as valid raises eyebrows indeed.

Obviously the same lockdown would stop that (pos's wouldn't cycle) of course then prices would skyrocked of stockpiles of the stuff needed for the new ships.
Anyway, any POS with an online cynojammer / cyno generator is currently 'disabled' for moon mining. 2.5 days I've been waiting on a petition for that. And I can't turn them off either.

Please Refuse to listen to authority take the pos down and then watch a dm put it back up and your corp gets banned. Those really are your options. I hope you do take it down one less greedy merc corp. in eve hell verse is a good thing. The fact you would stand up to the gms and not listen to them tells me you are a problem for eve and should move on.
When the owners of the game have a problem we should heed there call, how would you like it if I owned your pos illegally? Would you be cool if I took it down or would you cry foul like a 2 year old exactly put yourself in the other guyÆs shoes, because everyone in eve eventually is the center of the joke even you will be one day.

- Some reactor/silo links just turned off for no reason. - POS with no password have no shield bubble. This is a feature but clearly the devs didn't consider that people could lock POS modules of online POS during wars. - Mobile labs apparently have about as much HP as a cargo container and can be suicide ganked with a frig.

This has always been the case (if you didn't set a password it said (inactive), and I have flown into many-a hostile POS and shot stuff etc for months, when they didn't have it set. Now though, the display bug is fixed, and you can actually see that they don't have a shield. Good when setting up a POS (no more false comfort), bad in that some pos's that have been unprotected for a while are now visibly so.

Wierd, I'm running 20 ish towers, two have sov structures, those two have bridges (offline and were pre-patch), and one has a cyno generator. Of them, the only one that is broken for moon mining, is the one that had the cyno generator array online (and it cannot be turned off).
The others all still work fine (for mining/reacting).

That's technically incorrect. The shield at least partially worked pre-patch without a password. With no password, someone could fly inside your shield and steal ships and stuff inside there but they couldn't attack POS mods because the field still prevented locking. Smartbombs also didn't work (and hopefully still don't) because the control tower absorbs the damage while online or the modules are immune to smartbombs or soemthing.
Right now, people can actually lock and shoot the modules while pre-patch this was not possible.

Shouldn't be possible. You can't lock a ship inside the shield and you can't physically get inside without the password. If there's no password, there's no shield and no exploit.

No, GM rulings aren't applied retroactively. But it's annoying because the POS will come out of reinforced and can be repaired but you aren't allowed to finish it off.

If you are really really lucky what was destroyed you can get back. As for bannings, until they announce it's an exploit usually not. Though some of the rather 'obvious' exploits people can be banned for without an announcement, I doubt this one will, they'll be too busy dealing with petitions...
Defenders repping, while it sucks, is maintaing the status quo, TBH I wouldn't have attacked anything knowing how buggy POS's were at the moment, since it was fairly obvious that an announcement like this should have been made within 12 hours of the server coming up.

Yeah. To clarify, GMs can only give back what was destroyed. Anything that was dropped as loot cannot be given back because it was taken by another player and so giving it back would duplicate the items in question. Same as for ship reimbursements where you only get the destroyed modules.

That is what I was assuming as well - can not ban retroactively. Hates to be a fleet that put a pos into reinforced but can not finish it off now.
However, what about the defenders? I assume that it will be allowed to rep it, as it was unfair for their pos to be attacked without defending it properly.
Hate to be both attackers and defenders here. As both sides need to do work (attacking/repping) that would be rick rolled back.

Yes, I did reference that list but you're not a GM. I asked specifically what broken game mechanics brought on the need for the pos warfare ban.
And as people have pointed out, this will not freeze the status quo. People can use POS to tactical advantage by hiding in the shields and telling their attackers that attacking the POS is a bannable offence. Reinforced timers are ticking, people can repair their POS without the attackers being able to stop them and labs, factories and reactors are still running but now without any risk until the bug is fixed. This is anything but status quo.

Another (minor) issue with POS. Access permissions.
In order to put anything into or take from a structure with a hangar ie a lab or an assembly array you are now prompted that you need either the Starbase Fuel Technician OR the Configure Starbase Roles.
In the grand scheme of whats going on I know its not that important, but I'm sure there are lots of CEO that do not want to grant Configure Starbase just so their staff can use labs or assembly arrays.

