Edited by: Bratacus on 14/02/2007 14:30:29 The 'WOW' its only a game brigade have to understand something this is a game 'yes' no ones denying that but itÆs a game that hold the trust and (time) investment of thousands of people.
If you heard that your countries lotto was corrupted and their friends and families always held a winning number I don't think their would be may people saying 'its only a game, wow get over it'.
Eve has a responsibility to upholds its owns rules. It has a responsibility to the community and the individual.
Arkanon is now the face of an internal team (?) that must seen to (and actually) uphold these laws to both employees of CCP as well as the community as a whole. If it doesn't and individuals get away with seemingly blatant rule breaking or one rule for you, another for my corp. CEO CCP will fail everyone including themselves.
As to the question above about Dev/GM ages I to would like to know, are we under them thumb of younger people? If we are it should come in to your field of vision that younger people like to please their elders be they friends, family or other (corp mates).
I truly hope this is the first step forward and not another white wash.

Even if some people will never accept that he is telling that he can't reply. And that is only right.
If CCP were to say: Corp A - 50 acconts banned for x time; Corp B - 10 account banned for x time, ecc., it would affect the current and incoming wars, giving useful informations to the enemyes of the Corps with the banned accounts. For the same reason the Corporations will not admit to have people banned.
Let's say that all the ALT accounts linked to the alleged cynosoural net of shared accounts are banned. If the involved Corps used those as the primary means to move capital ships, for some time the capital ship movement will be hampered for that corporation.
Similarly if all the people involved in hacking the portrait in local are banned for some time, the involved coporation is weakened.
So giving away that kind of informations is damaging for the corporations beyond the punishement for the players involved.
CCP use better comunication, giving the company motivations (the one I have offered are my thoughts, cant read CCP collective mind) at least, but offering the informations some people is asking for will reiterate the error of giving away informations helping a specific group.

I disagree. Disclosure is not about giving away information to a specific group, its about being transparent of what is happening, which is actually a lot fairer than trying to keep stuff secret.
All trying to keep stuff secret does, is enable people with connections to find out before 'the common folk' find out. And that is where it all goes wrong.
If CCP would ban 50 RA guys, and there is indeed several GMs in say, BoB, then BoB will know instantly about those 50 RA being banned. A GM can relay that information to fellow alliance members easily without even giving away he is a GM. All he has to say is:"I got from an alt/friend/someone I know in RA the info that 50 of their people got banned. And boy are they angry cause it hurt their capital fleet bad". No way to prevent it, trace it back or anything.
CCP should not adopt policies on the assumption that they can keep certain stuff secret. Disclosure is a much greater equalizer for the normal players than even the tightest security could ever be.

I fail to see how this is supposed to make me trust CCP more after the recent events.
There has also been a few good points mentioned where everything was denied, up until the point where T20 openly confessed..
T20 was punished (accounts cancelled), the BPO weren't deleted. As most of the senior Developers were on vacation and the company hadn't clear guidelines (all that can be found in the different dev blogs and replyes) they have chosen the "soft" solution, probably feeling that removing the BPO would have created other problems, requiring to explain to a large audience why that was done, so giving away private informations about T20.
That was the wrong decision.
Currently CCP has developed written guidelines (and I hope the will make the empleyees accept them in writing too).
For those of you that are from the USA (and probably most of Asia), for the European laws it is not easy to fire an empleyee without a "right cause", and if he was punished for a misdemeanor he can't be punished again. So T20 can't be punished again (bejond the account he was probably demoted or fined for damaging the company, I dubt it was a "wirst slap" as someone say, even simply not receiving the "good work" annual bonus can mean some thousand of euros).

Furthermore to Bratacus comments:
The "WOW" it's only a game brigade should realise:
Football is just a game. The olympics are referred to as "The Games" Chess is just a game. There are many other games I didn't mention here, in fact, thousands. All these games have rules, rigidly and publicly enforced. But they are just games too.
Eve is a game. If it is serious enough for people to blatantly cheat at, and serious enough to blatantly cover up the multitude of transgressions, then it is serious enough for the rest of us to get upset about.
We handed over money expecting to play by a set of rules that were agreed to when we signed up, and that all players participate under the same rules.
This is not what occurred. This has no signs of occurring. It's not so much that the current system is flawed enough to allow cheating, but the current regulatory system and the way it is enforced with the police policing the police, doesn't even give fair play a chance, let alone enforce fair play.
With the situation as it unfolds and the apparent direction into which it will unfold, I can only hope that other game manufacturers are taking note, and learning from CCPs mistakes.

