If your looking for speed, you will get the most outta the pure speed boost rig. But the mass rig has a few other benefits, faster turning, faster accerelation, and it's always on, you don;thave t activate an AB/MWD to see a bonus.

eh, the cargo hold rig shoud ot be too hard to get. they require a drop from Angels, so I would imagine running missions for Minnies would work wonders. Could kill Angel rats in 0.0, but I would think most 0.0 alliances are keeping the rig parts...

As I recall, they changed the expanders to decreasing a % of speed instead of a flat rate, so you can never reach 0 speed, in the same way you can never reach 100 resists. And as I recall, the cargo rig decrease armor, not speed.