I think that answers that, its not just that some dreads get bugged but the fact POS's are bugged as well IE not firing at people and not allowing people to control guns without bugging.
Also I believe fred0 of CEI posted on SHC that a GM had confirmed any assaults on POS be it BS/dread/frigs was not allowed.

It's all ships attacking a pos according to GM Nova. and then Grimmi is talking about pos warfare as a whole which could mean anything really. My guess is they are playing catch up trying to figure it out themselves what should be doable and not doable.
We don't know if planting pos is allowed. Hiding from an attacking force inside pos ff?. Jumping in capitals to a system that should be cynojammed etc.
CCP should make a long list but they are probably reluctant due to their own incompetence and fear of loopholes so they throw out blanket statements that only confuse us. ---

It would only make sense that no capital ships can enter systems with cyno jammers active, online, but non-functional.. That's textbook exploit. Though on the other hand, the alliances that own those should not be able to either. (although typically they'd use the now non-functional bridges :o )

The patch switched them off, this just slows its decline to from off to distant memory.
Hopefully this gets fixed in short order and we can return to normal levels of pew pew. It really needed to be banned from Dec 6th until they fixed it, which would have hopefully have been already if it was acknowledged as quickly as it should have been. I mean, working dec 5th, not dec 6th.. hint: it was related to something that changed !
In the future I think new content and balancing changes etc need to be seperate QA tested patches. I think all the shiny toys distracted from the real testing that needed to be done.

So what I don't understand is that if you have a war dec on, and you are attacking a POS "As of last night", now they have time to reinforce everything you destroyed, regain shields, and fix the POS armor. Or does this not include war dec's? I don't think ALL of the POS attacks are and exploit.

And I DON'T want to see this happen again. Halve the new features and balancing, get the testing right. I'd trade every new feature for what we had a week ago in an instant.

It's all POS's, because if they had their POS's working right, they might have not had it go into reinforced in the first place... It might have been saved etc.
It means that when POS's were buggy you should have saved your efforts and not shot any at all, now you have the pay the price just as the many that lost POS's due to bugs have to.
Yep, attackers and defenders are equally annoyed that it's taken days to announce this.

This isnt 100% true, there is nothing saying you can sit outside a POS shield and shoot the reppers... Your just not allowed to shoot the POS or its modules, players are fine.. Your still screwed with the passive recharge tho

From reading the bob forums I know people are pretty tightlipped about failures, but lets just say pandemic has killed more bob pos in delve than bob has killed coalition POS in the south the last six months(yes, that number is above 0, really. I think.). Even if it was mostly moon mining pos.

I'm not so sure this would have been found by the casual sisi tester, non-consentual combat is prohibited, so there's never a reason to "hide in a POS" from your attacker, so the "shields not working" exploit would have been difficult to catch.\
Also, siegeing up on someone elses system is not allowed on sisi.

Truth be told, the bulk of all these hickups were thrown around on IRC in the weeks before the patch, but I gather the people who highlighted them thought someone else would pick up on that message traffic or for others to bugreport it.
Connecting to sisi was tedious for most non PC technical adept people for quite a while, with all the port / IP wierdness and /server and Lua stuff. Doesn't help much either.
Sisi being a test server, with same POS timers for any sovereignty testing also didn't help. Considering it is so complicated and takes so long hardly anyone tests towers beyond building themselves a mothership and hoping the next mirror is more then 3 weeks away.
Then again, the bulk of sisi is used for people to blow each other up for entertainment, actual testing is limited.

I actually went through the effort of training the skills, making a corp and applying to the Doomsday testing alliance to do some pos and sov related stuff only to find the server refreshed a few days later.

I played SWG, I bet you can guess when I left (PS...might check my creation date here...)
The problem I see is that the last couple of patches have shown that for some reason CCP is not producing the same quality that they did when I first came here.
By far Trinity is the most bugged patch they've ever put out, and actually is probably on par with some of the SWG patches we used to have, that's not really a good thing.
I'm glad they made an official announcement finally on this POS fiasco. It really has hit a lot of friends as well as those I don't know. It should have been made within 24 hours of Trinity patch I think but I'm glad they did it now.
You don't know how much I sweated for a day because I couldn't get on the first day after the Trinity patch after I heard of the POS issues.
I hope they get this stuff fixed before Christmas.

