Yes, CCP sells ISK to players then takes it away for first time buyer, and then bans the buyer after a second offense.
Way to keep the active player counts up. 
I believe they only ban the players who don't buy from their sources (their competition) who they plan to remove via this method, wake and smell the coffee they don't love and adore you, this is business.

Accepting cash for items "ruins" the fun of the game. Yeah, I agree, I'm peeved about it as well. But, the reality is "gold farmers" are here to stay and people who want to use gold farmers are the reason for it. As much as we might want to hold our breath until we turn blue it won't make that reality go away. Ignoring it will only exacerbate the problem and CCP will lose out on a potential cash infusion which would allow them more opportunity to create more content or the like.
Analogy time: Alcohol is undeniably bad, in the US alone one person is killed every 25 minutes from drinking and driving (that's a bit more than 20,000 people a year, or 80,000 people since eve started) . This doesn't include alcohol related murders, killings, self-eliminations not associated with driving.
Once upon a time, people thought the best thing to do in the US was to drive this evil from the land. Prohibition was born. And what happened? Alcohol consumption went down a tiny bit (some argue it went up, but tracking usage became impossible), but organized crime sprung up around it to supply the insatiable demand for alcohol. After the crime and black markets had a good laugh at the expense of the good people of the land, the lawmakers came to their senses and repealed the obviously flawed law.
Bringing it back around: ISK sellers WILL happen. You cannot stop it. Rather, let's let CCP profit from it and have the cash that is generated from people who want to buy ISK go to the people who can use it to make our game better rather than someone else.

so does ccp move to f2p model? hmm unlikely, it's rather an illusion of f2p. lots of paying accounts (alts of else) will be canceled. less server stress. ccp sells some unneeded hardware to cut on expenses and fire some no longer wanted staff. so remaining fans pay enough to cover remaining expenses. less lag and everyone is happy. and finally bob conquers whole of eve. eve history ends in honour. servers shut down. ccp moves on to their next mmo project.