Is this the sort of decision that you will be reviewing? If so, how are you going to make it transparent to the community that favoritism wasn't expressed in the decision making process for two different results occurring for the same causal action?
Well?
This involves a player and is thus not strictly my issue to answer for. But I have looked into this and I've yet to see any verification that this took place. If such verification exists, please file a harassment petition to point us to it and the matter will be investigated. Whatever the case, I will not be discussing it in detail here, sorry.
A large portion of the community is making this claim, that RL information about K was posted yet the poster is still active.
CCP is saying "I've yet to see any verification that this took place"
I see a bit of a paradox here: either this large part of the community is mistaken, or it really happened and it was erased from existance.
AND...if it was deleted, how can anyone "file a harassment petition to point us to it"?
Out of all of the allegations to come out in recent times, this one raises more than a few concerns because we have some of the player base saying "This really happend" and CCP saying "No it didnt".

the post that everyone thinks molle deserved to be banned for is easily findable on EVE-search. I dont know that it WAS actually modded.
The issue is that it was not actually real life information. Or not enough of it for any kind of reprimand. He called him by one of his character names which has part of his real life name in it.
The information the mittani posted is much closer to being bannable but that too leaves a bit to be desired in terms of being ban-worthy.

One of the biggest improvements with Arkanon's new post is that he can now call on developer resources to add auditing to a game when he needs more information. So, this means that while the first petition might not result in punishment, the next guy is in for a WORLD of hurt.
To the person posting about Icelandic employment law. Thank you. This is one of the most important bits of info people here need to see. In the US you can just be fired without cause. (not counting union contracts) I think a lot of posters are thinking things work this way in Iceland too. It sounds like Icelandic employment law has a concept of double jeopardy. Now that T20's punishment has been implemented, CCP can't just go add more to the penalty. Heck, losing your 3year old character without any hope of getting free skills is a MAJOR blow to anyone. T20 just became the new voice of the low skilled in CCP. If he is allowed on the servers at all. And you can be sure that Arkanon will have a report just for him. (I still think T20 should be doing constant web upgrades until the site is directly linked to the game DB)
As to the naming and shaming of transgressors. Instead of posting names, how about just monthly stats? Something so that the playing community can see that something is going on.

I have a question that I'm sure many would like to hear an answer for.
Do the devs (and GMs) playing the game have any obligation to uncover EULA violations they may find? I have good reason to believe that at least one alliance have deliberately crashed the node on several occasions to gain an unfair advantage. If there were devs in that alliance -and supposedly there are in every big alliance- they must have knew of this. Why did nothing happened? What will be the IA division's policy on employees turning a blind eye on EULA violations?
--- The boundries have always been blurred in Eve. Only now are they crystal clear. Nothing is cheating until you get caught. |

Sorry, but this would not be viable. Many of us work long days and have families we like to see every now and then. A rule like this would mean giving up EVE or your entire life outside CCP. That's a bit much, I feel.

Congrats on the new position.
A hypothetical argument, offered for your refutation, How will players ever know the difference between you doing your job and you spending all day spinning around in your office chair?
Thanks! Well, how do the players know our programmers are working? I have a boss that's not going to sit there and pay me for doing nothing, I assure you.

Originally by: RadarJack I'm not sure how best to express this but lets give it a try.
What action would you take (i'm not asking what the policy is, i'm asking what your individual actions would be) in the following scenario ;
After a code update, a unexpected bug developes which isn't picked up by QA and testing and goes on to Tranquility.
A player in the game comes across this bug and see's a way to exploit it and gain an advantage over his opponents. This player uses the exploit infrequently in order to keep it quiet, but gains a significant advantage over competitors and causes in game finantial or positional damage. The bug goes undiscovered for a period of time.
A developer playing anonymously in the game in the same corporation with an emotional investment in the corporation and the player (having shared a long history with them and a mutual interest in the corporations progression) becomes aware of the exploit, but takes no action in order to retain his character and network of friends and/or retain the corporations advantage.
...
Its a straight conflict of interest case. The developer is still anonymous to the playerbase, the evidense is circumstantial but compelling. No exploit/damage has been done directly by the developer, but damage to others would have been mitigated by his action.
What would be your actions when presented with this case ?
Most importantly in my mind at least, would these events be divulged to the playerbase at any time ? Would there be transparency in your findings ? Would the damaged parties receive assistance after being subjected to an avoidable exploit that occured in the past ?
Hope its clear enough.
Good question. Now, you are talking about a developer hypothetically ignoring the existance of a bug and even allowing it to be exploited it for his profit and the profit of his friend. That is a major boo-boo, my friend and I would come down like a ton of bricks on anyone doing this.
Without verification, however, this would be difficult to do. But you are describing systematic abuse going on for a long time and involving more than one person, I think we could probably find some way to verify it, if it happened. GM Arkanon

You file a harassment petition detailing the problem and ask that the matter be reviewed by a Senior GM. That ensures that a Senior GM will look over your case and see if there's anything untoward going on.