They put out one a couple of years ago (autumn 2005 I think, can't remember the name) that was completely unplayable for weeks....
Trinity, for all its faults, actually support most player activities without major problems. The POS, jump clone and other issues are relatively isolated problems, but by and large most players can go by their daily game routine and not be affected much.

Do you really think that many people didn't realize that by attacking POSes that didn't fire back at all, with 0 RoF dreads wasn't a problem?
I'm sure there are many who did this without immediately realizing there was a problem. But most of them would have stopped after they realized it was too easy. Anyone who had previously attacked a POS would notice the difference.
The fact is that there were several, possibly many, corps out there who took advantage of this bug. They knew they were getting away with murder, but they continued to do it. I'm also sure these will be the first who stop attacking POSes, because they're also smart enough to read the news.
The fact is they knew they were taking advantage of a bug, which is the definition of exploiting, and continued to do it.
People have been banned in the past for exploiting things before something official was posted. The only reason CCP isn't doing anything this time is the workload of so many exploiting it. They have to know they screwed up by not making this statement 3 days ago, and now they're trying to make their lives easier rather than actually dealing with the fallout from this cluster****?
And as to the BoB/Goon bit above. How many aren't a little skeptical that this isn't the case? We know devs are in alliances, so who hasn't wondered why this obvious exploit wasn't acknowledged earlier?
I don't think this is the case, but given Eve's history, many will be wondering: "Is this only an issue now because some dev's friends were adversely affected?" With all the drama of the past year, CCP really needs to put forth the effort to prove that this is not the case.
Again, I don't believe this is what happened, but the impression of an act is often more important than the facts. Had they responded promptly, no one would even bother to make posts like those above.

There's no POS warfare on SiSi. It's a major part of the game, but it doesn't get tested. At all.
Anyone at CCP see how this could be a problem?

The only clear-cut way to make sure people are intentionally breaking the rules is to tell them it's against the rules and see if they continue to do it. For example, if you jettison 100 shuttles outside a station by accident, you will not be banned. Instead, if someone petitions, a GM will warn you not to do it again and only if you disobey the GM by doing it again will you be punished.

0 RoF dreads would be a serious issue but the guns not firing back could be user error.

You're probably right about that but GMs really can't afford to spend hundreds of manhours hunting down every person who shot at a POS that didn't fire back and trying to determine whether or not they knew they were executing an exploit? This is the best they can do.

As I said above, you're probably right about that but it's not just a matter of making it easier on themselves, it's also a question of quality of service. GM manhours spent thoroughly resolving this might be better spent on the dozens of other issues they're having to deal with.

I sort of agree with you here.
If you did this one or two times before the announcement, I don't think anything should be done against you. But after that many times you should begin to wonder if something isn't wrong.
Yes, there have been problems with guns not firing back, but this is a rare occurrence. You can only do it so many times before you say, "Hey this is too good to be true!"
After a couple attempts the logical among us will wonder: "hey, something doesn't seem right." They will probably stop.
My only concern is with those who seem to be taking advantage of this. They are smart players who should now that taking out dozens, or even several POSes without losses is not right. If they continued to do this, even before the warning was given, they should face penalties, possibly even permabans.
I'd hope that after almost 4 years we could have learned something from the Zombie incident. They were banned because they didn't listen to a GM, yes, but they should have realized they were doing something wrong. Fine, they destroyed a few ships and were punished. But they knew that they were taking advantage of the game mechanics. This example is fixed in stone as a marker for what is and is not intended game play. Does everyone who plays Eve continuously need to be shone a proof that 1+1=2, or do we need to start taking it as a given?
Now we've moved into something much greater. All of Eve could have been effected by this bug. If T2 and other market prices suddenly sky-rocket, we know why it will have happened (hey future perfect!).
Those who have repeatedly (and this is the key) taken advantage of this should face punishment. If they've reached the state where they can take on POSes, many multiples of times, then they should know that things aren't working properly and stopped.
As we say where I'm from, "Ignorance is no excuse."
The EULA should be upheld, and those who grossly exploit these bugs should be punished. Those who happen to have made a mistake or two should be warned that it shouldn't be done again, as the message states.

