Hi i have suffered from this issue as well. My warning is not boot.ini though it is as follows-
Windows could not start because the following file is missing or corrupt: <Windows root>\system32\hal.dll. Please re-install a copy of the above file.
Is this the same as the boot.ini issue? Don't wanna do the wrong thing. 
Help.

While the bug is clearly a huge blunder, I have a lot of sympathy for whoever wrote that instruction. It is just as easy to accidentally delete a crucial system file as it is to delete some other random file, so my main complaint is not against CCP but against MS. It should simply not be possible to delete such crucial files, even as an Administrator. Maybe there should something above Administrator, so that we can install software without the whole OS being at risk.
Well in Vista you have your wish, to delete system files there you gotta actually manually add specific permissions to the file/folder either by group or individual account permissions. Then try and delete it and prompted for Admin password. ---

Most preinstalled systems do not come with a disk but use restore partitions. Many have restore with backup options but trust me that that is less than perfect. So get with the current trends and stop trying to label people when you have no idea what youÆre talking about or about each and every person's particular situation.
Yeah, my first Compaq back in the 90's had a restore partition that came with *drum roll please* A RESTORE and REPAIR CD. Congratulations, you fail!

i grabbed my hard drive and tried to replace Hal.dll from my laptop thinking for some reason the file had been corrputed per the error message...well it didn't work so i figured there was more to it than that and decided to just leave the drive in my file server and start copying the data off and pick up a hard drive on my way home tonight...

It is. I have the same thing.
We are now at page 50, and all we have is 2 posts in the sticky, where the third one is "more info later". So erhhh, does this mean that CCP doesn't plan on doing anything else, becaues we have been waiting for quite a while now... Nothing in this thread, only helpful people from the community.

I work in a desktop engineering lab.. not only can I see how something like this could happen and get by QA.. it doesnt change my opinion of this being a great game with great devs.
Mistakes happen... and the BEST QA in the world will still fail you once in a while.
Overall great patch... ya the bug sucks... but we will move on.
As far as those of you who cant get in. Dio yourseleves favor. Get Windows PE... prferably Barts
BEST thing you will ever do for your PC. And its ideal for situations like this. We use a highyl customized version and its gotten me out of problems a thousand times worse than this.
I hate to say it.. but in the realm of bad things that could happen to your PC.. not only is this relatively minor.. but its extremely easy to fix.

If you direct downloaded it from the http link, then it should be wherever you opted to save it. Can always search your PC for the file 'eveclassictopremiumpatch45017'.
If you downloaded it using bits then you have no need to worry.

This fix worked for me:

Once you have found the file... COPY the file, *DO NOT* just cut or just move the file.... Doing this will leave you with NO BACK UP
so copy the boot.ini.backup file. paste to desktop... Delete the ".backup" text from the name of the file, so it is named: boot.ini
Take the newly pasted boot.ini file and paste or move it to: C:/ ... just drop it in there... not in a directory...
You will be promted if you want to overwrite the current file in there... Hit YES
Your task is now complete... You SHOULD (not guarnteed) be able to reboot safely Remmeber it worked for me... BUT it may NOT work for others.

hal.dll is system specific. It's related to the hardware in each system, so transferring it doesn't work.

I had the same error and ended up having to wipe my hard drive entirely. Even windows' recovery console didn't work-- it told me I had no hard drive. Thank god for thinkpads with their recovery system. Boo for a sloppy release.

and since people aren't going to read a whole 50 pages of posts i'll just repost this again:
if you have this issue and can not boot to the point of being able to recreate the file youself see this article for instructions on how to recreate the boot.ini file via the recovery console from your windows xp cd.

this will recreate the file without having to try to figure it out youself
if you can can not boot from an XP cd, get a set of boot floppies made from a good installation of xp somewhere, then you can use a usb floppy to get a recovery console to repair your installation, but you will need access to a machine that has a working copy of xp installed on it

Just download the new patch, install it and be happy. No need to remove anything as long as your "hidden" boot.ini is still there and/or your computer still reboots.

Lizzie, search for the file eveclassictopremiumpatch45017.exe , that's the filename if you have downloaded it seperately. However, I recommend you download the premium client installer, full package. That way you're sure to not have any troubles at all.

if you have the "corrupt or missing hal.dll" message too, boot/rescue/recover disks WILL NOT WORK!!!
You MUST slave out your hard drive to another XP sp2 comp and copy it over on top of the boot.ini fix... when you put the drive back in your comp it will be happy again...
Side note, I have canceled the subscription of my alt account until I have recovered the cost of having a tech come out and fix my comp, possibly beyond that... thanks CCP for letting us know, but you should seriously look at a reprimand for the qa peeps that missed this... I'm not saying fire them, but maybe suspension is not out of the question.

That's it. You put that in a text file, save it to C:, and name it boot.ini, and your problem is solved. I mean, does Pete have to put it in 32 languages for you *******s. I don't think half the idiots replying even read his first, MOST IMPORTANT POST of this thread.
