Unfortunately, you need almost a whole rack of ballistic controls to compare dps to average turret dps, while the turret boats use all the lows for just a tank. That's why a nano Cerberus almost fails at being a HAC. Damage will be horrible.

ECM bursts have the problem of causing concord to blow your ship up if you hit anything not your corporation's with it. That's why not many people use smartbombs in high sec.