It's like POS bowling. Squads were out roaming around desperately trying to take advantage of these "issues" (exploits/bugs/features) before CCP went "*sigh* Alright, al-RIGHT!" and waved the banhammer around menacingly. Everyone knew it was too good to last, and CCP's incompetence in not dealing with it as soon as it was brought to light is yet another failure.
What this means is, after every patch, there's going to be gangs of people logging in and trying to abuse every bug that they found while testing on SISI, instead of reporting those bugs to CCP for them to be fixed. CCP's attitude in this ENCOURAGES people to hide the exploits they find on SISI and use them to gain advantage on Tranquility. CCP shows the agility of a medium sized iceberg and fails to respond for 3 days or whatever, god knows how much isk has been burned in that time.
The encouragement should be for reporting bugs, not for hiding them and using them when the patch goes live. Perhaps (shoot me down, it's only a suggestion) people should be rewarded for finding and reporting valid bugs on SISI? Like, 100mill isk for the first to report a bug? I dunno, I'm just trying to offer a suggestion to make it more beneficial to report the bug than to hide it and exploit it.
This doesn't take away the fact that Arkanon should be investigating the Q&A team, tbh, but perhaps there's something to be done about SISI. After all, it wasn't put there for people to play in pimped ships, it's there for testing.
Disclaimer: my corp (and to the best of my knowledge my alliance) has not lost any POS during this issue, and we turned down the opportunity to hit a POS after the patch date.

Ah but even the Zombies weren't permabanned. They got temp bans, as I recall, because they should have known better. But of course they didn't stop when GMs asked them to, did they? Disobeying a GM and committing an exploit that has never officially been deemed an exploit are two different things. Someone shooting a POS after the announcement did the former and someone shooting one before the announcement did the latter. The former is the only one that will involk serious punishment because it shows informed intent to break the rules.
Taking advantage of things that seem too good to be true is what eve is all about, it does not show intent to break the game's rules.

GM said "I am fairly certain that we can agree that gains against your enemies are hollow if they are achieved through a fault in the system rather than your own prowess."
Might be true of other MMORPGs, might be true of a majority of EVE players; but there is a very sizeable minority that it is definately not true of.

Hmm, it's more 'stable' than some older patches (that used to crash regularly), but it has broken far far more things that used to work, maybe only because they have more things now and they changed alot more, and they're better at 'stability' testing, but not so much at 'what did we break' testing.

I haven't tested this personally but I have been told this won't work. I also don't mine, but apparently mining lasers are fundamentally different from turrets/bays; they don't really "fire" so much as they are either on or off, so rate of fire is meaningless.

Are the SOV timers still ticking for POS's deployed prior to the Patch?
Will we get some kind of "warm up period" before actual POS warfare can begin again? Even a 24-hour notification would allow players to become generally aware that POS warfare is back online so they can prepare themselves without the confussion of some players thinking it is still against the rules and others thinking otherwise.
Are we allowed to shoot our own POS's currently if we want to test things?

Reading through this topic makes me wonder why so many people are taking about the Questions & Answers (Q&A) Deptartment, i didn't eve know there was one or what it would have to do we these issues! I think you all mean the Quality Assurance (QA)
Also if CCP reduced the anchor/online times of pos stuff, and reduced Sov gain to 1 or 2 days per level the players might just have spotted what your guys failed to do.

On Saturday around 19h00 Euro, a roaming gang of Band Of Devs, was spotted a few systems form where my corp calls home. In a moment of brilliance, one of my corpies suggested we attack their pos next to the system we were in. Just one Raven, shoot a few shots, just enough so that someone, somewhere will get the mail and alert the rest of alliance. Thus, diverting roaming gang from whatever their objective was and spoiling their plans to attack ratters, miners, haulers. I have bookmarks anyways, so was able to get Raven pilot in position and actually tanked said pos for about 5 minutes before having to warp and return to base.
I proceeded to go engage in an evening of promiscuous debauchery, only to return to my beloved New Eden the next morning & find that pos warfare was now banned, for the time being anyways.
Was it so inconvenient for the Baaaabs, that they immediately put back-up plan 71.c in motion? Was a certain Mr. Shrek offline or was the Avatar in the shop for new white walls? Just bacause bob-for-apples couldn't (safely) make it to one pos, the rest of the community can't shoot at them anymore?