You have looked into it, but need us to send you verification? What does that mean? Have you emailed or convo'ed the person who has been accused? Many on the boards say that were a witness to this. Have you interviewed any of them? Is eyewitness testimony completely disregarded in your investigations? Please be pro-active in your new job. Otherwise, the new position of Internal Affairs will be veiwed as a PR stunt. It is not enough to demand that someone file a petition and submit proof for already known allegations.
I said I have not seen any proof that anyone's personal details were posted, nothing more. You do not need to send me anything, but we would certainly appreciate being pointed to where this happened through a peition, which I assume has already been done, judging from some of the responses we've had already. That's great and we'll allow the GMs to deal with the matter as they would normally.
I will not addressing specific cases in this thread, least of all cases which I will not be dealing with, since I'm not a GM anymore.

Your privacy policy doesn't make any sense. The anonimity of your character is by design private. In the event of a problem the toon gets outed, not the person. Telling someone "Duck Dogers" for banned for cheating is not a violation of privacy. Telling them Bob Smith from 123 Main Street, Anytown, USA would be a privacy breach.
It's a bad rule. If a player is caught cheating there is zero excuse for not making it public.

It seems to me we're basically being asked to have faith in CCP in order to restore our faith in CCP..
This all kinda reminds me of 'I Can Change' in the South Park movie: the blogs were the song, the new position the dance, but in the end nothing will be all that different.
Why has t20's punishment never been disclosed? From our perspective it looks like he got off with nothing more than losing the character he cheated with, and CCP did him the service of covering up the matter for 7 months and leaving the BPOs in just as long. Did it really take 7 months to decide illegally added blueprints should be removed?

Which could hint at favouritism for a well known player over a whistleblower,(one gets baned one doesnt) would that not be in your juristiction?
If not then you are in fact saying that CCP volunteers are above your law and protected from the internal affairs investigations that you will be carrying out.

Well we cant get proof becuase its no longer on your website you deleted it so as people could not use it.
But seing as you have Kugs info becuase you banned him ask him be proactive.

Good question, especially if you never met Arkanon. He is pretty much the personification of this inòtegòriòty ûnoun 1.adherence to moral and ethical principles; soundness of moral character; honesty. 2.the state of being whole, entire, or undiminished: to preserve the integrity of the empire. 3.a sound, unimpaired, or perfect condition: the integrity of a ship's hull.
You just need to add blond hair, a smoke and beer. He is just a typical guy at CCP who always wants to give his best everyday when he is on the job and I¦m actually happy he is here because now we all have someone we can poke and ask questions related to this.
Like normal players, if you are unsure if what you are doing or seeing is against the rules you ask about or you stay on the safe side and not do it. It makes life here at the office a little bit easier to have one person who can help you and give advice.
Why is this signature pink?
It is a mystery

I will be actively looking.

In your first post you say that there has always been a policy of GMs not rule on petitions from friends/family/corp/alliance members. Good policy of course, though I wonder if you could shed some light on how you enforce that?
Denying reimbursement petitions, denying harassment petitions from enemies of his own corp/alliance etc. How do you deal with that? This matter is becoming more relevant certainly in light of recent developments within Eve (the start of what seems to be an Eve-wide war between two sides), how can you prevent that GMs who are in Goons have to decide on the petitions from LV for example? Or what if RA blows up a BoB titan and it comes to a GM from D2, then what? That GM would not be deciding a petition from his friends, yet his friendship could still greatly influence his decision on such petitions.
We monitor GM replies and we investigate all claims of misconduct. Something like this would not go unnoticed.

Which powers do you have now? Have you enough power to fire people?
I can ban anyone from the game and report them to their superiors, who will take what action needs to be taken. I don't hire or fire anyone directly.

Originally by: Alumion I have a question that I'm sure many would like to hear an answer for.
I'm sorry, but I have real problems picturing a dev intentionally crashing a node. Even if he/she would ignore the added workload and problems created by this for others in CCP, this would not be forgiven, if found out. We're a company of professionals, not some LAN party gone bad.

What policing if any can be done in regards to Devs holding "anonymous" accounts? Dev plays from home, his aunt's name is on the account, paid by GTC etc etc?
That's circumventing our rules and not allowed. Arkanon crush if find out.

If that's how LAN parties look if they go bad, i can only wish they do so more often. :)
