One remote rep for the drones is useful. But, yes 2 for an ishtar would be reasonable. On the other hand, there are quite a few ships which have an utility slot but cannot realyl use it due to fitting problems.

The problem with that is again for multiple smaller ships vs a big ships scenarios, especially vs capitals. Unless you manage to make it a stacking penality which is does not count for the nosses on the target (unlike hw for example EW works) but...