Do you have any evidence yo back this assumption up? Have people ever been banned for duplicating items or isk without warnings to stop from GMs first? I have yet to hear of GMs ever even temp-banning someone without first giving a warning to them to stop unless what they're doing is explicitly mentioned in the EULA. Even the zombies were told to stop and didn't listen to GMs.
But you also have to remember what you're asking for here. You're asking that everyone who has engaged in POS warfare since the patch be banned from Eve. Every major alliance's main pvp force would be banned and CCP would lose a substantial portion of their playerbase. You might as well ask them to ban all missionrunners because a certain mission NPC gives ten times higher bounty than it's supposed to(they aren't but it's an example). It's just not going to happen.

Sure the bug should have detected by the QA team first. But it is also YOUR fault. Everyone logged onto the TEST server just to see the new shiny stuff or to gain knowledge so that they can pwn their market competitors. Sure, and that is the intend of the test server... Everyone there logging in should TEST stuff and report it then. But oh wait, that is work and you only want entertainment.... Wtf are you doing on the test server then? You have no business there!

And CCP made the right thing. Freezing pos warfare (and deplyoment of new pos in hostile area) is good. Now they can work on a good solution, hopefully test it properly and then install it!
And about people moaning how bad the expansion is. How many server crashes did we have since the expansion? I remember the patch days when you had server crashes regularly for days on after every patch.
Yes, they SHOULD have tested everything more thoroughly. And yes they SHOULD kick their QA and more important they should deny them their daily bree ration for a while
But now that sh*t happened I think it is best not to moan and ***** but to GIVE SOME IDEAS ABOUT SOLUTIONS! And also report bugs and do not exploit them!
How many people reported the 0 ROF bug? I know at least some people who just went on a killing spree to kill pos (hi tcf) and even wrote on their killboards something like pos-killing paradise. CCP did a mistake, but also some player behaving like idiots are guilty.

Good then. I would argue that, in the longrun, banning all proved and repeat offenders of cheating will surely benefit the game in terms of sustaining and increasing the playerbase. A cheater's actions will easily affect far more ppl than his "cheating team", especialy if it's in the pvp area. And once tried, be sure that he won't hesitate at all in the future to take advantage of the newest bug/loophole. |

Sure you can test issues on the test server, but do you know how time consuming anchoring a POS+modules can be? I used to test POS stuff on SiSi but it was taking too much time. I asked devs/GMs and there was no way to speed it up. And after going through all that effort it was all taken away in the next mirror.
So I don't think most people will test POS stuff on the server in a thorough manner unless CCP makes it so that everything has an anchor/online time of one second and the structures small enough to fit in a frigate.

Laugh all you like but you sound like a buffoon if you're telling me that we the customers are responsible for quality assurance, or have you forgotten that it's the customers who PAY CCP to produce a game that we enjoy playing?
Personally I don't enjoy paying to have to QA someone else's product, and I expect the revenue generated by my and many other customers, to find it's way into making the game better not worse.

Stuff that. Surely CCP's devs should have built test harnesses (built on Unit Testing) for testing deploying a POS? They have after all had over a year to do it.

It should be in your interest to hold your customers informed, and no communication and ignore them is no way to this. A two lines update post in form of "we work on it" or "we have to fix other problems first" can't take to much time. |

First CCP removes the ability to haul POS fuels (the Carrier nerf part 1), while at the same time not giving a replacement (Jump Freighters will take months to become common), and as a final straw CCP breaks POS's but expects us to keep them fueled.
I ask that we get a day's worth of fuel for 75 POS's, delivered to our Corp hangar in 0.0, for each day that passes between the patch and the eventual fix.
I'd also suggest that a serious look be taken at the QA department. Besides past lapses, we have had the idiocy of ZuluPark and this fiasco come from them. Go swing the nerfbat on them for awhile, and make recompense to all us hardworking POS managers that they have abused.

Fair enough. So 0 ROF dreads would be exploits but since having a password on your POS prevents shooting at the mods, someone wardeccing you and shooting your POS modules isn't?
